BOARD OF PUBLIC WORKS AND SAFETY
RICHMOND,INDIANA,
September 15, 1960
The Board of Public Works and Safety met in regular session in City.
Hall, with City Controller Wilson presiding. City Engineer Deuker
absent. W.E. Ross, Sanitary District, substituting for Deuker on the
Board attended the meeting, the following business was had to-wit:
Brandon Griffis Sr. appeared before the Board asking the City to improve a
street leading North from Park Avenue to his home, referred to the street
department, The Clerk was instructed to inquire into the naming of this
street, as on the plat it has not been named.
W.E. Vickory, 18 South 34th street, appeared before the Board with a
complaint of excessive noise coming from the Haag Drug Store on East
Main street, caused by music being played through a speaker mounted on the
outside of the building. The Clerk was instructed to write to the Manager
of the Haag Company informing them to keep the noise within the confine
of the store.
A petition was presented to the Board, signed by approx. 60 persons
residing in the vicinity of the Richmond Stock Yards, complaining of
the offensive odors, coming from the yards, referred to the Health Department.
Dewey Trammell and John Urstrum, appeared before the Board, concerning the
improvement of Southwest"8th" street, from "A" to the National Road. The
Board will check with the street department this week and make a decision
as to the improvement plan most suitable for the street. _
The Board approved a request by Wayne Tash, Chairman of the Young
Republican Club and Richard Crain, parade chairman, to have a parade
on Main street September 24, 1960, from 12th street to the courthouse,
under Police supervision.
Representives of the Rogers Pest Control Co. presented to the Board a high
frequency sound unit to repel birds, the matter taken under advisement,
The Board approved the E.I.Brown company to use the pedestrian underpass
on Whitewater Blvd. for storm sewer drainage into the river,
City Attorney Cecere moved to award the contract for curbs and gutters from.
the Salisbury Road to West 18th and Main street to the low bidder Robinson
Bros. seconded by City Controller Wilson. Cecere moved to award the bid
for pavement of the street to the Magaw Construction Co. ( Robinson bide
$13,368.81, Magaw bid $21,525.00 ).
H.J. Eavey appeared before the Board with signed commitments for a half
*million dollar building, construction to start immediately, and ask that a
water line beextended to that area Northwest of the City. The Board will
confer with the Water Works Corp. to discuss the project.
Building Commissioner Sligar, reported the alley North of the Kahle Bros.
grocery had been improved by removing a window curb that caused delivery,.
trucks to damage property North of the alley.
Commissioner Sligar, presented a plan situation of East Main street from 30th
to the Elks Country Club Road, City Attorney Cecere will prepare a letter
to property owners that are encroaching on City property.
The Board approved " NO TRUCK PARKING " signs for all City owned parking
lots, and the South 12th street lot signed, cars parked over 24 hours will
be towed away at owners expense.
The Board approved the purchase of 50 new type "SCHOOL" signs of warning
orange color, fluoescent (day glow) costing $5.66 each,, by the police
department.
Captain Stout, traffic, reported he and Lt. Wolf had made a traffic survey
at South 9th and "J" street for the possibility of signing for a school cross-
ing, they recommended to wait until one way streets are in force, to check
the traffic pattern to make a plan for students crossing U.S. #27. Chief
Conyers saida police cruiser would be i}. the^ area when students are arriving
and leaving school. >/ a

A complaint of excessive dirt piled on recently installed water line
accross street west of Midg-t Stadium by contractor, referred to the City
Engineer.
