BOARD OF PUBLIC WORKS AND SAFETY
RICHMOND, INDIANA
July 14,1960
The Board of Public Works and Safety met in regular session in City
Hall with City Controller Wilson presiding. City Attorney Cecere was
absent, the following business was had to-wit:
City Engineer Deuker moved that the reading of the minutes of the
previous meeting be dispensed with, seconded by City Controller Wilson.
The Board granted Samuel Hayes permission to construct a swimming pool at
21 South West 7th street, subject to specifications of the Board of Works.
A petition for a street light, at south west 2nd street (Abington Pike)
and "J"street, submitted by residents living in that area, was referred
to the MEL & PP for recommendation and estimate.
The Board approved the widening of a private drive at 1330 Ridge Street,
from 7z Ft. to 12 Ft. requested by William Ballinger.
The Board received a petition from property owners for curbs and gutters
on both sides of south west 8th street, from south west "A" to the National
Road, referred to City Engineer Deuker for estimate.
,Capt. Stout, reported he has inspected taxi-cabs operating in the City, and
has given stickers for the cabs that have been approved.
The Board approved a leave of absence to police officer Joseph E. White to
attend the National Guard Training Camp at Grayling, Michigan from July 23,
to August 7, 1960.
Mayor Cutter announced that he had appointed Assistant Chief Conyers, to
Police Chief, taking effect when Chief Mitrione leaves for assignment with
III the US State Department.
The Board moved to replace 200 old style parking meters, that have been
in service for 9 years, with new models of the same type as now in use on
Main Street.
Mayor Cutter, said the Wayne County Commissioners want a study given to a
possible contract between the City and the County for the use of the Union
Pike, City operated land fill. Referred to the Sanitary District for study.
. John Tiffany, Dairy Inspector submitted to the Board, a State Board of
• Health Certification of the Richmond Health Department, as approved for
milk sanitation, until June 30, 1961.
Mayor Cutter received a letter dated July 11, 1960 from P.T. Vermillion
Engineer Director of the Indiana State Highway Department, authorizing
the modernization of the existing traffic signals in order to adapt the
traffic control to confirm with the new ONE*WAY street plan. The following
intersections will be affected:
8th & 9th streets at Main and North "A" streets. _
8th & 9th streets at South "A" -"E"_ "L" streets.
Also, this work will be done at the City's expense either by City Forces
or under the terms of paragraph #4 of our existing traffic signal maintenance
agreement #15608. This requires that the City will furnish the necessary
labor concrete and minor materials to make these installations and will pay
subsequent current costs for the operations of the same, and this Department
will provide and furnish all major items of signal equipment and materials,
also, necessary steel poles, anchor bolts, span wire, mast arms, brackets,
signal cable, messenger wire, etc. This Department will proceed at once
with plans and specifications for this work. These plans will be prepared
in proposal form, in order that they can be advertised and let a contract
