HomeMy Public PortalAbout07-05-2022 , PROCEEDINGS OF A REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND,INDIANA, JULY 5,2022 The Common Council of the City of Richmond,Indiana met in a Regular Meeting July 5, 2022 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR BUMBALOUGH President Turner called the meeting to order and the following business was conducted. ROLL CALL Present were Councilors Lucinda Wright, Bill Engle, Jeff Cappa, Jeffrey Locke, Gary Turner, Jane Bumbalough,Ron Oler and Larry Parker.Absent was Councilor Goss. Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, Clerk; Emily Palmer, Controller; Fire Chief Jerry Purcell; Beth Fields, Community Stategist; Traci McGinnis, Deputy Controller; Ian Vanness, Infrastructure and Development; Heidi Amspaugh, Baker Tilly; Valerie Shafer, Economic Development Commission; Tony Foster, Richmond Power and Light;Pat Smoker,Richmond Sanitary District;and,Media. APPROVAL OF MINUTES Councilor Locke moved to approve the minutes of the regular meetings held May 16 and June 6, 2022, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried. PRESENTATIONS,MEMORIALS OR COMPLAINTS,PETITIONS AND INTRODUCTIONS,MOTIONS,RESOLUTIONS A. RESOLUTION NO. 6—A RESOLUTION OF THE RICHMOND COMMON COUNCIL APPROVING AN ORDER OF THE RICHMOND PLAN COMMISSION(Midwest Industrial Park Expansion) The Finance Committee recommended approval. Councilor Oler moved to approve, supported by Councilor Engle. Upon a voice viva voce,the motion carried. Common Council Minutes July 5,2022 Page 2 of 2 B. RESOLUTION NO. 7—A RESOLUTION OF THE RICHMOND COMMON COUNCIL APPROVING THE ISSUANCE OF BONDS OF THE REDEVELOPMENT COMMISSION(Midwest Industrial Park Expansion) The Finance Committee recommended approval. Councilor Cappa moved to approve, supported by Councilor Locke. Upon a voice viva voce,the motion carried. COMMUNICATION FROM THE MAYOR Congratulated all in the community who helped with a wonderful Fireworks display. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the May 19, May 26, June 2,and June 9 meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS,STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS A. Controller Palmer reviewed the activity of the Finance Department.
