BOARD OF PUBLIC WORKS & SAFETY
March 16, 1961
The Board of Public Works and Safety met in regular session with City
Controller Wilson presiding. All members present. The following
business was had to wit:
City Controller Wilson moved, that the reading of the minutes of the
previous meeting be dispensed with, seconded by City Attorney:Cecere...,
The Clerkpresented proofs of publication that this date had been set to
open sealed bids for the removal of dead trees in the City of Richmond,
Indiana, City Controller Wilson moved that the proofs be accepted and filed,
seconded by City Engineer Sherick: The following bids were opened.

City Controller Wilson moved, that the bids be taken under advisement, seconded
by City Attorney Cecere.
The Board ordered fire hydrants installed by the Richmond Water Works
Corporation at South West 18th and "G" street (1) and South 3rd and "M" street
(1).
The Board instructed the Clerk to send a letter to the Gilmer Trailer Court
informing them that recommended improvements be completed by April 15, 1961,
or face an order to the Richmond Power and Eight to have their light meters
removed,( the improvements concern fire hazards )—
The Board accepted the resignation of probationary patrolman Don Frith,
effective March 17, 1961.
A petition for street lighting by residents living in the vicinity of West
Main street, west of Northwest 18th street to the Salisbury Road, was
referred to the Richmond Power and Light, for study and recommendation.
City Attorney Cecere was instructed by the Board to write to the Indiana
Highway Department requesting new traffic light controllers for 5th, 6th,
and 7th streets on North and South "A" streets, before the City assumes
control of them.

Captain Stout, traffic, reported that he has had a conference with the
funeral directors in regards to processions, and has another scheduled for
March 20, 1961 to make final arrangements on how the processions will be
conducted.
Karl Kolger, Wayne Blackwell and B.J. Beier, requesting the Harry Ray Post
. No. 65 of the American Legion, appeared before the Board with a proposal
to acquire all or a part of the Garfield School lot, for a new legion post
home. The matter taken under advisement.
Street Commissioner Lawrence, reported that his department has finished
cutting the radius at 3rd and Main street and would complete the corners
at South 9th and "E" this week.
City Restaurant Inspector Goins, announced that he would be in Indianapolis,
March 20th to 24th, attending a General Sanitation School at the Indiana
University Medical Center.
The Clerk was instructed to inform Mr. Jett Mays, residing at 618 South
13rg street, that the junk business that he was engaged in at that address
was in violation of the zoning code, and that he would have to cease
operations in that business immediately.
