HomeMy Public PortalAbout07-18-2022 PROCEEDINGS OF A REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND,INDIANA, JULY 18,2022 The Common Council of the City of Richmond,Indiana met in a Regular Meeting July 18, 2022 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR OLER Councilor Oler called the meeting to order and the following business was conducted. ROLL CALL Present were Councilors Doug Goss, Lucinda Wright, Bill Engle, Jeffrey Locke, Jane Bumbalough, and Ron Oler, Absent were Councilors Cappa, Turner and Parker. Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City Clerk; Emily Palmer, Controller; Fire Chief Jerry Purcell; Police Chief Mike Britt; Tony Foster, Richmond Power and Light; Greg Stiens, Public Works; Traci McGinnis, Deputy Controller; Allison Zadjel, Environmental Sustainability Council; Ian Vanness, Infrastructure and Development; and,Media. APPROVAL OF MINUTES Councilor Locke moved to approve the minutes of the regular meeting held July 5, 2022, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried. PRESENTATIONS,MEMORIALS OR COMPLAINTS,PETITIONS AND INTRODUCTIONS,MOTIONS,RESOLUTIONS RESOLUTION NO. 8-2022—A RESOLUTION AUTHORIZING THE INVESTMENT OF PUBLIC FUNDS INTO CERTIFICATES OF DEPOSIT PURSUANT TO IC 5-13-9-5 Councilor Locke moved to approve, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried. Common Council Minutes July 18„2022 Page 2 of 4 RESOLUTION NO. 9-2022—A RESOLUTION ADOPTING A CLIMATE ACTION PLAN Resolution No. 9-2022 was referred to the Plan commission for Public Hearing on July 27,2022. RESOLUTION NO. 10-2022—RESOLUTION FOR RICHMOND POWER AND LIGHT TO PROCEED WITH STEPS TO OPT OUT OF THE JURISDICTION OF THE INDIANA UTILITY REGULATORY COMMISSION Councilor Bumbalough moved to approve, supported by Councilor Goss. Upon a vote viva voce,the motion carried. COMMUNICATION FROM THE MAYOR • Review of community calendar • The IDEA Summit is scheduled for August 2 at French Lick, Indiana REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the June 16 and 30,2022 meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS ORDINANCES ON FIRST READING • POLICE CHIEF BRITT shared a memorandum relative to Golf Carts on City Streets (copy in the Office of the City Clerk).Chief Britt emphasized golf carts are illegal on Richmond city streets and an infraction will be enforced. ORDINANCES ON FIRST READING: Councilor Goss moved to suspend the rules and read Ordinance Nos. 30,31 &38-2022 on first reading by title only, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. ORDINANCE NO.30-2022-AN APPROPRIATION ORDINANCE AMENDING THE 2022 BUDGET(Fire) The Clerk read Ordinance No. 30-2022 on first reading by title only. Ordinance No. 30-2022 was referred to the Finance Committee for due diligence. Common Council Minutes July 18„2022 Page 3 of 4 ORDINANCE NO.31-2022—AN APPROPRIATION ORDINANCE AMENDING THE 2022 BUDGET(Police) The Clerk read Ordinance No. 31-2022 on first reading by title only. Councilor Bumbalough moved to advance Ordinance No. 31-2022 to second reading and public hearing,supported by Councilor Wright. Upon a vote viva voce,the motion carried. There being no comments for or against, Councilor Goss moved for engrossment, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried. Councilor Goss called for the question, supported by Councilor Locke. Ordinance No. 31-2022 was approved with a roll call vote. ORDINANCE NO.38-2022—AN APPROPRIATITON ORDINANCE AUTHORIZING THE SUBMITTAL ACCEPTANCE AND APPROPRIATION OF GRANTS FROM THE INDIANA DEPARTMENT OF TRANSPORTATION — COMMUNITY CROSSING ROAD FUNDING(2023 projects) The Clerk read Ordinance No. 38-2022 on first reading by title only. Ordinance No. 38-2022 was referred to the Finance Committee for due diligence. ORDINANCES ON SECOND READING None ORDINANCES ON THIRD READING None MISCELLANEOUS BUSINESS The new Information and Technology Director will begin August 22,2022.
