HomeMy Public PortalAbout11-17-1960 Page 123 BOARD OF PUBLIC WORKS AND SAFETY RICHMOND, INDIANA, November 17, 1960 The board of Public Works & Safety met in regular session in City Hall City Controller Wilson presiding, City Attorney Cecere present, Acting Engineer Ross absent. The following business was had to-wit: City Controller Wilson, moved that the reading of the minutes of the previous meeting be dispensed with, seconded by.City Attorney Cecere. The Clerk presented proofs of publication that this date had been set to hear persons interested in improvement resolution 1039-1960, City Attorney Cecere, moved the proofs be accepted and filed, seconded by City Controller Wilson. R.E. Markley, K.J. Beckman, Arthur Vivian, John Britt and Ross Harrington spoke against the improvement, stating that they did not feel that the construction of sidewalks, from the Henley Road to the. Elks Country Road was needed at this time, on the North side of the Street as called for in the resolution. City Attorney Cecere, moved the resolution be taken under advisement, due to the number of remonstrators against the improvement, seconded by City Controller Wilson. The Clerk presented proofs of publication that this date had been set to hear persons interested in improvement resolution 1033-1960 assessment roll, City Controller Wilson, moved that the proofs be accepted and filed, seconded by City Attorney Cecere. There being no persons present desiring to express themselves, City Controller Wilson, moved the assessment roll be confirmed, seconded by City Attorney Cecere. Street Commissioner Lawrence, reported that a suitable and safe foot-bridge across the river near the Happy Hollow bridge, would be a 4 cable suspension bridge costing between $2000.00 and $3,000.00 and would take approx. three weeks to construct, depending on the weather and obtaining materials. The Board stated that they do not feel the foot-bridge justifies that amount of expenditure. Lawrence was instructed to place " BRIDGE CLOSED " signs at each end of the bridge to halt pedestrian travel over the bridge. Police Chief Conyers, appeared before the Board, recommending Robert V. Deakins, of 327 Carol Drive, to the Police department, City Attorney Cecere, moved that Deakins be made a Probationary patrolman, effective November 30, 1960, seconded by City Controller Wilson. The Board approved the use of fire trucks parked on Main street November 22-23 to aid in the fund raising drive for Mental Dystrophy. Fire Chiek Klotz, reported that he has noticed the jamming of aisles in several stores in the business area particularly now that the Christmas rush is now getting under way and has sent letters to all merchants, stating ;that waste materials should be removed, aisles, exits and fire doors must be,_clear and immediately usable, exits plainly marked and easily reached. Automatic fire detection and alarm equipment, sprinkles, hand hose and fire extinguishers should be ready to operate. Sprinkles should hot-be obstructed by piles of goods, decorations, or temporary partitions. Coungilman Yount, appeared before the Board and reported a complaint of water not draining from the Street at South West 16th and "A" Streets. The matter was referred to Street Commissioner Lawrence for a solution. The Board requested William Adler to obtain a recommendation from the light plant, as to the need for more lighting on the North 10th street parking lot. City Controller Wilson, reported that the contractor has promised to finish the street on South West "F" , before winter stops street construction -work. The Board reffered a complaint of burning trash at the West Side Kutters Super Market to City Health Inspector Hutton. Page 124 November 17, 1960 The Board requested Captain Stout of the Police Traffic Department, to investigate truck traffic on South West "G" and College Ave. that have been designed for no truck travel, and to make arrests of violators. City Controller Wilson, moved that any new streets be approved by the Board before the streets are taken over by the City for maintenance.
