September 22, 1960 The Board of Public Works and Safety met in regular session in City Hall, with City Controller Wilson presiding. City Engineer Deuker absent, the following business was had to-wit: City Controller Wilson, moved that the reading of the minutes of the previous meeting be dispensed with, seconded by acting City Engineer Ross. The Clerk presented proofs of publication that this date had been set to open sealed bids for the improvement of South 18th street from "H" to "I" street. One bid was received of $4209.40, from the Robinson Bros. of Centerville, Indiana. City Controller Wilson moved to take the bid under advisement. /c 3 6- /96o Mrs. Donald Miller, 820 South 12th street, appeared before the Board, concerning the intersection at South 9th and "J`! street, which the parents of children attending Hibberd School have asked the Board for a crossing guard. As no funds are available at this time and the Board would have to ask for additional funds through an ordinance, the matter was referred to Captain Stout, of the Traffic Department for recommendation for a temporary solution, until one way streets are in effect., and a traffic pattern can be established. The League of Women Voters of Richmond, Indiana, requested permission to have a booth on October 8, 1960 from 9AM to 5PM in front of Knollenbergs store, for the purpose of registering voters and distributing non-partisan voting information. The Board approved the request. A request from the Richmond Senior High School home coming chairman to use fire trucks in a parade was denied. Councilman Smithmeyer, appeared before the Board with a complaint from the resident of 317 South 12th street, that a dead tree needed to be cut down, Park Superintendant McBride said the tree would be cut down as soon as the Light Plant removed a pole close to the tree. Supt. Ed. Ross of the Sanitary District, ask the Board to be relieved of using his trucks to pick up stolen and lost bicycles, and recommended that the job be turned over to the Dog Warden Department, the Board granted the request and instructed the Clerk to notify the Dog Warden and the Police Department of it's action. A complaint of trash cans at the North West corner of South 13th and "C" street, was referred to the Police Department. Councilman Yount, asked the Board about the possibility of a crossing guard or signal light at North 20th and E street, the Board said that the Traffic Department does not recommend either at this time, there being a signal light at North 19th and "E" street. The Board approved a request from the Senior High School Hi-Y Club to hold a parade from Glen Miller Park to the foot-ball field at the annual Richmond High School homecoming September 29, 1960. Subject to Police Dept. supervision. The Board approved.a request to hold a parade by Earlham College down Main street, October 28, 1960, for their homecoming. The Board ordered Capt. Stout, to sign the South 12th street City Parking lot with 12 hours of consecutive parking limit. Acting City Engineer Ross, will prepare the specifications for the change of North "C" street, from 8th to 9th, bids will be advertised for upon their completion. Page 113 The Board approved the preliminary resolution for the construction of curbs and gutters on both sides of Southwest 8th street, from southwest "A" to the National Road. ( Improvement Resolution No. 1037-1960). Street Commissioner Lawrence, presented a preliminary plan for sweeping the Cities streets, signs will be made by the Traffic Dept. to mark the streets for no parking, when the street is scheduled for sweeping. The Board approved a request by Police Chief 0. Conyers to hold an invitational pistol shoot here October 9, 1960. The Board rejected a request for additional streets lights, on South "L" between 5th and 6th streets. ( request by Norman Johanning ). There being no further businness, the meeting adjourned.
