R;; Time : 4 : 30pm Location: REMOTE PARTICIPATION Remote Participants : Chair Belinda Eyestone ; Member Diane Salomone ; Member G . Howard Hayes ; Deputy Assessor James Gallagher ; Senior Department Assistant Sara Acheson Call to Order : Chair Eyestone called the meeting to order at ' 4 : 31 pm . Declaration of a Quorum : A quorum was present . All members were participating remotely and confirmed that they could hear each other . Meeting Participation Statement : Mr . Gallagher read the following meeting participation statement : This meeting will be conducted by remote participation pursuant to Chapter 20 of the Acts of 2021 . No in-person meeting attendance will be permitted. If the Town is unable to live broadcast this meeting , a record of the proceedings will be provided on. the Town website as soon as possible . Regular Session • Report of the Deputy Assessor : Mr . Gallagher reported that the Department of Revenue issued their final approval of the FY2022 Tax Rate Recap with a tax rate of $7 . 85 /$ 1 , 000 on October 5 , 2021 . The bills are being processed and they will be issued with a date of October 18 , 2021 and a due date of November 17 , 2021 . • Review and possible vote on Proposals for Valuation Services : Mr . Gallagher reported that the proposals submitted in response to the Request for Proposals for the Implementation of Fiscal Year 2023 , 2024 , 2025 , 2026 Interim Year Valuation Updates , and Fiscal 2027 Certification Program, and For a Cyclical Re-Inspection Program were opened after 2 & 00pm on Wednesday, October 12 , 2021 as advertised in the RFP . There was one proposal submitted . The proposal was submitted by plc Valuation Group , Paul S . Kapinos & Associates, Inc . The Board of Assessors discussed the proposal . The plc Valuation Group has extensive experience working with towns on Cape Cod and throughout Southeastern. Massachusetts . It was noted that most towns throughout the Cape use their services . As of January 1 , 2021 the Contractor shall have successfully completed a minimum of (5 ) revaluation or valuation update projects within the Commonwealth of Massachusetts over the last five (5) years . 2 . The Contractor shall have expertise in Computer Assisted Mass Appraisal . 3 . The contractor must propose a timetable which provides for a Tax Billing date of no later than October 1st each year . 4 . The project director must have a minimum of (5 ) five years ' experience in valuation of property in Massachusetts and previous experience as a project director with the contractor . 5 . Computer- generated values for all parcels must be provided using the Towns In-House Assessment System, pkAssessmentTM, licensed to. the Town by Paul S . Kapinos & Associates . 6 . The proposed Project Work Plan must meet the minimum standards for acceptance by the Commissioner of Revenue . After discussion of the Minimum Evaluation Criteria, Belinda Eyestone made a motion that the plc Valuation Group proposal met all of the Minimum Evaluation Criteria. Mr . Hayes seconds the motion . Roll call votes Eyestone — aye ; Hayes — aye ; Salomone — ayes approved unanimously . The Board of Assessors discussed the following Comparative Evaluation Criteria . (a) Co'tnnpleted a minimum of ( 10) ten revaluation or valuation update programs in the Commonwealth of Massachusetts during the prior (5 ) five years . (b) Completed a minimum of (2) .Revaluation Programs utilizing the Town ' s Valuation Software during the prior (2) two years . (c) The Project Director/Principal Appraiser has at least ( 10) years of experience in the valuation of property in Massachusetts , extensive experience in the valuation of Commercial and Industrial Properties , extensive experience as an Expert Witness before the Massachusetts Appellate Tax Board, extensive experience in the Valuation of Property in Coasial Communities and Resort Properties, and previous experience of a Project Director with the contractor . (d) Has completed a Revaluation or Valuation Updated Project on Cape Cod within the Past (2) two Years . In the course of the discussion, it was noted that the pk Valuation Group has completed 35 revaluation update programs in the Commonwealth during the prior five years . They have completed 11 Revaluation Programs using the Town ' s Valuation Software during the prior two years . The Project Director/Principal Appraiser has 40 years of valuation experience in Massachusetts and has been a qualified Expert Witness at the Appellate Tax Board since 1984 . The firm has extensive experience in coastal communities and resort properties . They have completed five Revaluation projects on Cape Cod in the prior two years . W W W .BREWSTER—MA . Hayes made a motion that the pk Valuation Group proposal met and exceeded the comparative criteria and was highly advantageous in all of the Comparative Evaluation Criteria. Ms . Eyestone seconds the motion . Roll call vote : Eyestone — aye ; Hayes — aye ; Salomone — aye ; approved unanimously . Classified Land Applications (Chapter 61 , 61A, 61B) : Mr . Gallagher presented a list of six . Classified Land renewal applications and recommended approval . o Avery , Lund Farm Way o Casey , Cranview Road o CBI Farm, Main Street o Namskalcet Farm, Main Street o Shady Knoll , Main Street o Sweetwater Forest, Harwich Road Ms . Eyestone moved to approve the six applications ; Mr . Hayes seconds the motion. Roll call vote : Eyestone — aye ; Salomone — aye , Hayes — aye ; approved unanimously . • Review and approve Regular Session Meeting Minutes o August 24 , 2021 : These minutes were approved at a previous meeting . o September 28 , 2021 : Ms . Eyestone moved to approve the September 28 , 2021 minutes as presented, Ms . Salomone seconded the motion. Roll call vote : Salomone — aye ; Eyestone — aye; Hayes — abstains ; approved unanimously • Matters Not Reasonably Anticipated by the Chair : None • Next Meeting : The next Board of Assessors meeting will be October 19 , 2021 . • Executive Session (To comply with or act under the, authority of any general or special law or federal grant-in- aid requirements : MGL Chap 59 Sec . 60 and MGL Chap . 214 Sec . 1B) : The Board of Assessors did not go into Executive Session. There were no Personal Exemption applications to act on and no Senior Deferral Applications . The Executive Session Meeting Minutes of September 28 , 2021 will be reviewed at the next scheduled Executive Session. • Adjourn : At 4 : 53pm Ms . Eyestone made a motion to adjourn. Mr .
