The Common Council of the City of Richmond,Indiana met in a Regular Meeting June 6,
2022 in the Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR BUMBALOUGH
President Turner called the meeting to order and the following business was conducted.
ROLL CALL
Present were Councilors Doug Goss, Lucinda Wright, Bill Engle, Jeff Cappa, Jeffrey
Locke, Gary Turner,Jane Bumbalough,Ron Oler and Larry Parker.
Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City
Clerk; Emily Palmer, Controller; Fire Chief Jerry Purcell; Pat Smoker, Sanitary District
Superintendent; Beth Fields, Community Strategist; Tony Foster, Richmond Power and
Light General Manager; Ian Vanness,Infrastructure and Development; and, Media.
APPROVAL OF MINUTES
Councilor Locke moved to approve the minutes of the regular meeting held May 16,
2022, supported by Councilor Goss. Upon a vote viva voce,the motion carried.

INTERLOCAL AGREEMENT NO. 002-2022 - TMAP SERVICES RELATIVE TO
THE DEVELOPMENT AND EXECUTION OF A REMOTE WORKER
RECRUITING STRATEGY
Councilor O1er moved to approve, supported by Councilor Engle. Upon a vote viva voce,
the motion carried 8-1. Dissenting was Councilor Parker.
ORDINANCES ON FIRST READING
Councilor Parker moved to suspend the rules and read Ordinance No. 28-2022 on first
reading by title only, supported by Councilor Goss. Upon a vote viva voce, the motion
carried
ORDINANCE NO. 28-2022 — AN APPROPRIATION ORDINANCE
AUTHORIZING THE SUBMITTAL,ACCEPTANCE AND APPROPRIATION OF
A GRANT FROM THE INDIANA DEPARTMENT OF TRANSPORTATION
(Roseview)
The Clerk read Ordinance No. 28-2022 on first reading by title only.
The Finance Committee recommended approval.
Councilor Goss oved to advance to second reading and public hearing, supported by
Councilor Cappa. Upon a vote viva voce,the motion carried.
Councilor Parker moved for engrossment, supported by Councilor Bumbalough. Upon a
vote viva voce,the motion carried.
Councilor Parker called for the question,supported by Councilor Bumbalough. Ordinance
No. 28-2022 was approved with a 9-0 roll call vote.
