BOARD OF PUBLIC WORKS AND SAFETY
RICHMOND, INDIANA,
September 1, 1960
The Board of Public Works and Safety, met in regular session in City Hall
with City Controller Wilson presiding. City Engineer absent, the following
business was had to-wit:
The Clerk read proofs of publication that this date had been set to hear
persons interested in Improvement Resolution No. 1037-1960 (curb and gutters
southwest 8th from "A" street to National Road ). City Attorney Cecere moved
the proofs be accepted and filed, seconded by City Controller Wilson. Hazel
Throne, 741 Southwest "A" street and Raymond Jenkins spoke in remonstrance
against the Resolution. Dewey Trammell, 116 Southwest 8th street, spoke for
the Resolution, City Attorney Cecere moved that the Resolution be taken under
advisement until the next meeting September 8, 1960, seconded by City
Controller Wilson.
The Clerk read proofs of publication that this date had been set to hear
persons interested• in Improvement Resolution No. 1036-1960 (construction of
concrete streets, sidewalks, curbs and gutters on South 18th street between
"H" and "I" streets. No tax payers being present desiring to express themselves,
City Attorney Cecere moved that the Resolution be confirmed, seconded by City
Controller Wilson, the Clerk was instructed to advertise for bids.
A petition signed by householders residing between "G" and "J" on South 19th
street for four wgy.; stop signs, was referred to the Traffic Department.
The Board received a letter from Attorney Bowen, stating that the Raper
Plymouth, Inc. are proceeding to comply with the Boards orders to vacate the
right-of-way in front of their property at 3030 East Main street.
The Board ordered the Engineering Department to make s situation plan of
properties on both sides of East Main street from 30th street to the Elks
Road, for the purpose of having property owners to vacate the street right-
of way.
Robert O'Haley Attorney for owners of the Brookfield Addition appeared before
the Board, requesting the development of West 20th street from Main to N.W. "C"
street.
Marie Krause, 215 South $th street, appeared before the Board with a complaint
of trucks making deliveries at the Kahle Bros. grocery, damaging her property,
situated in the alley immediately North. The Board instructed the Clerk to
order a representive of Kahle Bros. to appear before the Board Sept.8, 1960.
The Board approved a project of the Richmond Rod Rockers to attach a sign to
read "SAFETY IS NO ACCIDENT " below the (5) City Limits signs, Dick Butler and
James Smith represented the Rod Rockers.
The Board received a Resolution and petition signed by 93 owners and managers
of business establishments in downtown Richmond, to improve parking by the
following:
1. Paired Parking
2. Meter Maids
3. Meter times on both on-street and off-street parking to be studied
and changed to best suit downtown parking and the flow of traffic. The
matter to be studied by the Mayor, Controller Wilson and Traffic Director
Capt. Stout, as a committee.
The Board approved a curb cut at 165 South west 17th street, for a private
drive, requested by Robert C. Moore.
The Board approved the widening of a driveway at 407 South 24th street, to
21 feet for a double garage, requested by Wilbur Turner.

The Board asked Street Commissioner Lawrence to make a schedule for sweeping
the streets, so parking can be restricted in those areas at the time set for
sweeping.
Capt. Stout, Traffic, recommended to the Board that a temporary truck route
be established, to relieve the congestion on Main street, until IR 70 is
ready for traffic, the route recommended is North 22nd North "E" Twentieth
Century bridge and Richmond Ave. The matter taken under advisement.
The Board moved to reject a curb cut for a private drive for parking lot,
requested-by Frank Coble, on South "A" near 8th street, as recommended by
the Traffic Department, as being hazardous with the increased traffic when
one way traffic goes into effect.
The Board ordered the Police Department to inform persons that are leaving
trash containers on City property longer than the time alloted for normal
collection that the containers will be picked up by the street department.
The Board approved the recommendation of Capt. Stout, Traffic, to close the
cut over Whitewater Blvd. also, to fill in the pedestrian under pass on
the Blvd.
The Board approved the Traffic Department to install street markers at the
Test Road and Liberty Ave.
The Board approved a recommendation to install a "YIELD" sign at Southwest
5th and "G" street, by Captain Stout.
The Board gave Fire Chief Klotz permission to send three members of the
Fire Department to Purdue to attend a Fire School. (Mel Price, H. Personette
111 and R. Walls)
The Board gave it's approval to Chief Klotz to take his vacation from
September 10th to 24th, 1960.
The Board referred a Traffic problem at North West 1st and Richmond Ave. to
Captain Stout for study and recommendation. ( Pedestrian cross walks will
be painted for temporary relief).
City Controller Wilson announced that the Controllers office would be closed
all day Friday September 2, 1960 for the funeral of Phillis Clark.
There being no further business, the meeting adjourned.
