BOARD OF PUBLIC WORKS AND SAFETY MARCH 24, 1960 • The Board of Public Works and Safety met in regular session in City Hall with City Controller Wilson presiding. All members present. The following business was had To-Wit; Rev. Call, minister of the Church of God, appeared before the Board to ask permission to install signs designating the location of the Church on Streets leading into the City. Request taken under advisement. The Board approved the appointment of Norman Brehm, 1005 Boyer Street, 29 years of age, effective March 23, 1960, as a, probationary Fireman for a period of one year. Fire Chief Klotz reported several bad fires in the Newman Hill area, and has made a house to house survey in this district, finding a number of bad flues.. Chief Klotz was granted permission to check heating plants inresidences of other sections of the City, also to hold company inspections of buildings in the business district, acquainting firemen with hydrants in the area and the accessibility to the buildings. The Board approved the purchase of 36,-10 hr parking meters to replace 36, 4hr meters at the North 6th street parking lot. The 36,-4hr meters to be used to replace obselete meters on Ft. Wayne Ave. and on South "A" Street between 5th and 6th. Specifications are to be on file with. the Board and the same be advertised for bids pursuant to statute. • Police Chief Mitrione was granted permission to send Don Knoob and Charles Giuenss to Indiana University April 4-8 inclusive, to attend a Juvenile Training Institute. The Board received a letter, addressed to City Engineer Deuker, from the Board of Wayne County Commissioners, dated March 21, 1960, concerning two alternate proposals, subject to the approval of the Wayne County Council, regarding the Happy Hollow Bridge. Alternate No. 1 Restore the existing covered bridge to usable condition for auto traffic which.will include a new roof, new siding, new floor, . complete exterior painting and replacement of defective members for the approx. cost of $20,000.00 Alternate No. 2 Construct a three span (268-338-268) continous reinforced concrete slab with closed abutments with a 248 clear roadway with two 2.1.,,walks and-concrete rails for the approx. costs of $42,000.00. Neither alternative includes any approach work. • /s/ Ray 0. Meyers Secretary for the Board of Wayne County Commissioners The Board of Public Works and Safety considered both alternatives, and sent the following letter to the Board of Wayne County Commissioners: Please be advised that the Board of Public Works and Safety is pleased to hear that you now have, available funds in cumulative bridge funds to construct a bridge to replace the Happy Hollow Bridge. Please be further advised that the Board unanimously recommends the adoption of alternate No. 2 The City of Richmond does hereby obligate itself to provide the necessary ._ approaches to the new bridge. /s/ Wm. Wilson- President Board of Public Works & Safety Patrolman Hollis Lowe appeared before the Board and was reprimanded for charges of conduct unbecoming an officer (discourteous and profane language) brought by Chief Mitrione, The Board voted no suspension at this time, subject to Lowe apologizing tb the principals envolved. Page�71 d March 24, 1960 Building Commissioner Sligar was instructed by the Board to prepare a list of House Trailor owners that are in violation of the City Ordinance governing House Trailors. Capt. Stout, Traffic, was instructed to take necessary steps to enforce the City Ordinance as to parking between 4-6 AM on Main Street, from 3rd to 12th St. Manley Lawrence, Street Commissioner, reported he had been contacted by State Highway Officials with the possibility of a contract, between the City and Highway Department for payments to the City for sweeping highways within the City, subject to the City having an Ordinance whereby the highway will be closed for parking at least 2 hrs. during a 24 hr period. Lawrenec said in his • opinion this would be advantageous to the City. The job of marking lines for parking meters was transferred from the Street Department to the meter department and they were instructed to perpare an estimate for the necessary materials. The Board ordered Sanitary Inspector Hutton to enforce the Anti-Litter Ordinance ( merchants sweeping debris into the gutters) The contract with the DeBolt Concrete Co. to install a sewer in the vicinity of the Elks Country Club Road, was signed this date, and work would be started April 1, 1960. The request to install a incinerator 42" into the alley back of Kutters East End Market was denied by unanimous voice vote of the Board. Capt. Stout, Traffic, was instructed to install a " No Trucks Allowed " sign at the West end of the Waterfalls Road. The Board met with William Shoemaker, Water Works Corp. and the following extensions of water mains and hydrants ordered installed. (1) Henly Road South from Southeast Parkway to a point south of South "E" Street: approx. 3300 ft. of 8" or 12" water main; three hydrants to be located at South "B" , Backmeyer Road and South "E" Street. Backmeyer Road East from Henly Road a distance of approx. 1500 ft. locate one hydrant, to be of8" or 12", south "E" street from Henley Road West approx. 800 ft. to existing Main, this line will be 12". (2) Needmore addition, from South 13th & Q street south, 6" or 8" mains to be determined by Water Works Engineers ( detailed location of hydrants to be supplied in the near future) (3) Liberty Ave,-- South of south Q street ( Test Road ) to a point to be determined by the City Engineer, 2 hydrants and mains to be 8" or 10" Also the Board recommended if financing and time permits, a line on North .36th Street from National Road North approx. 1800 ft. with two hydrants line to be 8"., also,and about 1500 ft. south of "E" street on Henly Road, with three hydrants. /s/ Board of Public Works & Safety Wm.
