HomeMy Public PortalAbout10-13-1960 Page 117 BOARD OF PUBLIC WORKS AND SAFETY October 13, 1960 The Board of Public Works and Safety, met in regular session in City Hall with City Controller Wilson presiding, acting Engineer Ross and City Attorney Cecere formed the Board, the following business was had to-wit: City Controller Wilson, moved that the minutes of the previous meeting be dispensed with, seconded by City Attorney Cecere. The Clerk presented proofs of publication that this date had been set to open sealed bids for the construction of curbs and gutters on both sides of southwest 8th street, from "A" to the National Road, (Improvement Resolution No. 1037-1960) City Controller Wilson, moved the proofs be accepted and filed, seconded by City Attorney Cecere. Robinson Bros. Centerville, Indiana made the only bid, which is $3374.10. The bid being under the estimate of $3400.00, City Controller Wilson, moved to award the contract, seconded by City Attorney Cecere, work to start immediately. The Board approved, on recommendation of William Adler, parking meter department, to change the meters from Main street. to North "A" on 5th street, from 1 hour to two hour parking. The Clerk presented proofs of publication that this date had been set to open bids for curbs, gutters and sidewalks and the relocation of North "C" street from 8th to 9th street. De Bolt Concrete Co. made the only bid, $20,322.00, City Controller Wilson, moved to take the bid under advisement, seconded by acting City Engineer Ross. The Board approved "NO TRUCKS ALLO4ED" signs at each end of the alley North of the Kaler Candy and Tobacco Co. 126 North 6th street, one on Fort Wayne Ave. and one on North 6th street. The Board was informed that the water works corps would install a fire hydrant at Indianapolis street and Baltimore Ave. and three on the Straight Line Pike, per Fire Chief Klotz's recommendation as to location. The Board granted Fire Chief Klotz permission to send four members of the Fire Department to Purdue University to a training school for inspectors, (Sticco, Green, Carroll and Wadman). Rev. J. C. Ramey, 909 Parry street, appeared before the Board with a complaint of the entrance to his garage being blocked, caused by the street not being finished. The Board ordered Street Commissioner Lawrence to investigate and make a report back on a solution. The Board granted Police Chief Conyers permission to send officers Martin, Harter, and Geiger to Indianapolis to school for operators of Drunk-O-Meters, October 31st to November 5, 1960, also Chief Conyers was given permission to send an officer to a management training seminar at Indiana University, October 24-28, 1960. Police Chief Conyers, reported that the Police Pistol Team would compete in a shoot at Portland, Indiana, October 30, 1960. The Board rejected a curb cut at 430 National Road, petition for by Richard Rone. Street Commissioner Lawrence, submitted a street sweeping schedule to the Board and stated that he would start sweeping on the schedule Monday 17, 1960. Deatils were given the radio and newspapers for publication to inform the people of parking restrictions. Street Commissioner Lawrence, reported that the traffic island at 22nd and Glenn Miller Park was finished. The Board referred the matter to the traffic department to erect signs. The Board of Public Works and Safety approved the extension of the water line on North West "L" street to the West approximately 2000 ft. more or less, also a fire hydrant at North West "L" and the Chicago Division of the Pennsylvania Railroad. rl Page 116 i , RESOLUTION OF THE BOARD OF PUBLIC WORKS AND SAFE 1 OF THE CITY OF RICHMOND, INDIANA WHEREAS, on the 6th day of October, 1960, Mr. B. H. Deuker,City Engineer of the City of Richmond, Indiana, died, and, WHEREAS, Mr. Deuker has been-the City Engineer of the City of Richmond, Indiana since January 1, 1956; and he has been associated with and has worked in the Office of the City Engineer of the City of Richmond, Indiana, for the past twenty-five (25) years, and, ' WHEREAS, Mr. Deuker has been a member of the Board of Public Works and Safety of the City of Richmond, Indiana, since January 1, 1956, and, WHEREAS, the said Mr. Deuker has also been associated with and served on the City Planning Commission, the Board of Zoning Appeals, the Aviation Board, and the Board of Sanitary Commissioners of the City of Richmond, Indiana, in addition to his services in the Office of the City Engineer and as a member of the Board of Public Works and Safety of the City of Richmond, Indiana , and, WHEREAS, during his twenty-five (25) years of service to the community, he has rendered unselfishly of his talents, his energies, and his integrity to the promotion, growth and development of the community, and, WHEREAS, the present Board of Public Works and Safety had grown to rely on Mr. Deuker for his wide background, knowledge, and experience in the conduct of the responsibilities of this Board over the past five (5) years; his guidance and leadership on the Board of Public Works and Safety was instrumental in effectuating many of the constructive changes that have been proposed in the past five (5) years, and, WHEREAS, this Board had become accustomed to rely on his industrious habits to fulfill the obligations of this Board; that this Board at no time ever assigned a responsibility to the City Engineer which he did not graciously accept and intelligently fulfill, and, WHEREAS, this Board has found B. H. Deuker to be not only a man of ability and industry, but, above all, a man of high integrity and honesty and deep sincerity, and, WHEREAS, it is the feeling of this Board that the name, B. H. Deuker, . whenever it is hereafter spoken or written, shall always be synonymous with, " Devoted Public Service." NG'J THEREFORE BE IT RESOLVED BY The Board of Public Works and Safety of the City of Richmond, Indiana, that: 1. The heartfelt sympathy of this Board and of the Community be expressed to his widow, Elisabeth M. Deuker. 2. The passing of B. H. Deuker, City Engineer of the City of Richmond, Indiana, is a great loss to the Community; that his altruistic devotion and enthusiam for public service is a high mark in service to the City of Richmond, Indiana; and that we can best commemorate his memory by emulating his loyal and dedicated service to our community. 3. This resolution is hereby adopted and the same shall be recorded in the minutes of the Board of Public Works and Safety for posterity, so that the City Officials who come after, may have an ideal to which they may aspire as public servants. BE IT FURTHER RESOLVED, that a copy of this resolution be forwarded to his surviving widow, Elisabeth M. Deuker. Wison ANDREW C, CECERE � i Page 118 October 13, 1960 The Board approved a proposed schedule of unit billing for street lighting, submitted by Light Plant Manager Earl Beck and the Light Plant Directors. Effective January 1, 1961. The Board instructed the Clerk to prepare a resolution to appropriate $150,00 for a school crossing guard at South 9th and "J" street, from the parking meter fund. The Board referred to the Fire Department for investigation complaints of excessive smoke from the Richmond Home Laundry, Wescott Hotel and the Swayne- Robinson Co. The Board approved a parade, requested by the Democrat Central Committee at 4:30 October 14, 1960 as part of Matt Welsh Day. Board President Wilson will confer with Contractor Harbin in regard to the street situation at Southwest "H" and Abington Pike. (water not draining off street) The Board approved the Fire Department flush the main street sewers, to wash down debris that has collected in the entrances during the long dry spell.
