August 25 1960 The Board of Public Works and Safety met in regular session in the City Hall with City Controller Wilson presiding. City Engineer Deuker absent. The following business was had to-wit: - Ill A petition requesting City Fire protection and City Water received by the Board from property owners which land -lies within the triangle formed by the Boston Pike, the Straightline Pike and the corporation boundry of the City, the petition was referred to the City- Engineering Department for study. • A request by Frank Coble for reconsideration of the Boards decision to reject a petition for a curb cut for a private parking lot was referred • to the traffic department and to the City Engineer department for study. It has been brought to the attention of the Board that persons are using unathorized parking spaces on the North 5th street Municipal Parking lot. Persons are requested to use parking spaces assigned to them. John R. 'Tiffany, Dairy Inspector reported he had investigated the condition of the Glen Miller Stock Yards, and found that it was being cleaned up and offensive odors were being eliminated. The Board received a complaint from Mr. Lloyd Stump Sr. concerning excessive no ise and vibrations from an exhaust fan, at Natco, 'referred to the Building Commissioner. ( the clerk called Mr. Rex Rench and was informed that a new fan had just arrived and would be installed immediately). A request from 'the sanitary district to authorize the street department to • black top the drives at the sewage treatment works, was taken under advisement. The Board received a complaint from Buford Bailey of excessive water near his house at 1209 South 4th street after rains. The problem was referred to the City Engineering Department for temporary relief. For permanent solution the Board suggested a petition for curbs and gutters. The Board approved the following recommendations of Captain Stout, Traffic, Install " Yield Sign " at South 20th & "G" street. " Stop Sign " at Sheridan & N.W.H. street. Remove " stop Sign " at Hunt & N.W;J. street. " " Yellow Curb" at 195-197 Ft. Wayne Ave. and install (2) meters. The 'Board accepted the resignation of Donald 'E. Bates Jr. from the Police Department, Bates having been appointed to the Indiana State Police Department, effective, midnight August 27, 1960. The Clerk was instructed to write Mr. Bates • a letter of appreciation for his three years service to the City of Richmond, Indiana. The Board moved to have trash containers picked up by Street Department, that are left on City property, after the designated time, as a supplement to the • order of July 21, 1960, stating that no containers shall be permitted on the areaway between the street and the sidewalks for a period of longer than 24 hours and on the day. of normal collection. The Board told Police Chief Conyers to have the department watch for haulers of debris that leaks from their trucks on to City Streets. Fire Chief Klotz, reported he had received two bids for boiler conversion, from coal to oil at the N.W. 5th & Lincoln street station, versatile heating, . $656.20 and Fackson Heating, $375.00. Bids were taken under advisement. The possibility of converting to gas will be investigated. City Controller Wilson moved to order the water works corporation to install a fire hydrant on Sharon Drive approx. 400 feet from south "T" street. City Attorney Cecere seconded the motion.
