The Agenda Meeting of the Mayor and Council of the Borough of
Carteret, preceding the Regular Meeting December 27, 2016. was
held December 1, 2016, 6:00 P.M., in the Council Chambers of the
Memorial Municipal Building, 61 Cooke Avenue, Carteret, New
Jersey.
The following were noted present:
Mayor Daniel J. Reiman
Councilmember Vincent Bellino
" Jorge Diaz
" Dennis DiMascio

Randy Krum
" Susan Naples
Also noted present was Kathleen M. Barney, Municipal Clerk and
Robert J. Bergen, Law Director.
The Clerk stated that on January 4, 2016 the 2016 Annual Notice
was mailed to The Home News Tribune, The Star Ledger and
posted on the Bulletin Board. Notice was published in The Home
News Tribune on January 5, 2016 and The Star Ledger on January
6, 2016.

The meeting was opened with a Minute of Silent prayer and the Silent Prayer /Pledge
Pledge of Allegiance led by Councilmember Krum. of Allegiame

unanimous affirmative vote of the full Council present, the
Minutes of November 21, 2016 were approved and engrossed by
the Clerk.
CRDIIW9CES ORDINANCES: First Reading
CRDIlW #16 -28 ORDINANCE #16 -28 was introduced and adopted on First Reading
"Capital hTro =t and the Clerk authorized and directed to advertise same for Public
Ordinance for Various Hearing to be held on December 27, 2016, upon MMS &C by
IrRxaarents" Councilmembers Diaz and Krum. Upon Individual Roll Call Vote
Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples
voted in the affirmative.
First Reading "ORDINANCE APPROPRIATING $2,750,000 FOR VARIOUS CAPITAL
IMPROVEMENTS IN AND BY THE BOROUGH OF CARTERET, IN THE
COUNT OF MIDDLESEX, NEW JERSEY"
Public Hearing-
The Clerk stated that Ordinance 416 -4 was introduced and

Public Hearing Upon MMS &C by Councilmembers Diaz and Krum and unanimous
affirmative vote of the full Council present, the Mayor declared
the Public Hearing to be opened.

Kevin Urban asked what this ordinance was about. Kevin Lh±m
Law Director Bergen explained that this authorizes the Borough Attorney Bergen
Attorney to consolidate and update all the Borough policies and
procedures with regard to employees.
There being no further comments or objections to the Ordinance [raring Closed
the Mayor declared the Public Hearing to be closed upon MMS &C
by Councilmembers Krum and Naples and unanimous affirmative
vote of the full Council present.
Upon MMS &C by Councilmembers Diaz and Krum
ORDINANCE #16 -4
"AMENDING & SUPPLEMENTING CHAPTER 38 OF THE CODE OF
THE BOROUGH OF CARTERET"
was finally Adopted. Upon Individual Roll Call Vote
Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples
voted in the Affirmative.

Adopted was finally Adopted. Upon Individual Roll Call Vote

voted in the Affirmative.

Mayor Reiman explained that this would authorize restaurants to %yor R eirron

Upon MMS &C by Councilmembers Diaz and Bellino and Public H earicg
unanimous affirmative vote of the full Council present, the Mayor
declared the Public Hearing to be opened.
There were no comments or objections from the public.
There being no further comments or objections to the Ordinance Closed
the Mayor declared the Public Hearing to be closed upon MMS &C
by Councilmembers Diaz and Bellino and unanimous affirmative
vote of the full Council present.
Upon MMS &C by Councilmembers Diaz and Kurm
ORDINANCE #16 -18
"AMENDING & SUPPLEMENTING § 71 -28 ENTITLED "UNLICENSED
PREMISES" OF THE CODE OF THE BOROUGH OF CARTERET"
was finally Adopted. Upon Individual Roll Call Vote Adopted
Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples
voted in the Affirmative.

Mayor Reiman asked that Resolution #5 be held from the Consent
Agenda. Resolution #1 will also be held.

action.

appearing on the prepared list properly audited and signed were
ordered to be paid. Upon Individual Roll Call Vote
Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples
voted in the Affirmative.

Mayor Reiman said the last Council Meeting for this year is
[mayor Remy' December 27 and he asked the Council if they had anything for
Business to be Added.
None of the Councilmembers had anything to add at this time.

and Krum and unanimous affirmative vote of the full Council
present, the meeting was Adjourned at approximately 6:04
