MINUTES OF THE BOARD OF ASSESSORS
Date : September 28 , 2021 — Regular Session
Time : 4 : 30pm
Location : REMOTE PARTICIPATION
Remote Participants : Chair Belinda Eyestone ; Member Diane Salomone ; Deputy Assessor
James Gallagher
Call to Order : Chair Eyestone called the meeting to order at 4 : 30 pm.
Declaration of a Quorum : A quorum was present . All members were participating remotely
and confirmed that they could hear each other.
Meeting Participation Statement : Mr. Gallagher read the following meeting participation
statement : This meeting will be conducted by remote participation pursuant to Chapter 20 of the
Acts of 2021 . No in-person meeting attendance will be permitted . If the Town is unable to live
broadcast this meeting, a record of the proceedings will be provided on the Town website as
soon as possible .
Mr. Gallagher was monitoring the public comment/question email address and confirmed that no
questions or comments had been received.
Regular Session
• Report of the Deputy Assessor : Mr. Gallagher reported that the FY2022 Classification
Hearing was held on September 13 , 2021 . He reported that the Select Board approved a
single tax rate with no shifts, no residential exemption, and no small commercial exemption .
The estimated tax rate is $ 7 . 85 and once we receive final DOR approval we will begin to
process the tax bills .
• Review FY2022 Department of Revenue DLS Gateway Forms : Mr . Gallagher reported
that that LA- 5 , OL - 1 , Levy Limit, and Tax Rate Recap were submitted to DOR on September
14, 2021 ' following the Classification Hearing on September 13th . We are still awaiting final
approval on the Tax Rate Recap .
• Classified Land Applications (Chapter 61 , 61A, 6113) : Mr. Gallagher presented a list of
five Classified Land renewal applications and recommended approval . Ms . Eyestone moved
to approve the five applications , Ms . Salomone seconds the motion. Roll call vote : Eyestone
— aye; Salomone — aye ; approved unanimously .
• Review and Commit Water Liens : Mr. Gallagher presented a list of water liens dated
September 28 , 2021 . Ms . Eyestone made a .motion to commit the water liens that carry a

balance prior to the issuance of the FY22 tax bills : Ms . Salomon seconds the motion. Roll
call vote : Eyestone — aye ; Salomone — aye ; approved unanimously .
® Review and approve Regular Session Meeting Minutes
o August 24, 2021 : Ms . Eyestone moved to approve the August 24 , 2021 regular
session minutes as presented . Ms . Salomone seconded the motion. Roll call voter
Salomone — Aye; Eyestone - Aye; approved unanimously .
o September 21 , 2021 (meeting canceled) : Ms . Eyestone moved to approve the
September 21 , 2021 minutes as presented, Ms . Salomone seconded the motion . Roll
call vote : Salomon aye ; Eyestone — aye ; approved unanimously

® . Next Meeting : The next Board of Assessors meeting will be October 12, 2021 .
® Executive Session (To comply with or act undef the authority of any general or special law
or federal grant-in-aid requirements : MGL Chap 59 Sec . 60 and MGL Chap . 214 Sec . 1B) :
At 4 : 35pm Ms . Eyestone moved to enter Executive Session for the reasons noted above, not
to return to regular session. Ms . Salomone seconded the motion: Roll call vote : Salomone —
Aye ; Eyestone — aye ; approved unanimously .
