May 5, 1960
The Board of Public Works and Safety met in regular session in City Hall
with City Controller Wilson presiding. All members were present. The
following business was had to-wit:
City Engineer Deuker moved that the minutes of the previous meeting be
dispensed with. City Controller Wilson seconded the motion. All members
111- in concurrance, the minutes were not read.:
Mr. Bradshaw of the Richmond Baking Co. asked permission to place an " ad
type" bench at the corner of south 9th and "N" streets. The Board explained
the procedure for obtaining such permission and took the matter under advise-
ment pending the baking company's compliance with that procedure.
Mr. Deuker presented an application and plan of Mr. Hap Clark's whereby he
requested permission to have access to his property from new U.S. #27. The
application was forwarded to Mr. Deuker from the State and the property in
question lies 339 feet south of the present City limits on the east side of
U.S. #27. The Bpard offered no objection to the proposed plan and application.
The Clerk read a memo authorized by Building Inspector Sligar, such letter
being in regards to the old building located at 11_13 south 9th street.

.Mrs. Richard Fritzmeier appeared before the Board and complained about street
conditions in the Berry Field Addition. She asked specifically about storm
sewers and the repair of streets that had not been effected by the install-
ation of gas lines. Mrs. Fritzmeier was assured that the streets would be
repaired in the near future.
The Board further stated that " Children Playing" signs will be installed in the
Berry Field Addition.
Mr. Wilson moved that the Board re-advertise for bituminous street materials
and that bids be received on the 26th of May 1960. Seconded by Mr. Deuker.
Motion carried.

The Mayor stated that Mrs. Renthroe of the Harry Ray Post, American Legion
Auxilary had requested permission to have a "poppy" sale on 27th & 28th of May.
The Board granted permission.
The Board directed the Clerk to contact Mr. Sawyer and obtain more details
regards a parade that he is planning.
The Mayor, Mr. Deuker and Mr. Cecere reported that a request was made for
the extention of Sanitary interceptor sewers in the N.W. section of the City.
Possible means of financing were discussed and it was resolved that a bond
issue would be necessary. It was decided that several projects be handled
at the same time and in conjuction with the Board of Sanitary Commissioners,
it was decided to:
1. Extend the interceptor from Northwest 13th and the Pennsylvania Railroad
to northwest Industrial territory and including Hosapple Addition.
2. Extend interceptor to Northwest territory south of U.S. #40 and east
of Henly Road.
3. Extend Chester Pike Interceptor to U. S. +70..
4. Additional facilities at disposal plant to meet added load by extension
of interceptors.
5. Storm relief drainage in vicinity of south 9th & "L" streets, indicated
as Area No. 3' )Plate- 13) on Storm Drainage Report.

The Board stated that Steeg & Associates, Consulting Engineers, had been employed
by the Sanitary District to prepare plans, specifications, and estimates for
the above outlined projects.
Fire Chief Klotz stated that Glenn Brown had resigned from the Fire Department.
The Board moved to accept his resignation effective the 28th day of April.
The Board re-affirmed the action to be taken at the Gilmer Trailor Court if
positive action is not taken by the owner to correct all violations and to comply
with the orders of the Board by the 11th day of May. The action to be taken
is to cease the delivery of electricity to the Trailer Court.
Mr. Hutton, Health & Sanitation Inspector was directed to formally request
a visit by the State Board of Health. He is to ask the State Board of
Health to come to Richmond and inspect the Trailer Court and report on that
inspection.
There being no further business, the meeting adjourned.
