RESOLUTION CONFIRMING RESOLUTION NO. 4-2022 OF THE
RICHMOND REDEVELOPMENT COMMISSION ADOPTED ON JUNE 9,
2022, ENTITLED "AMENDING DECLARATORY RESOLUTION OF THE
RICHMOND REDEVELOPMENT COMMISSION EXPANDING THE
REDEVELOPMENT AREA AND CREATING A NEW ALLOCATION AREA,
ADDING PROPERTY TO ACQUISITION LIST AND AMENDING THE
REDEVELOPMENT PLAN"
WHEREAS, the Richmond ("City") Redevelopment Commission ("Commission") adopted
a declaratory resolution on September 25, 1989, as amended on February 9, 1993, February 25,
2008, May 27, 2015 and April 18, 2016 (collectively, "Declaratory Resolution"), and as confirmed
by confirmatory resolutions adopted on March 5, 1990, July 8, 2015 and May 16, 2016
(collectively, "Confirmatory Resolution"), establishing and expanding the Richmond
Redevelopment Area ("Original Area") as a redevelopment area under IC 36-7-14 and IC 36-7-25;
WHEREAS, the Declaratory Resolution and the Confirmatory Resolution are hereinafter
collectively referred to as the "Area Resolution;"
WHEREAS, the Area Resolution approved the Redevelopment Plan, as amended
(collectively, as amended, "Original Plan") which Original Plan contained specific
recommendations for redevelopment in the Original Area;
WHEREAS, the Area Resolution designated two allocation areas in accordance with IC
36-7-14-39 (collectively, "Original Allocation Areas") for the purpose of capturing real and
depreciable personal property taxes generated from the incremental assessed value of real and
depreciable personal property located in the Original Allocation Areas;
WHEREAS, the Common Council of the City approved the establishment and expansion
of the Original Area and the creation of the Original Allocation Areas;
WHEREAS, a portion of the hereinafter defined Expansion Parcels are within the
jurisdiction of the Wayne County ("County") Redevelopment Commission ("County
Commission") and is contiguous with the Original Area and located within the jurisdiction of the.
County Commission as shown in Exhibit A attached to the hereinafter defined Amending.
Declaratory Resolution("County Area");
WHEREAS, IC 36-7-25-4 authorizes the County and the Commission to jointly undertake
economic development projects in contiguous areas within each unit's jurisdiction;
WHEREAS, the Board of Commissioners of the County did on June 8, 2022 assign the
County Area to the Commission for the purpose of economic development and the allocation of
property tax proceeds and authorized the Commission to take all action in the assigned area that
could be taken by a redevelopment commission in an allocation area under IC 36-7-25-4;
WHEREAS, on June 9, 2022, the Commission adopted its amending declaratory resolution
("Amending Declaratory Resolution") for the purpose of: (i) expanding the Original Area by

adding Parcel No. 89-10-10-000-314.000-006, No. 89-10-09-000-406.000-004 and No. 89-10-10-
000-316.000-006 (collectively, "Expansion Parcels") to the Original Area (as expanded and set
forth on the map attached thereto as Exhibit B, the "Area"); (ii) designating the Expansion Parcels
as a new tax allocation area to be identified as the MIP Phase 3 Allocation Area as set forth on the
map attached thereto as Exhibit B; (iii) adding the acquisition of the Expansion Parcels as
described in Exhibit C attached thereto; and (iv) adding the construction of projects set forth in
Exhibit D attached thereto in, serving or benefiting the Area, to the Original Plan("2022 Plan");
WHEREAS, the Commission submitted the Amending Declaratory Resolution and
supporting data to the Richmond Plan Commission ("Plan Commission") and the Plan
Commission has issued its written order approving the Amending Declaratory Resolution and the
2022 Plan;
WHEREAS, the Common Council, by resolution adopted July 5, 2022, approved the order
of the Plan Commission;
WHEREAS, on or before July 1, 2022 the Commission published notice in the Palladium-
Item and mailed notice to property owners of the Expansion Parcels of the adoption and content of
the Amending Declaratory Resolution, which notice also gave notice of a hearing on the proposed
amendments to be held by the Commission;
WHEREAS, the notice described in the preceding paragraph was also filed in the office of
the Plan Commission and any other departments, bodies or offices having to do with City
planning, variances from zoning ordinances, land use or the issuance of building permits and
mailed to property owners in the proposed expansion area;
WHEREAS, copies of the notice were also filed on or before July 1, 2022, with the officer
authorized to fix budgets, tax rates and tax levies under IC 6-1.1-17-5 for each taxing unit that is
either wholly or partly located within the proposed MIP Phase 3 Allocation Area, together with a
statement disclosing the impact of the MIP Phase 3 Allocation Area, including the following:
(A) The estimated economic benefits and costs incurred by the MIP Phase 3 Allocation
Area as measured by increased employment and anticipated growth of real property assessed
values; and
(B) The anticipated impact on tax revenues of each taxing unit that is either wholly or
partly located within the MIP Phase 3 Allocation Area; and
WHEREAS, the Commission on July 12, 2022, conducted a public hearing at which the
Commission heard all persons interested in the proceedings and considered all written
remonstrances and objections that were filed;
NOW, THEREFORE, BE IT RESOLVED BY THE RICHMOND REDEVELOPMENT
COMMISSION, THAT:
1. The Amending Declaratory Resolution and the 2022 Plan approved by the
Commission on June 9, 2022, copies of which are attached hereto and incorporated herein, are
hereby confirmed.

2. The Amending Declaratory Resolution and the 2022 Plan, as confirmed, shall be
attached to and incorporated in this resolution. The Secretary is hereby directed to record this
resolution with the Wayne County Recorder and provide a record stamped copy to the Wayne
County Auditor and the Department of Local Government Finance.
3. This resolution is effective upon passage.
