BOARD OF PUBLIC WORKS AND SAFETY
RICHMOND, INDIANA
January 12, 1961
The Board of Public Works and Safety met in regular session in City Hall, with
City Controller Wilson, president of the Board presiding, all members present,
the following business was had to-wit:
President Wilson, moved that the reading of the minutes of the previous meeting
be dispensed with, seconded by City Attorney Cecere.
Tony Laughlin, owner of the Medical Arts Pharmacy, appeared before the Board for
the purpose of obtaining a building permit, to construct a trailor type building
for a drive-in pharmacy at 36-38 south 8th street, on the Jenkins Parking Lot.
Attorney Kleinknecht and John Dailey, contractor, explained the plans for the
building to the Board. City Attorney Cecere, moved to take the request under
advisement, seconded by City Engineer Sherick.
Captain Stout, police traffic department, reported that parking meters were
being removed for the new "FAR CORNER" bus stops, on Main street.
The Board approved, on the recommendation of Captain Stout, traffic, that •
permission.be given to the General Telephone Co. to move the public telephone
booth from the east side of the 1100 block on south 9th, to the west side of the
1000 block on south 9th, approximately 65 feet north of the south entrance of •
the Dairy Queen Drive-In.
The Board approved a change order to the original construction .bid of the
James H. Drew Co. for six concrete foundations for metal signs at $300.00 per
unit, total $1800.00, in conjuction with the modernization of the traffic signals ..
on 8th and 9th streets.
The Board approved the use of $155.00 for cleaning sites razed, pursuant to
statute, from the Board of Works Demolition Fund. Sites at 1224 south 14th and
408 north'15th streets, contract awarded to Warden Wright.
The Board approved the adoption of Declaratory Resolution No. 2-1961, a
resolution to acquire property to develope for an off-street parking lot, in
thw vicinity of south "A" to south "B" between 9th and 10th streets. The
probable cost of acquiring and developing the project is estimated at $80,000.00.
A public hearing shall be held on the question of public utility and benifit of
the project at 9:00 AM (EST) February 2, 1961:
The Board approved, on the recommendation of Fire Chief Klotz, that after a
fire the building be condemned and the light meter pulled, until the building
has been properly inspected by the fire department and the bureau of buildings.
Fire Chief Klotz, submitted the yearly report of the fire department for 1961.
Police Chief Conyers, was given permission to use a police officer (Gibbs) as
. a skin diver where evidence could be uncovered to aid in the solving of a
crime ( only to be used locally)
The ,Clerk was instructed to advertise to advertise for bids for 4 station wagons
for the police department and one 2 door sedan for the Engineering department.
Bids to be opened February 2, 1961.
Councilman Smithmeyer, reported that water was not draining from the sidewalk
at 1305 south 5th street. The matter was referred to the Engineering Department.
The Board approved, that two_ (2) Austin Western Street Sweepers be declared junk
and sold as such, recommended by Street Commissioner Lawrence.
The Board instructed the Clerk to order an estimate and recommendations from the
Richmond Power and Light, for street lighting on the Elks Country Club Road,
petition submitted by Councilman Marino, for residents residing in that area.
City Controller Wilson, announced that he was going to Florida for a o weeks
vacation starting-January 13, 1961
