March 31 , 1960
The Board of Public Works and Safety met in regular session in City Hall with
City Controller Wilson presiding; All mem5ers present, the following business
was had To-Wit;
Board President moved the minutes of the previous meeting be dispensed with,
seconded by City Attorney Cecere.
111 Board President Wilson read a letter from the Wayne County, Indiana Historical
Society, signed by John M. Harlan ( Pres. ) and the Richmond Parks Club, signed
by Argus E. 0gburn ( Sec'y) urging the Happy Hollow Bridge be repaired and
preserved. The opinion of the Board is that it is not feasible to rebuild the
bridge for traffic purposes, but the City would give the bridge for restoration
to any person or group, to be removed at their expense, subject to the approval
of the Board of Wayne County Commissioners.
Glen Brown, Fireman, appeared before the Board to answer charges of conduct
unbecoming a fireman, brought by Fire Chief Klotz. Following a hearing the
Board voted to concur with Chief Klotz's recommendation and gave Brown a 30 day
suspension, with out pay.
Mayor Cutter, reported he had been in contact with the Indiana Adjutant Generals
office and they said they would be in Richmond soon to inspect a possible site
for a new armory.
Police Chief Mitrioneā submitted the Departments monthly lost time report,
whichstated 33 man days were lost by 4 men, against the same number of days
lost by 17 men, March 1959.
Board President, reported he das had complaints about the bad condition of
North "C" Street, between North 5th and Ft. Wayne Ave. Also, the first alley
South of Main Street between 2nd and 3rd Street needs to be graded, both, referred
to the Street Department.
The Board instructed City Engineer Deuker to perpare an agenda for work to be
done by the City in conjuction with the one way Streets, U.S. #27 (8th and 9th)
The Board authorized the Street Department to install "No Dumping" signs on
North 17th Street from the New Paris Pike to the Morton Lake Bridge, on complaints
that trash was still being unloaded there at this ( DeBolt's ) closed dump.
The Board approved a plat showing subdivision, on West Main Street, between
26th and 28th Streets.
There being no further business, the meeting adjourned.
