September 8, 1960 The Board of Pmblic Works and Safety met in regular session in City Hall with City Controller Wilson presiding. City Engineer Deuker absent, the following business was had to-wit; City Attorney Cecere moved that the reading of the minutes of the previous meeting be dispensed with, seconded by City Controller Wilson. The Clerk read proofs of publication that this date had been set to open bids from contractors for the improvement of West Main street from Salisbury Road to West 18th street. Two bids were received for the con- struction ofcurbs and gutters, Shriner Sweatt, Inc. of Indianapolis, Indiana for$13959.40, and Robinson Bros. Richmond, Indiana for $13368.81. One bid was received for the construction of pavement by Magaw Construction Co. for $21,525.00 all bids were taken under advisement. Mr. Kahle of the Kahle Bros. grocery appeared before the Board as requested, concerning complaints of delivery trucks that are entering the alley North of the grocery, damaging property North of the alley, the matter referred to Captain Stout, Traffic, and Building CommissionerSligar for study. The Clerk presented proofs of publication that this date had been set to hear persons intersested in Improvement Resolution No. 1034-1960 , Assessment Roll, City Controller Wilson moved the pro6.fs be accepted and filed. No tax payers being present desiring to express themselves, City Controller Wilson moved the Assessment Roll be adopted, seconded by City Attorney Cecere. The Clerk presented proofs of publication that this date had been set to hear persons interested in Improvement Resolution No. 1021-1960, Assessment Roll, (curbs and gutters and sidewalks South 10th street), City Controller Wilson moved the proofs be accepted and filed. No tax payers being present desiring to express themselves City Attorney Cecere moved the Assessment Roll be adopted, seconded by City Controller Wilson. The Board deferred action on the petition for the Improvement of Southwest 8th street, between "A" and National Road, for curbs and gutters, until further investigation can be made. Hazel Throne, Frank Torrence, Raymond Jenkins and Mr. Kenworthy appeared in remonstrance. Mr. E. Beck, General Manager of the Richmond Power and Light, submitted to the Board a proposed schedule for billing for street lighting, the new method would be on a unit basis, instead of the kilowatt hour plan now in effect. Ralph Huber, 300 North 22nd street, submitted a petition signed by 361 persons in remonstrance against a proposed temporary east-west truck route using North 22nd street, North "E" street and Richmond Ave. The matter was referred toCaptain Stout for study and recommendation. (15 persons appeared in remonstrance). A plan for a pedestrian safety island and painted cross walks at 1st and Richmond Ave. submitted by Capt. Stout, Traffic Department was approved. The Board rejected a curb cut requested by Homer McDonneld at 102 South 2nd street. The Board ordered the water works corp.. to install fire hydrants at Baltimore street, Indianapolis street and at the triangle formed by the Straightline Pike, Boston Pike and the City Limits. Police Chief Conyers was given permission to send Detective L.Doren to a Homicide Investigation School at the University of Cincinnati, Ohio, Nov. 14th thru 19th 1960 A request to hold a parade by Wayne Tash, Chairman of the Young Republican Club, for Sen. Goldwater, Saturday September 24, 1960, was referred to Capt. Stout, Traffic, Page 110 September $. 1960 A complaint of excessive dirt piled on recently installed water line accross street west of Midget Stadium by contractor, referred to the City Engineer. - There being no further business, the meeting adjourned.
