HomeMy Public PortalAboutBrewster School Committee -- 2020-10-15 Minutes Brewster School Committee Thursday, October 15 , 2020 � r Brewster Town Hall (Virtual Meeting) Present for the Committee : David Telman, Christine Peterson, Judi Lech, and Katie Jacobus Absent for the Committee ; Jessica Larsen Present for the Administration ; Thomas Conrad, Giovanna Venditti, Keith Gauley, and Joanna Hughes Call to Order Chair Telman called the virtual meeting to order at 6 : 30 p . m . Agenda Changes — None Citizens Speak — None PRIORITY BUSINESS Administrators ' Reports Principal Gauley indicated his written report was in the packet and indicated he sent video links of the opening day to school committee members as well . Principal Hughes report was included in the packet. If members have questions, email the Principals . Superintendent ' s Report Superintendent Conrad indicated he is working closely with the Union Leadership on a Memorandum of Agreement relative to the COVID conditions and teaching. He is meeting with every staff to understand their concerns and find solutions to any problems that may arise . He is spending a lot of timing preparing for the reopening of the High School in the hybrid model . He knows students are excited to get back on campus . He thanked Principal Joanna Hughes and Principal Keith Gauley for their outstanding leadership in opening our schools . He indicated their focus needs to change daily to make it a positive experience for all students . He sent a copy of the Governor ' s budget to members so they to understand the fiscal climate . He continues to try and visit all our schools . Negotiations and contracts are coming up soon when unions will get back to the negotiating table . He indicated that teachers are being paid at the salary they were paid last year and are being patient with negotiations . October 1 Enrollment Keith Gauley shared that Stony Brook enrollment is down a bit but the decrease is due to the Preschool Program that typically enrolls 34 students and is maxed out at 20 students . They have added 3 students in Grades K-2 . The Superintendent reviewed the enrollment report. FY21 Budget Giovanna Venditti reported the Eddy School balance as $301 , 187 . She reviewed variances is the line items . It was noted that step and lane changes are encumbered and there is also an encumbered amount for reserved for negotiations . She indicated that there has been some movement with employees showing a variance in the salary line item . She will check on this and bring it back next month . She shared that Line Item 7092 , Cape Cod Collaborative transportation is for a new student. (424, 150) She also indicated that line item 7097 ; Out of District Tuition shows a savings as it was prepaid last year. Additional expenses totaling $ 37, 471 to be charged directly to Circuit Breaker funds . Line Item 7095 Tuition collaborative is - $45 , 000 for the new out of district placement. Stony Brook Elementary balance is $356, 684 . Ms . Venditti reviewed the line items and variances with the committee . Budget Calendar 2020m2021 Giovanna Venditti reviewed the 20-21 budget process and meetings with the committee . Brewster School Committee Minutes October 15, 2020 ( 1 ] Leash Agreement — Head Start Giovanna Venditti indicated that Head Start was on a month to month lease but has to vacate the premises at the end of November. The YMCA will continue to lease rooms at Stony Brook. Principal Gauley indicated that because of the limitation with enrollment, they have a third space they are using. He does not anticipate them needing a fourth classroom . Policy — Harassment — First, Reading Judi Lech attended the policy subcommittee meeting and shared her notes with the committee . She indicated that Mary Buchanan attended the meeting and answered questions . The policy was also vetted by Nauset legal counsel . She indicated it was suggested that the Nauset prepare a summary of the policy in simple terms for students to be able to know what to do and who to speak to so situations can be addressed as quickly as possible . Another suggestion was that consequences of what happens should be known and used as a deterrent . It was suggested a flow chart of steps in the process will be prepared for easy access for students . Motion : On a motion by Katie Jacobus, seconded by Judi Lech, it was voted unanimously to approve Policy ACAB — Harassment Policy for a first reading . On a roll call the vote was as follows : Katie Jacobus — yea, Judi Lech — yea, Chistine Peterson — yea, Chair Telman — yea Appoint Recording Secretary Motion : On a motion by Katie Jacobus , seconded by Christine Peterson, it was voted unanimously 4 -0 to appoint Arlynn Consiglio as recording secretary for the Brewster School committee . On a roll call the vote was as follows : Katie Jacobus — yea, Judi Lech — yea, Chistme Peterson — yea, Chair Telman — yea Reports and Information Cape Cod Collaborative — Katie Jacobus reported that the Collaborative continues to work on hiring bus drivers . They are finding it hard to accommodate sports programs . The Star Program has 1 student from Brewster, 49 in — person and 2 remote students . The Waypoint Program has 33 students enrolled for in-person learning and 9 remote . There are three Nauset students enrolled in the program . The Collaborative was all remote for several days due to a positive Covid test . They are working to relocate the Way Point Program . The current lease will continue for another year. She also reported that the virtual high school numbers have not changed since last year . PTO — Christine Peterson reported that the group is selling masks with school spirit which netted $ 500 . School Council — no report Policy Subcommittee — Judi Lech reported on the last Policy Subcommittee Meeting . Please see Item Policy — Harassment — First Reading above . Transportation Subcommittee — no report Substance Abuse/Mental Health Task Force — no report Building and Needs Assessment — no report Strategic Plan — The Superintendent indicated that they are just beginning to roll this out to board members and administrators for use in creating their school improvement plans . He will introduce the plan to staff and the community as we get further into the school year . He indicated that the document is outstanding and he looks forward to sharing it with everyone . Approval of Minutes On a motion by Judi Lech seconded by Christine Peterson, it was voted unanimously by roll call vote to approve the minutes of September 17, 2020 .
