BOARD OF PUBLIC WORKS AND SFAETY
RICHMOND, INDIANA
August 4, 1960
The Board of Public Works and Safety met in regular session in the •
City Hall with City Controller Wilson presiding. All members present.
The following business was had to-wit:
The Mayor discussed the storm water problem on S. W. "H" street. Mr.
Deuker discussed a proposed plan to eliminate the problem. The Clerk
was directed to` invite Mr. Arlie Harbin to attend the next session of
the Board in order that this solution might be further discussed.
The Mayor discussed the condition of the sidewalks at the north edge of
the Hibberd School property. The Board directed that the Engineering Dept.
investigate the condition of the sidewalk and make their recommendation to
the Board.
City Controller Wilson discussed complaints regarding the dust from south •
8th street, south of "Q" street and stated that Mr. Beck, of the Light
-Plants has now barricaded this section. The Clerk. was instructed to
notify the street Commissioner to contact the Engiheer in regards to
this matter.
Mr. Wilson also discussed the sidewalks, curbs and gutters to be installed
on S.W. "F" street and was assured by Mr. Deuker that the work would be
accomplished as soon ap possible.
City Attorney Cecere asked if the plans and specifications for the North
"C" street construction were ready. Mr. Deuker stated that the plans are
ready and that the specifications would be ready in the near future. The
Board directed that a letter be written to Mr. Cox, of the State Highway
Dept. , asking if the City can aid in the one-way street project.
City Attorney Cecere inquired as to the status of the prbject of installing
an island at the 22nd street entrance to Glen Miller Park. He was advised
by Mr. Deuker that the Engineering Dept. had completed their work on this
project and that the Street Dept. could now proceed with the construction.
The Clerk was directed to notify the Street Commissioner that he could
proceed.
Mr. Wilson read a letter from the State Highway Department concerning the
installation of a traffic signal or flashing beacon at the intersection of
Elks Country Club Road and US #40. The Highway Dept. has denied the request
for such a device.
Mr. Deuker stated that the Street Dept. could now proceed with the opening
of South "B" street between Henly Road and South 31st street,
City Controller -Wilson discussed a stump removal project and the Board
directed that an Ordinance be prepared for the emergency appropriation
of approximately $6,000.00 for tree removal. The Board further directed
that this project be presented and discussed with the Common Council and
the Superintendent of Parks.
Mr. Wilson presented a petition for street light for the Holsapple Addition.
Such petition was signed by 67 residents of that addition. The Board
referred this petition to the Light Plant for a scheme and estimate.
Mr. Adler, of the Parking Meter Dept. , reported that it would cost
$1100.00 toinstall lighting equipment at the north 6th and 7th street
parking lots. Such lighting would be installed to prevent vandalism and
theft as occured recently. The lights recommended by the Light Plant
would be 4 mercury vapor lights,mounted on 3 wood poles. These lights
would be operated by a photo cell.
Police Chief Conyers requested permission for the Police Pistol team to
participate in a pistol match at Muncie on Sept. 18, 1960. Permission
granted.

Mr. Deuker advised the Board that Mr. James Raper, of Raper Sales, had
requested permission to install a sign in front of his new building on
East Main street. Mr. Deuker further stated that he had advised Mr. Raper
that he could not be granted permission. to install such a sign within 16
• feet of the curb.
Mr. Deuker spoke briefly about the progress being made at the Gilmer
Trailer Camp and stated that the Light Plant were installing poles. He
further stated that he had recently conferred with Mr. Robert Hider of the
Indiana State Board of Health and that the agency is cooperating with the
City. Mr. Deuker was advised to instruct the architect for the Gilmer
Trailer Camp to deliver plans for the improvements , to the State Fire
Marshall and the State Building Council.
Capt. Stout, of the Traffic Division, requested permission to remove two
"Stop" signs from Ridge street at the intersection of Ridge & N W. "K" street.
The Board granted this approval.
Capt. Stout further requested permission to install 3 "Stop" signs at the
following locations: Intersection of South 13th and "I" streets, west bound,
stop for 13th street.
Intersection of South 14th and "I" streets, west bound,
stop'for 14th street.
Intersection of South 14th and "H" streets, west bound,
stop for 14th street.
The Board granted approval for the above listed installations.
Capt. Stout also asked to install a "STOP" sign at the intersection of the
alley (between North 6th & 7th streets) and N."B" street so .that south •
bound alley traffic would stop for "B" street. The Board granted this
approval.,
Capt. Stout asked to install 4 "Children Playing" signs; These signs were
_ requested for the 1300 Block of South "I" street (2 signs)and the north

and south alley between West Main street and N.W. "D" street and N.W. 16th street
and N.W. 17th street ( one sign at each end of the alley ) . The Board granted
approval.
Capt. Stout discussed a traffic problem at North 17th and Main streets where cars
stop to use the walk-up window of the bank. - Capt Stout proposed the installation
of no parking signs at two meters which are presently in operation. Such signs
would read " No parking during banking hours ". The Board took this action under
advisement:

Capt. Stout discussed the painting of parking stalls on south 7th street next
to Gear Works. The Board directed that the Clerk notify the Street Commissioner
to complete this work.

Capt. Stout discussed the painting of mid-block crosswalks and was directed to
create a master plan for this project and then present it to the Board.
Capt. Stout discussed a traffic problem at East Main street and Henley Road.
The Board directed that Capt. Stout contact the State Highway Dept. in an
attempt to work out a suitable solution. The Board also directed that the
Chief of Police notify Frisch's Bigboy of the Board's desire for the Officer,
employed by Frisch's to aid in traffic control in front of their establishment.
The Board concurred in the applications for highway curb-cuts at 2713 and
1825 ChesterBlvd.
Mr. Deuker stated that the Jackson Perkins Nursery requested the installation
of a fire hydrant in the immediate area of their nursery. Action was deferred
until such time as the question of supplying water for the Holsapple Addition
comes before the Board.
Mr. Deuker related a discussion that he- had recently with Mr. Charles Lontz
of Henley Road, south, in regards to .street conditions and water extension.
Mr. Deuker stated that the street had been repaired and that he had assured
Mr. Lontz that the water would be extended in the near future.
