BOARD OF PUBLIC WORKS AND SAFETY
FEBRUARY 25,1960
The Board of Public Works and Safety met in regular session in City Hall
with City Controller Wilson presiding. The following business was had
To-Wit:
All members present. City Attorney Cecere moved that the minutes of the
previous meeting be dispensed with, seconded by City Controller Wilson. 111

Three members of the League of omens Voters, Mrs Don Goodwell, Mrs Fred
Wireack and Mrs Carl Kleinknect paid a visit to the meeting today to
observe its operation, also, two members of the Tunisian National Guard,
Sgt. Zouari and Sgt. Mageri here to study our traffic control methods
were in attendance.
The Clerk was instructed to advertise March 3, 1960 as the date for a Public
Hearing for persons interested in Assessment Roll 1027-1959, for a sanitary
sewer in the vicinity of the Hawkins Road and North "J" Street.
Earl Daggy owner of property between Marsh's Food Market and WKBV radio
station, appeared before the Board and informed them of the possible
development bf the property for a shopping center, but because of the
drainage problem he can not go ahead with the development of the property.
The Board said that a sewer project would have to be done on an assessment
basis and instructed City Engineer Deuker to study a possible assessment
formula for the district and necessary to start the project.

Fire Cheif Klotz appeared before the Board to ask permission to co-sponser
a traveling Marine Band with the Richmond Exchange Club and the Fire Dept.
November 4, 1961. The Board granted the request. Chief Klotz said the
department would not be involved in any matters.
Capt. Stout, Traffic, reported on his survey of the South 17th Street one
way traffic possibility, no decision was reached and the matter was referred
back to Capt. Stout for a traffic count and further study.
Board President Wilson read a letter from the Richmond Noon Optimist Club
requesting permission to again use the North "E" Street Hill from Glen
Miller Park to 20th Street for the Opti- Derby Sunday Afternoon July 17, 1960
signed by Russell L. Lamm, Boy's Work Chairman. The Board wants to meet
with a committee from the Club to Discuss details as to responsibility, before
granting the request.
Bill Adler, Parking Meer Department, reported a bird nuisance, caused by
their roosting on wires directly over the meters on Main Sreet, placed
theme by the Light Plant for the new Street. Lamps.
The Board gave the Sanitary District permission to experiment with a non-toxic
solution to try to solve the bird problem.
City Engineer Deuker made a motion , and seconded by City Attorney Cecere to
award the bid for a sanitary sewer in the vicinity of the Elks Country Club
Road ( Improvement Resolution 1033-1959) to DeBolts Concrete Co. on the basis
of their unit bid, it is found that DeBolts bid is $149.80 less than the bid of
Ralph Reed 8 Sons, in so far as the assessment to be made against property
owners abutting the street, in addition it is noted the assessment willbe
normally higher than usual in as much as only the property on one side of the
street can be assessed on this project.
