February 11, 1960
The Board of Public Works and Safety met in regular session in City Hall, with
Board President Wilson presiding. All members present. The reading of the
minutes of the previous meeting were dispensed with. The following business
was had To-Wit.
Attorney'Robert O'Maley appeared before the Board on behalf of James H.Wilson
owner of a dwelling at 1138 North "J" St. under condemnation. Mr. O'Maley
reported the building would be razed within the 30 day period.
This date had been set to receive bids for the razing of a dwelling owned
by Solie Mustapa at 1224 South 14th St. The following bids were receved .
Goodwin & Peters 1616 South 7th St. $50.00
Ford 0. Roan 382 South 16th St. 74.50
Robert Henry 825 North 20th St. 125.00
The Board moved to take the bids' under advisement. Fire Chief Klotz is to
make an inspection of the building to consider using it for training purposes.
The Board granted permission to Noley Newkirk to move an office building
from the 1500 Block on North "E" St. to 17th and Main St. Subject to movers
responsibility for any damage caused, and insurance prerequisites.
The Board on recommendation of Fire Chief Klotz, denied a fire hydrant petition
by residents in the vicinity of Ross and Vine Streets, as being no immediate
need.
The Board on recommendation of Fire Chief Klotz -declared•a 6 'volt'sren-"removed
from the departments '52 Buick as obselete and junk, ,and gave permission for
it to be used by the Civilian Defense Emergency Unit.
The Clerk presented proofs of publication that this date had been set to accept
bids for Improvement Resolution 1033-1959, to construct a sanitary sewer in
the vicinity of the Elks Country Club Road. City Attorney Cecere moved that
the proofs be accepted and filed, seconded by Board President Wilson. The
following bids were received.
Reed and Son, Inc. Anderson, Ind. $9,852.40
Debolt Concrete Co. Richmond Ind. 10,117.60
Delucio and Son Richmond, Ind. Failed to inc. amount
The bids were taken under advisement.
Mayor Cutter recommended that the Board adopt a resolution concerning legal
Holidays. The following Resolution was adopted.
BE IT RESOLVED: That the City Building shall be closed for business on the
following legal Holidays To Wit:
New Years Day Veterans Day
Memorial Day Thanksgiving Day
4th of July Christmas Day
Labor Day
BE IT FURTHER RESOLVED: When any of said Holidays comes on Sunday, the City
Building shall be closed on the next succeeding Monday.

Robert Hines Mgr. of the West End Building & Loan Assc. appeared before the Board
and ask for the removal of a parking meter in front of the Build-ing that is
causing a bottleneck on South 7th near "A" St. . Board President Wilson moved
to remove the meter and extend the yellow curb from South "A" St. to the driveway,
seconded by City Attorney Cecere.
City Engineer Deuker reported that the Board of Sanitary Commissioners, adopted a
Resolution to recognize a portion of former Reid Memorial sewer as part of Chester
Pike interseptar•'and the cost in amount of $11,842.00, be paid by the Sanitary
District to the Highway Department.
The Board approved the Light Plants recommendation and estimate to install a
Street light at Harris and Gardner streets.
The Board approved the installation of a street light near 15th and North "G" St.
and denied a streeet light between "F" and "G" Street on North 15th, petition by
the Wayne Works.
- The Clerk was ordered to form an Ordinance for the transfer of $5000.00
from'City General Fund to the Board of Public Works and Safety Tree Removal.
City Engineer Deuker led a discussion with the Board, about the Bridge Ave.
problem. Using a large map of the area, various routes to the Northwest
industrial area were studied. Mr. Deuker is to make a further study of possible
new routes, that may improve the traffic situation rather than simply continuing
present routes by replacement of present bridges. The estimated cost of replacement
of the iron and covered bridge is $148,000.00.
The Clerk received a letter from J.E. Worley VicePresident of the Richmond City
Lines Inc. stating bus fares would be raised to twenty cents per ride, effective
March 14, 1960.
There being no further business, the meeting adjourned.
