HomeMy Public PortalAbout12-30-1959 • BOARD OF PUBLIC WORKS AND SAFETY DECEMBER 30, 1959 The Board of Public Works and Safety met in regular session in City Hall, with City Controller Wilson presiding. All members present. The reading of the minutes of the previous meeting were dispensed with. The following business was had To Wit. Lt. Stout, traffic, appeared before the Board with Mr. D. Sheffer of the Richmond Bus Company, with plans of changes and corrections in parking spaces and bus stops in connection with the proposed one way traffic on 8th and 9th streets. Lt. Stout told the Board that new routes and time schedules were being established. City Attorney Cecere moved to accept the changes and asked that maps be drawn of the bus stops, Seconded by City Engineer Deuker. Chief Klotz reported the specifications of a new automobile to be used by the Chief The Clerk was instructed to advertise for bids, and set the date of January 14,1960 to open the sealed bids. Fire Chief Klotz recommended the promoti0nof Lt. Sylvio Sticco to Captain to fill the vacancy in the Fire Prevention Bureau and Ora Williams to Lieutenant, effective January 1, 1960. City Attorney Cecere moved to approve the recommendations, Seconded by City Engineer Deuker. The Board approved the appointment of seven mento the Fire Department;: effective January 1, 1960. They will serve a one year probation period. The Appointees are as follows: Robert Goodwin 28 312 South 12th St. Robert McClear Jr. 23 504 South West 17th St. John Newland 25 1525 South 11th St. Tom Barker 22 431 South 19th St. James Everett 23 1209 South 3rd St. Marvin Schweizer 33 253 South West 3rd St. Saint E. Wright 28 1423 South 13th St. Fire Chief Klotz reported the Fire was still burning in the dump at DeBolt°s but was under control, and steps are to be taken to close the dump and terminate the agreement with Mr. DeBolt. Fire Chief Klotz reported that a fire truck would stand by at the Christmas tree burning Saturday January 2,1960, at Clearview Park. The Board ask City Engineer Deuker to check all of the locations available in the South end area to find a suitable site for the relocation of Hose House,#4. City Controller Wilson recommended to the Board that a list of all City owned property be brought up to date, referred to City Engineer Deuker. Police Chief Mitrione appeared before the Board with recommendations for promotions in the Police Department as follows:Howard Stottlemire and Walter Stout to Captain, Paul Martin and Robert Brannock to Sergent. City Attorney Cecere moved the promotion be granted, seconded by Controller Wilson. Effective date, January 1, 1960. Chief Mitrione told the Board the departments new work schedule was ready to go into effect January 1,1960, and all members of the department has been given a copy of the schedule, which has been made up for the entire year. Mayor Cutter read a letter from Mr. Will W. Reller, citing the need for a street light at the intersection of the Henley Road and the Backmeyer Road . The matter was referred to the Light-Plant for an estimate. The Board suggested that a study of a zoning plan for parking meter rates be made, so a flat hourly rate can be established for each zone. Mr. Adler of the parking meter dept. will work with Lt. Stout, traffic, on this plan. The Board recommended that the properties needed in connection with the proposed one way traffic on 8th and 9th streets, at the Northwest corner of North 9th St. and "C" St. and at the Southeast corner of North 8th and 9th streets be acquired. W.E.Ross sanitary district, appeared before the Board, with a complaint against the Penn. railroad, that an excess of oil was getting into the sanitary sewer system, from refueling engines at the depot. Workman not making the proper connections, and not pumping the excess oil from the traps before it gets into City sewers, The Clerk . was instructed to warn the railroad that unless this condition was corrected by the 15th ofJanuary, 1960, their property would be disconnected from the City sewer system. ' The Clerk read a letter from the. Comm. of Buildings, to Mr. Frank Wiles of Hollans- burg, Ohio, advising him that the, condemnation order of 7-27-59 for his property at 331 So. 4th St. had been rescinded. ( Letter Filed) The Clerk read a letter from the Comm. of Buildings, concerning a conemnation to Mr.Gus Borders, 310 North 5th st. . This letter was ordered filed, by the Board. Francis Daniels, Dog Warden, requested one week vacation, starting January 4,1960. Granted by the Board. The Board moved to close the City Building offices Friday and Saturday of this week.
