BOARD OF PUBLIC WORKS AND SAFETY
MARCH 17, 1960
TheBoard of Public WoBks and Safety met in regular session in City Hall with
City Controller Wilson presiding. All members present. The following
business was had To Wit:
Board President Wilson moved that the minutes of the previous meeting be
dispensed with, seconded by City Engineer Deuker.
Delson Cox, Guy Alexander and Russell L. Lamm, a committee from the noon .
Optimist Club appeared at the invitation of the Board to discuss the operation
of the annual Opti- Derby July 17th. The Police Department and Civilian
Defense Auxillary Police will cooperate in handling the crowd.
Clem Zwissler appeared before the Board as a representive of the Knights of
St. Johns and the Knights of St. Joseph, asking permission to hold a parade
May 1st, commemorating their anniversaries, request granted.
Ramsey McDonald reported on the costs of replacing the radio equipment within
the Fire Department. Mr. McDonald said the approx. costswauld be $7500.00
but with the matching funds pribcess with the Civilianfense Program, the
cost would be cut to approx. $4000.00. The Board approved the addition of
$4000.00 to the Fire Departments 1961 budget for new radio equipment.
The Board stated its position as to areas to, be served by the Fire Department
to clarify the question by Fire Chief Klotz as to out of Richmond runs. ( A )
in Wayne Township, and Spring Grove, covered by contracts: (B) to areas beyond
the Township, on proper call from an organized Fire Department under mutual aid
agreements: (3) to Public owned buildings owned such as Schools and Hospitals:
Mayor Cutter reported he had received word from the U.S. Army Headquarters
in Indianapolis, that the present armory was not suitable for the proposed
new armory, and a new location should be acquired.
A letter was received from the United Fund conveying their thanks to the
Board of Works and to the Fire & Police Departments for their cooperation
during the " March To The Goal " solicitation.
City Engineer Deuker reporting on the drainage problem West of Marshs Food
Market between Main St. and National Road, said that his office is setting up
a district for assessment, but at this time is unable to estimate the costs
for the project.
Capt. Stout reported that the signs marking 28 &29 Streets were now scotch
lighted, and could be easily distinguished.
Police Chief Mitrione was authorized by the Board to get bids on replacement
tires for the Police cars, and to buy tubes as were needed.
City Engineer Deuker was instructed to get up a meeting with the Water Works
Corp. to discuss the extension of mains and the installation of Fire hydrants in
the newly annexed areas.
City Attorney Cecere moved that the bid for Improvement Resolution 1035-1959
(curbs, gutters and sidewalks) on South West "F" Street, between South West 1st
and Abington Pike, be awarded to the Robinson Bros. of Centerville, Indiana, on
their bid of $7250.40, seconded by City Engineer Deuker.
The Board instructed the Street Dept. to make tempory connection of dry wells
at the Middle Drive and Central Drive and Sylvan Nook Drive in Berry Field,
to existing manholes at said intersection, under supervision of the Sanitary
District and on condition that no interference is created in the Sanitary
Sewer Service, to take care of the excessive water in the Streets.
A complaint from the Sanitary District collection Dept. that tree removers
( Tussey & Elly- 1324 South 8th Street) were leaving large sections of trees
in the alleys, which the collection Dept. is not obligated to haul, referred to
the Police Department.
The Board recommends to the Sanitary District that they proceed to cut off
connections by which fuel oil enters the Sanitary Sewers system, at such time
that said District feels that this is justified.

City Engineer Deuker presented plans, subimmited by the Sun Oil Co. for
a Service station at South 5th & "E" street, requesting curb cuts, referred
to the Traffic Department.
There being no further business, the meeting adjourned.
