The Board of Works and Public Safety met in regular session in City Hall with
City Controller Wilson presiding. All members present. The following
business was had To'rWit. •

Board President Wilson moved that the minutes of the previous meeting be
dispensed with, seconded by City Attorney Cecere.

The Clerk presented proofs of publication showing this date had been set to
hear persons interested in the Assessment Roll for Improvement Resolution
1027-1959, a sanitary sewer in the vicinity of the Hawkins Road and North "J"
Street. The proofs of publication were approved and ordered filed. As no
persons appeared to express themselves City Controller Wilson moved the
• Assessment Roll be confirmed, seconded by City Engineer Deuker.
Rev. Estil 0. Eckart of the First Pilgrim Holiness Church, at Ratliff and
Northwest "L" Street, appeared before the Board, asking permission for a
group from his 'Church to hold Street Services in the City of Richmond once
a week, and suggested several locations, as there is no Church on North "E"
street, the Board gave Rev. Eckart permission to hold meetings there, providing
he notify the Police Department of the time and place:
The State Highway Department presented the City a Resolution, stating that there
would be.no parking (at any time) on either side of US #35 between the National
Road (US #40 East and West bound) and'a point 250 feet North of Richmond Avenue.
The Clerk was instructed to forward a letter to the State Highway Department,
on the recommendation of James Cox, State Traffic Engineer and Capt. Stout,
Richmond Traffic Division, requesting the following.
Changes in the Traffic signals at West 5th and Main andWest 5th and
National Road.
Curb cut at the Standard Super Market on Southwest 5th Street.
A signal device for, the protection of pedestrians at 16th and Main Street.
Capt. Stout reported that a study was made by the Highway Department, concerning
a traffic device at the Elks Country Club Road and National Road. Mr. Cox
recommended a letter from the Council to the State Highway Department requesting
a traffic signal there.
City Attorney Cecere presented a petition and Ordinance No. 1785-1960 for the
proposed annexation Of property owned by Henry J. Eavey and Penndiana Improvement
Corp. in the Northwest section adjacent to the City limits, to be introduced to
the Common Council March 7, 1960.
Police Chief Mitrione presented to the Board the Departments monthly loss Time
and Arrest reports, which are on file in the Clerks Office.
The.Board granted permission to Police Chief Mitrione to send Sergeants Berner,
Martin and Brannock to a special school for sergeants to be held at Indiana
University March 21 , to March 25, 1960.
On recommendation of Capt. Stout, Traffic, the following parking restrictions
were approved by the Board.
• 2 Hr. parking on both sides og North "E" Street in the 1500 Block.
2 Hr. parking on both sides of North "E" Street in the 1800 Block.
2 Hr. parking on the South side of North "E" Street in the 1900 Block, from
19th Street to the first alley East.
City Controller Wilson moved to deny a request from the Morrison-Reeves Library
to grant free parking to persons attending the District Convention of Eastern
Indiana Librarians April 26, 1960 at the Cities North 6th Street lot. As no
provisions are provided for free parking in this metered parking lot, seconded
by City Engineer Deuker.
There being no further business , the meeting adjourned.
