BOARD OF PUBLIC WORKS AND SAFETY
JUNE 29, 1961
The Board of Public Works and Safety met in regular session in City Hall, with City
Attorney Cecere presiding - All members present - The following business was had to
wit:
City Engineer Sherick moved that the reading of the minutes of the previous meeting
be dispensed with, seconded by City Controller Tiffany.
A petition for the improvement of the alley in the 500 block between Southwest 16th
& 17th Streets was submitted to the Board by residents living in that vicinity, the
matter referred to Street Commissioner Lawrence for study and recommendation, lit
IIIThe Board instructed City Attorney Cecere to institute a suit against A. M. Harbin
and. Mary Harbin for specific performance of contract, concerning storm sewers that
they were to install in the vicinity of Southwest "H" Street - (Douglas Addition).
The Board instructed the Engineering Department and The Building Commissioner not
to issue A. M. Harbin any building permits, until further notice.
The Board moved to rescind on South 18th Street between "H" & "I". (The Street has
been installed).
The Traffic Department was instructed to install traffic signs at parking lot exits
on one way streets, marking the direction of the traffic.
Fire Chief Klotz was given permission to give stand by service with one fire truck
at Glen Miller Park and one truck at the Hudson Drive-In Theater for the 4th of July
fireworks.
City Attorney Cecere moved to award a contract for painting the 172 traffic lights in
the City to Louis Pardo, on his bid of $658.00 - City to furnish the paint.
A complaint of a parking area being constructed at South 13th & "E" Street, without
approval for curb cuts was referred to Captain Stout, Police Traffic Department.
The Board on the recommendation of Commissioner Sligar, rejected a permit to build
a 30 x 40 building at 2121 South "L" Street. III
The Board instructed Building Commissioner Sligar to inform the Encrete Corporation
that their request to deviate from the swimming pool regulation, concerning a six .
(6) foot fence is rejected. Also, their request to construct sidewalks in front of
the Richmond Arms Motel has been approved, subject to grades and lines being set by
the City Engineering Department.
The Board instructed City Attorney Cecere to draft a resolution that Mayor Cutter .
and the Board of Public Works and Safety are in favor of a proposed intermediate
penal institute for first offenders, be. constructed on ground owned by the State at
the Richmond State Hospital.
Street Commissioner Lawrence was instructed by the Board to investigate the water in
the Street at the intersection of South 13th & Wernle Road.
The Board approved Assessment Roll No.1038-1961, (The Construction of pavement on
West Main Street, from 18th to the Salisbury Road) and instructed the Clerk to advertise
a public hearing, July 20, 1961.
City Engineer Sherick was instructed by the Board to arrange a meeting with the Wayne
County Commissioners, Concerning the iron bridge on Bridge Ave.

The Board approvedtwo (2) curb cuts requested by the Miller Dairy, for a private
parking lot on Southwest 2nd Street.
The Board approved a curb cut at 15 North 7th Street, for private drive-way, requested
by Peoples Home & Saving Assn.
The Traffic Department was ordered to remove three (3) parking meters at 15 North 7th St.
The Board instructed City Attorney Cecere to investigate the possibility of the aircraft
at the Richmond Airport being put on the tax duplicate.
There being no further business the meeting adjourne .
