The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., in the
Council Chambers in the Municipal Building, 50 North 5th Street, Richmond, Indiana.
CALL TO ORDER
President Robinson called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Vicki Robinson, Emily Palmer and Matt Evans.
Also in attendance were Kim Vessels, Assistant City Attorney; Monica Young, Ordinance
Violations Clerk;Ian Vanness,Director of Infrastructure&Development;Imani Murphy,Director
of Human Resources; Sherri Richey, Code Enforcement; Lieutenant Kevin Smith; Tim Brown,
Interim Assistant Fire Chief; Andrew Evans, and Media.
APPROVAL OF MINUTES
Ms. Palmer moved to approve the minutes of July 14, 2022, supported by Mr. Evans. Upon a vote
viva voce,the motion carried.
CLAIMS FOR PAYMENT
Mr. Evans moved to approve the Claims for Payment for July 22, 2022 in the amount of Two
Hundred Twenty Thousand Five Hundred Dollars and twenty eight cents($220,500.28),supported
by Ms. Palmer. Upon a vote viva voce,the motion carried.

This handicap request was denied by Traffic due to a change in circumstance regarding
parking.
Ms. Palmer moved to deny, supported by Mr. Evans. Upon a vote viva voce, the motion
carried.

4th Street Fair
From Friday (9/30/2022) at 4:30 pm through Sunday (10/02/2022) at 6:00 pm.
1. South A&4th is blocked.
2. East Side of B Street is blocked west of alley
3. West Side of B Street is blocked at 3rd Street
4. East Side of C Street is blocked west of alley
5. West Side of C Street is blocked east of alley
6. East Side of D Street is blocked west of alley
7. West Side of D Street is blocked east of alley

• CONTRACT NO. 101-2022—AFSCME LOCAL 1791
Three—year collective bargaining agreement between the City of Richmond and AFSCME
Local 1791, effective through December 31, 2025
Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion
carried.
• CONTRACT NO. 102-2022—BAKER TILLY MUNICIPAL ADVISORS,LLC
Accounting support services, for Finance Department
Not to exceed $41,000.00
Mr. Evans moved to approve, supported by Ms. Palmer.Upon a vote viva voce,the motion
carried.
• CONTRACT NO. 115-2022—YOU CALL WE HAUL

For awarding the bid to clean up and for trash removal for 20 Richmond Avenue
Not to exceed $950.00
Ms. Palmer moved to approve, supported by Mr. Evans.Upon a vote viva voce,the motion
carried.
For the approval of the contract to clean up and provide trash removal for 20 Richmond
Avenue.

Rescission of Contract No. 64-2022 approved April 14, 2022.
Mr.Evans moved to approve,supported by Ms.Palmer.Upon a vote viva voce,the motion
carried.
Approval of Addendum No. 4 to Contract 123-2018. This addendum replaces Contract No.
64-2022. For professional training.
Not to exceed $1590.00

• CONFLICT OF INTEREST DISCLOSURE STATEMENT
An annual disclosure statement for Justin Bowers and his business Lutra Adventures, LLC
as equipment was purchased for the dive team, including but not limited to SCUBA units
and underwater tools.

A letter of resignation was presented for Firefighter Paramedic Kevin Shook. Effective
July 30, 2022
