MARCH 10, 1960
The Board of Public Works and Safety met in regular session in city=Hall with
City Controller Wilson presiding. All members present. The following business
was had To Wit:
(1) Board President Wilson moved the minutes of the pervious meeting be dispensed
• with, seconded by City Attorney Cecere.
(2) Russell Robbins of the Brantner- Robbins Agency presented the first and
second edition of the Plat Plans for the Hale Terrace subdivision to the
Board. The Board approved the plans as presented.

' (3) Rev. Ervin .Baxter, United Pentecostal Church, 1214 SOuth 8th Street,
appeared before the Board to ask for a parking area for the Church members
'.in the Beallview Addition, the Board said it would not be able to approve
any location there now as the plans for the future development of this area
by the State and the City have not been completed.
(4) Ramsey McDonald of Radiotelephone Inc. , appeared before the Board with Fire
Chief Klotz to explain the mutual aid system between the Cities of Wayne
County, McDonald said the City could save some money if new equipment was
ordered this year, through a matching funds process with the Federal Govern-
ment, that is now available. The Board ask Fire Chief Klotz to study the •
plan and cost with Mr. McDonald and make a report at a later date.
(5) Delmar Shepard, 125 South West ?'F" Street, appeared before the Board to
inquire as to the status of the Improvement Resolution 1035-1959 to construct
curbs, sidewalks and gutters from South West First Street to the Abington
Pike, Mr. Shepard was informed the bid was still under advisement, but would
be awarded soon, and construction started as the weather permitted.
(6) Mr. F.G.McCray of Saginaw, Michigan, presented the Board with pictures
and newspaper clippings of his accomplishments in exterminating Starlings
his method is to spray a secret poison on the birds when they are roosting
• Mr. Cray estimated the cost would be approx. $5000.00 here. The Board will
discuss the matter with the Retail Merchants Association.
(7) The Board approved the promotion of William Farr to Lieutenant on the
Fire_Department on Chief Klotz's recommendation. .

(8) The Board approved on the recommendation of Fire Chief Klotz to appoint
Paul Elliott and William Sparks regular fireman as they have successfully
completed their one years, probationary period.
(9) Don McBride, director of the Evening Optimist Junior Baseball League, was
granted permission to have a parade June 5 1960, marking the opening Day.
(10) Don McBride, Park Superintendant, read a petition from the Richmond City
Park Club, proposing an extension of Whitewater Blvd. from South "G" Street
' . to Test Road. The Board referred the matter to City Engineer Deuker, to
establish property owners with the possibility of developing this route.

The Board referred a complaint that 28th and 29th Streets were not properly
designated to the Sign Department.

(12) The Board approved a curb cut at 400 North West 8th Street for Kenneth Robbins
.(13) The Board of Public Works and Safety adopted a Resolution concurringIll
with all the recommendations contained in the State Highway Departments
reports for the proposed one way Streets for US #27 on 8th and 9tb Sts.
(15)" The Board of Public Works and Safety,yrecommended the General Fund to
Bb o(=w Ksacquire Real Estate at 8th and North "C" and on 9th and "C" and on "C" St. ,
- for the construction of a new Street and road for South Bound Traffic
from North 9th to 8th Street at "C" Street.

(16) The Board discussed the possibility of widening North 16th Street from
Main to North "A" St. , the matter was referred to City Engineer Deuker for
study and recommendation.
(17) Francis Daniels, Dog Warden presented the Board with a new type device
called "Sleepy Gun" to capture stray dogs. This instruct shots a dart.
