BOARD OF PUBLIC WORKS AND SAFETY
APRIL 27, 1961
The Board of Public Works and Safety met in regular session with City
Controller Wilson presiding, all members present. The following business
was had to wit:
City Controller Wilson moved that the minutes of the previous meeting be
dispensed with, seconded by City Engineer Sherick.
The Clerk presented proofs of publication that this date had been set to
hear persons interested in Assessment Roll 1037-1960, "CURBS AND GUTTERS"
Northwest 8th street. Carol Bastian, John Urmston and Dewey Trammel appeared
before the Board to inquire about the Barrett Law and when the street would
be opened, Board President Wilson said the street would be installed as
soon as the weather would permit. There being no one present desiring to
remonstrate against the Assessment Roll, City Attorney moved the roll be
confirmed, seconded by City Controller Wilson.
A petition signed by 30 residents of Northwest 5th street was submitted to
the Board to remonstrate against the ban on parking on both sides of North-
west 5th street, the petition ask that the restriction be changed to allow
parking at certain hours. The petition was referred to James Cox, traffic
engineer. of the Indiana State Highway Department.
The Board received a request from the YMCA to install "Red Head" (15min)
parking meters in frontof the Y on 8th street, referred to Captain Stout,
police traffic department.
The Board discussed the possibility of obtaining a suitable truck and train-
ing a man to service the electrical signal lights in the City.
Captain Stout reported, that the traffic department would start using their
new marking machine to mark parking spaces as soon as the weather will permit.
Police Chief Conyers reported that bicycle license plates are being reduced
to half price (250) May 1 , 1961. ( the license year runs from July to July)
The Board approved a request by Police Chief Conyers to send four (4•) men
to the Chemical Test School at Indianapolis, May 12, 1961.
The Board ordered Captain Stout, traffic, to confer with Street Commissioner
Lawrence, concerning the installation of guards for protection of the open
ditch at the intersection of South 16th & "L" street, also to place reflectors
along the ditch.
A request to restrict parking on the South side of South "B" street in the
200 Block by the I R C &. D Co. was rejected by the Board.
A request for a 15 minute parking meter at 126 North 8th street by the E. E.
Roney Insurance Company was referred to Captain Stout, traffic department.
Sanitary District Superintendant Ross, City Engineer Sherick and Henry
Blankenship, Asst. City Engineer attended the American Public Works Association
conference for Ohio, Kentucky and Indiana, at Cincinnati Thursday and Friday
morning of this week.
Captain Stout, police traffic department, reported that cement "Turtles" have
been installed at 3rd &. Main and at South 9th & "E" streets to form traffic
islands, (Stout said the Turtles were purchased at a cost of $1.25 each)
