THE BOARD OF PUBLIC WORKS AND SAFETY OF
THE CITY OF RICHMOND,INDIANA,
JULY 14, 2022
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., in the
Council Chambers in the Municipal Building, 50 North 5th Street, Richmond, Indiana.
CALL TO ORDER
President Robinson called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Vicki Robinson and Emily Palmer. Matt Evans was absent.
Also in attendance were Kim Vessels,Assistant City Attorney;Monica Burns,Deputy City Clerk;
Bill Henry, Code Enforcement; Sherry Hemingway, Payroll and Benefits Administrator; Tim
Brown, Interim Assistant Fire Chief; Derek Hill, Director of Code Enforcement; and Media.
APPROVAL OF MINUTES
Ms. Palmer moved to approve the minutes of July 7, 2022, supported by Ms. Robinson. Upon a
vote viva voce,the motion carried.
CLAIMS FOR PAYMENT
Ms. Palmer moved to approve the Claims for Payment for July 15, 2022 in the amount of One
Hundred Fifty Five Thousand Two Hundred Thirty Dollars and twenty cents ($155,230.20),
supported by Ms. Robinson. Upon a vote viva voce,the motion carried.
PAYROLL CLAIMS FOR PAYMENT
Ms. Palmer moved to approve the Payroll Claims for Payment for July 15, 2022 in the amount of Nine
Hundred Nine Thousand Six Hundred Dollars and twenty five cents ($909,600.25), supported by Ms.
Robinson. Upon a vote viva voce, the motion carried.
Ms. Palmer moved to approve a corrected Payroll Claims for Payment for July 1, 2022 in the amount of
One Thousand Nine Hundred Seventy Five Dollars and eighty three cents ($1,975.83), supported by Ms.
Robinson. Upon a vote viva voce, the motion carried.

After a short recess the Board decided to table the New Handicap signs because there was
no one from the Police Department to present to ask questions.It was decided by the Board
to go ahead and approve the renewals and the Street Closure.

• STREET CLOSURE

Back to School Bash
They are asking for total closure around the 10th Street Park on Saturday, August 6, 2022
from 8:00 a.m. to 2:00 p.m. for their annual Back to School Bash. The event will be from
11:00 a.m. to 1:00 p.m.
Ms. Palmer moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the
motion carried.

CONTRACTS
• CONTRACT NO. 105-2022 —THE HOWARD E. NYHART COMPANY,INC.
City retains Contractor to provide services in connection with preparation of the actuarial report
for the City's post-employment benefits and expenditures plan(commonly known as"OPEB")
in accordance with IC 36-1-8-17.5, to be submitted to the Indiana Department of Local
Government Financing("DLGF") for the City Finance and Human Resources Departments.
Not to exceed$3,000.00
Ms. Palmer moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the
motion carried.
• CONTRACT NO. 106-2022—FIRE SERVICE,INC.
City retains Contractor to install Stryker power load systems to be mounted in each of the
four (4) ambulances for the Fire Department. Power load systems have been previously
acquired by the Fire Department.
Not to exceed $3,800.00
Ms. Palmer moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the
motion carried.
• CONTRACT NO. 108-2022—FRIENDS OFFICE
City retains Contractor to furnish and install various items of office and workspace
furniture and storage shelving units for the Community Paramedicine Program for the Fire
Department.Installation is to be completed during normal business hours,Monday through
Friday, 7:30 a.m. to 4:00 p.m.
Not to exceed $8,973.56
Ms. Palmer moved to approve, supported by Ms. Robinson. Upon a vote viva voce,the
motion carried.
