BOARD OF PUBLIC WORKS AND SAFETY
June 9, 1960
The Board of Public Works and Safety met in regular eession in City Hall with
City Controller Wilson presiding, all members present. The following
business was had to-wit:
City Controller Wilson moved the reading of the minutes of the previous
meeting be dispensed with, seconded by City Attorney Cecere, unanimous
voice vote.
Mr. F. Donaldson, sec'y of the Committee of 100 appeared before the Board -
with Mr. Wallace of Wallace Metal Co. with a- complaint of dust from south
8th street blowing into the plant. Mayor Cutter, city Engineer Deuker and
Street Commissioner. Lawrence will study the matter.
Mr. Robert Allen of the Property Co. appeared before the Board in the interests
of property owners on West Main Street, between 18th street and the Salisbury
Road for the improvement of the street. City Attorney Cecere moved in the
event there is a petition for the improvement of West Main Street the City
agrees to construct a sub-base in preparation for paving, the paving (including
curbs) to be paid for the property owners involved, seconded by City Engineer
Deuker, unanimous Board approval.
Police Chief Mitrione reported 14 man hours lost for the month of.May.

Police Chief Mitrione extended an invitation to the Board members and their
ladies to attend the official banquet of--the Indiana Association of• Chiefs
of Police June 21, 1960.
City Attorney Cecere moved the Board reject all bids for the razing of
• buildings condemned by the City of Richmond, and pursuant to Ordinance No.
1700-1958 paragraph 251 the Board authorizes the fire departments to raze
the following buildings, the same being a fire hazard. 1134 Sheridan St.
owned by Lorena Dunham, 408 North 15th St. owned by Ethel Gibson and 1224
South 14th St. owned by Solie Mustapha, seconded by City Controller Wilson,
unanimous Board approval.
The Board awarded the bid to. furnish concrete pipe and corrigated metal pipe

to the J.E. Evans Co. of Indianapolis, Indiana on their low bid.
,The Board accepted the low bid of the DeBolt Concrete Co. for sewer pipe.
The Board awarded the coal contracts to low bidders as follows:
115 tons (more or less ) Hazard #4 egg $13.50--Fisher Lumber & Supply
30 tons ( more or less )Hazard Mine Run 12.50--Fisher Lumber & Supply
20 tons (more or less ) Kentucky Lump 12.36-- Muff Coal & Oil Co.
75 tons (more or less ) Stoker Coal 9.41--Muff Coal & Oil Co.
The Board awarded the Fuel Oil bid to the Warfield Oil Co. on their low bid of:
50,800 gal. (more or less ) #2- .1140
5,000 gal. (more or less ) #1- .1215
.Mr. Hudson operator of the Drive-In theatre, National Road West, appeared
before the Board in regards to a complaint registered with the Common Council,
of excessive noises emanating from the outdoor theatre. Mr. Hudson said he
was taking steps to cut down the noise by Planting trees on the East and West
sides, and having employees turn, the volumn off on the speakers as soon as the
cars leave, and to try to regulate the noise of the cars leaving the theatre.
The Board instructed Street Commissioner Lawrence to initiate the following
projects,
a. South "B" street opening
b. South 10th street (storm sewer)
c. Widening North 16th street (main to "A" )
d. Installation of an island (entrance to Glen Miller Park 22nd & Main )
There being no further business, the meeting adjourned.
