RE: Contract #101-2022-AFSCME Local 1791 Bargaining Agreement
The City of Richmond requests approval of Contract #101-2022. This is a three-year collective
bargaining agreement between the City of Richmond and AFSCME Local 1791, effective
through December 31, 2025. A summary of changes has been provided in your packet.
2023-2025 AFSCME Contract-Tracked Changes
Dates-updated throughout to reflect 3 year contract, beginning January 2023.
Article 1-Updated excluded positions in Sanitation and Parks
Article 4 G.-HR will include AFSCME in new hire notifications. Departments will provide
introductory time for AFSCME to speak to union eligible employees.
Article 16, Section I-All AFSCME positions will be posted within 30 days of vacancy.
Article 17-Addition of Juneteenth to list of paid holidays
Article 18-minor language update in Leave of Absence policy
Article 22- Employees are no longer required to use all sick days prior to FML, but will be
required to use time if FML is not used in conjunction with disability before unpaid leave may be
taken.
Article 23-C. Working Spouse clause is renamed “Insured Spouse”. No changes to the clause
itself.
~F. Eligible retirees must be enrolled in group health insurance a full year prior to
retirement in order to continue (remain) coverage
~4. If a retiree/spouse wasn’t eligible for health benefits prior to retirement, the
retiree and spouse are no longer eligible to enroll in City benefits.
Article 25-Employees will use only 5 sick days during the waiting period for disability, not 7.
~The City, through the third-party administrator, will notify the employee by certified
letter in advance of expiration of disability. 45 days is no longer a requirement.
Article 32-Section I-AFSCME employees shall receive a wage increase to the midpoint range
for their job classification over the 3 year contract. The rate of increase will be 34%, 33%, and
33% of the identified salary range.
~Section II-update to longevity calculation-one-half of one percent (1/2 of 1%) of the
base salary, times years of service, of each AFSCME member. Example also updated.
~Continuous service is also defined as “continuous service for the City of Richmond,
other than positions that are classified as seasonal or temporary.”
