Franklin The minutes of the meeting of December 5, 1972, were read. Moved by Arthur Theis to approve the minutes as read. Seconded by Donald DesLauriers. Motion Carried. The minutes of the Planning Commission meeting for December 18, 1972, were read. . Anned Dorweiler, Zoning Administrator, brought in the attached letters for Mr. Day and Mr. Cavanaugh regarding violations and failure to uphold zoning code. Moved by Robert Franklin to ask Zoning Administrator to send the letter to Mr. Day. Seconded by Thomas Stevens. Motion Carried. Moved by Robert Franklin that Zoning Administrator send Mr. Cavanaugh*s letter and reword to take out the words "The issuance of future building permits could well be contingent.p Seconded by Donald DesLauriers Motion Carried. Letter from Minnesota Aviation Trades Association, on WCCO tower. Robert Franklin will reply. Complaint about a trailer too close to the railroad tracks at the Pinto Drive crossing, blocking view of traffic, by Mr. Tom Anderson of the Chamber of Commerce. The Council asked Charles Hoover to stop by and inspect on January 3, and report back to Chamber. Moved by Thomas Stevens that cigarette licenses be approved to the following: Joe and Irene's Bottle Shop, Inc. Moved by Robert Franklin to approve Resolution No. 73-1 and passing Ordinance No. 144, the dog contract for 1973, as follows: A RESOLUTION AWARDING ANIMAL CONTROL CONTRACTS FOR 1973 AND PASSING ORDINANCE NO. 144 WHEREAS the Medina Village Council is mindful of the necessity for safety, efficiency and convenience in the handling of animal pboblems: 111 NOW, THEREFORE, BE IT RESOLVED that the Medina Village Council hereby authorizes the Mayor and Clerk to enter into contracts on behalf of the Village for: Pickup of animals by B and E Patrol at a charge of $8 per hour; Impounding of animals by Wayzata Pet Motel at $3 per day; Such contract to include other arrangements and safeguards as necessary for the Village. BE IT FURTHER RESOLVED that the Village Council hereby passes Ordinance No. 144, An Ordinance Amending Chapter VI of the Medina Village Code, Relating to Redemp- tion of Dogs. Seconded by Thomas Stevens. Motion Carried. Moved by Robert Franklin to table sewer availability charge and get in contact with Tony Generee, finance man for Metro Sewer, to invite him to a special meeting on SAC charge. Seconded by Donald DesLauriers. Motion Carried. Moved by Donald Deslauriers to authorize Russel Bouley to college the SAC charge for sewer in the meantime. Seconded by Arthur Theis. Motion Carried. Village Clerk to send letters to Planning Commission on date of special meeting. Moved by Thomas Stevens to authorize Charles Hoover to get quotes from different dealers for a new police car. Seconded by Robert Franklin. Motion Carried. Moved by Robert Franklin to approve Resolution No. 73-2 as follows: A RESOLUTION CONCERNING POLICE DEPARTMENT DUTIES AND SALARIES WHEREAS the Medina Village Council has re-examined the duties, salaries and benefits of the Police Department in the light of police performance, inflationary trends and taxation; NOW, THEREFORE, BE IT RESOLVED that the Village Council does hereby amend its motion of November 10, 1970, as to salaries, benefits and supplementary duties of police officers as follows: 1. There is hereby created for salary purposes the position of "Supervising Officer." The supervising officer shall be the higheet-ranking fulltime police officer, regardless of rank (title), as designated by the Village Council. He shall: a. Assist in the day-to-day administration of the Police Department as directed by the member of the Village Council in charge of the Department. Such assistance may include responsibility for scheduling, equipment maintenance, reports, etc. b. Answer telephone calls at home when available and respond in emergency situations. c. Be paid at the rate of $933.30 per month, plus 2 percent per year longevity starting January 1, 1974; there shall be no provision for overtime pay. d. The supervising officer shall be Sgt. Charles Hoover. 2. Fulltime patrolmen shall be paid at the rate of $650 to start, $700 after six months, $750 after one year, $775 after two years, $825 after three years, ^r $875 after four years and an additional 2 percent per year longevity after five years, with straight time overtime. 3. Fulltime officers shall work shifts totaling 195 hours per month and be entitled to $150 per year clothing allowance, six holidays with pay (plus pay if worked), half their basic telephone bill, 10 days of vacation (paid) after one year, one sick day per month to 60 and hold, up to 8 hours of paid court time per month and hospitalization as determined by the Council. 112 4. Parttime officers shall receive $60 per year clothing allowance and double-time for holiday work. Pay rates as of this date shall be: Raymond Bosch, $4 per hour; Mike Rouillard, $3.50 per hour. Seconded by Arthur Theis. Motion Carried. Movedby Thomas Stevens to authorize Robert Franklin to recopy the old Village record book on roads. Seconded by Donald DesLauriers. Motion Carried. Letter from Bergerson Well Co. --Robert Franklin will write letter to invite to Council meeting. Answer on WCCO letter on birds --reply to say that we are interested. Moved by Robert Franklin to pass Resolution No. 73-3 as follows: A RESOLUTION CONCERNING BURNING IN THE VILLAGE OF MEDINA BE IT RESOLVED that, in accordance with Resolution No. 72-6, the Medina Village Council determines that as of this date the entire Village qualifies under Section 545:10 (c) of the Village Code as an area of fewer than 100 dwelling units per square mile, thus permitting the continuance of burning of refuse from dwelling units throughout the Village. Seconded by Thomas Stevens. Motion Carried. Moved by Donald DesLauriers to accept dedication of Willowbrook Road. Seconded by Thomas Stevens. Motion Carried. Received letter from C. 0. Dorweiler re Cunningham house in Independence Beach and that William Riek is the legal guardian for Ernest Cunningham. Moved by Thomas Stevens to pay all bills. Seconded by Arthur Theis. Motion Carried. Moved by Arthur Theis to adopted Resolution No. 70-4 as follows;for the renewal of the Suburban Hennepin County Relief Board Contract for one year: BE IT RESOLVED, That the Contract heretofore submitted, signed and executed by the Suburban Hennepin County Relief Board of the County of Hennepin for and during the year 1972 for the administration and supervision of poor relief in the Village of Medina be, and the same is hereby accepted, approved, renewed and extended for and during the year 1973 with the same force and effect as though said original Contract, above described, were redated and resigned and executed as of the date hereof. Seconded by Donald DesLauriers. Council Polled: Donald DesLauriers yes, Arthur Theis yea, Robert Franklin yea, Thomas Stevens yes, Wayne Neddermeyer yes. Motion Carried. Moved by Robert Franklin to increase the salary of the Village Clerk from $4200 ,,. to $4800 a year for purposes of hiring additional help. Seconded by Donald DesLauriers. Motion Carried. The Council insisted that the Clerk get additional help. Moved by Thomas Stevens that the meeting adjourn. Seconded by Donald DesLauriers. Motion Carried.
