Borough of Carteret was called to order by Mayor Daniel J. J Meeting
Reiman on Thursday, January 5, 2017 6:00 P.M., at the Municipal
Building, 61 Cooke Avenue, Carteret, New Jersey.

BOROUGH CLERK
S=CT ION 1, The Clerk shall perform the duties enjoined upon him /her by revised Statutes of New
Jersey and these By -Laws. (See R.S. 40A:9 -133 at sec.).
5cCTtON 2. He/she shall keep the minutes and ordinance books properly and fully Indexed and shall
perform all the duties usually devolving upon such officer; and in addition, such other duties or
services as the Mayor or Council may direct.
SECTION 3. He /she and /or the Deputy or Assistant Clerk shall be the liaison officer between the Civil
Service Commission and the Borough of Carteret.

ScCTIOPI 2. That at the aforesaid meeting the Council shall fix the time and place for holding regular
meetings during the ensuing year, whlch time and place shall be as set forth In the annual notice
pub!ished by the Borough Clerk pursuant to the Open Public Meetings Act and which shall include at
least one Regular Meeting to be held each north at 6:00 P.M., at the Memorial Municipal °ending, 61
Cooke Avenue, Carteret, New Jersey. The public shall receive due notice of the meetings pursuant to
the "Open Public Meetings Act ".
SECTION 3. At the annual meeting, the Mayor will appoint with advice and consent of Council one of
its members as Council President to serve for the calendar year. (See R.S. 40A:60 -3).

SECTION 5. As provided for in the annual notice, preceding every regular Council Meeting the
Council shall hold an Agenda Meeting at the Memorial Municipal Building at 6:00 P.M.. This shall be
known as the official Agenda Meeting. At this meeting the agenda of that week's regular Council
Meeting shall be planned. Resolutions, ordinances or other items of business being proposed by a
Standing Committee or member of the Council shall be considered by the whole Council. G t'ne
majority of the Council agrees to put the proposal on the agenda for the business meeting, it shall then
be turned over to the Borough Attorney to be put in its proper legal form. The Council shall be polled
in alphabetic order to determine if any new business will be proposed and the nature of its subject
matter. Any business not placed on the agenda shall be out of order and prohibited, Awhere, however,
the majority of the Council present at a regular, special or adjourned meeting of the Council approve
the matter not previously listed on the agenda, such matter may then be considered. The public shall
receive due notice of the agenda meetings pursuant to the "Open Public Meetings Act ". A portion of
every meeting conducted pursuant to the Open Public Meetings Act shall be set aside for public
comment. The public will be permitted to speak on any issue of concern as it relates to any federal,

minutes when addressing the Council, and the public comment period on any ma<ier before the
Governin; Body shall not extend beyond thirty f30) minutes. The Borough Clerk is hereby authorised

meeting as she /he shall determine In consultation with the Mayor and Council.

SECTION 8.1. Any member of the public wishing to address the Governing Body during the public
discussion portion of a meeting must request to do so by registering with the Borough Clerk in the
official Borough log book. Registration is to include name, address, phone number, topic or purpose of
discussion.

resolutions. The public shall not be allowed to address the Council while they are talking action on t'rre
resolutions. No one may be allowed more than three (3) minutes when addressing the Council, and

SEnION 9.1. The Council may take action on the proposed resolutions either as individual

Engineer, Auditor, Attorney, and Senior Citizen Transportation.
3. FIRE & DOA4ESTIC PREPAREDNESS:
This Committee shall be responsible for the personnel
and equipment of the Fire Department, including all
fire houses.

and equipment of the parks, playgrounds, senior citizens'

and equipment of the Police Department and facility.

Sewerage Department, including street cleaning and
the borough dump.
7. BOARD OF EDUCATION LIAISON:

Cont: SECTION 2. Pursuant to the Borough's Purch =_sing Agent Ordinance, Resolution 939 -300 and other
formerly adopted resolutions of Council end Stain Statute, no vendor's request for payment, supplies
or services rendered shall be honored unless properly completed. No Borough Officer, Official, Agency
Head or any other Borough employee, may purchase any article, item, material, service or equipment
for use by the Borough, except in accordance with the provisions contained in Borough Ordinance x05 -
67.
SrCTION 3. The route of purchasing requisitions, purchase orders, vouchers, bills or claims '_o be
paid by the Borough shall be in accordance with the Purchasing Agent Ordinance 1:05 -67, at seq., which
shall govern all purchasing within the Borough, and shall be the sole guide, subject to requirements of
State statute. The Finance Department, having confirmed compliance with the provisions of the
Purchasing Ordinance, shall refer all verified bills, claims and vouchers recommended for payment to
Line Council. The Finance Department shall prepare a list of the total amount of the individual vouchers
- ooroved by each commiiiee, and cubsenuently recommend for pavment by the Financm2 Commizcee,
accordbrg to budgetary appropriations. The Finance De partm -nt shall keep an accurate running total
as to any appropriation for payment of any particular account or accounts, or for any particular
services or supplies, so as to be available to provide this information readily. The Finance Department

4. Year End Reports - These will summarize work for the year by the
Borough Attorney, Borough Engineer, Borough Auditor, Business
Administrator and Police Director. They will be presented to
the Meyer and Councilmembers prior to the first regular meeting
of the Council in the next succeeding year. They will serve to
acquaint new officials with prior and continuing activities of the
Borough Attorney, Borough Auditor, Borough Engineer, Business
Administrator and Police Director.

COUNCILMEMBER AJMAR JOHAL: As committee chairperson of
Buildings and Grounds he reported that the roof replacement on
the park pl has been completed. Assessment of the library and
community center waiting on the quote for repair. Retrofitting of
the lighting at the library and the community center is completed
and the new lighting is LED lighting. Retrofitting of the lighting at
the police station has been completed wit LED lighting. The
retrofitting of the lighting at the Fire Department has been
completed with LED lighting. New flooring was installed in the

years. After 12 years serving on the council this job doesn't get
any easier but it does get enjoyable every single year and that's

because we work as a great team and we take a team approach
to everything that we do. Our team continues to govern in a
fiscally responsible manner while employing all available
resources to stimulate our local economy in enhancing our
community appeal. During the tenure of this administration we
have sought and been awarded $120 million dollars in grants
and public funding paving the way for many of the projects you
see around town and at no cost to our tax payers. Under the
finance office we continue to demonstrate strong fiscal
responsibility. Our smart growth initiatives have proven to
compliment our revenue by continuing to grow our borough tax
base we are able to increase revenues without the need to place
additional burden on our residential property owners. Our
integrated approach to municipal planning and financial
management has allowed us to offer the highest level of service
in the most cost effective manner. Years ago we inherited a
municipal government that had one of the highest aggragid
property tares in the region and today we have one of the
lowest in fact, Carteret now has the third lowest property taxes
in the central New Jersey area. Under economic development
we continue to work with nonprofit economic development
agencies to develop business retention grants, marketing
assistance programs and small business loans seeking to attract
new business in town. These incentives have successfully
attracted millions in investment throughout the bureau and
more specifically to Washington and lower Roosevelt Avenue.
This past year we celebrated the ribbon cutting of the medical
arts building on Washington avenue, the ground breaking of a 12
million dollar residential complex on Roosevelt avenue and the
planned development of the Marriott Hotel in West Carteret,
just to name a few. These public and private partnerships
represent a forward thinking, had proven to create jobs,
increase our ratables and restore our commercial backbone. I
would like to take the time to thank our professional staff under
the finance and administration that continues to do more with
less. The success of this administration is due in part to your
guidance and expertise. Our Municipal Clerk Kathy Barney, our
Law Director Bob Bergen, Our Chief Financial officer Patrick
DiBlasio, our Borough Engineer John DuPont, our Director of
Information and Technology Laurent Mevs. As we look towards
2017 1 want to congratulate Councilmember Vinnie Bellino and
AJ . lohal my running mate. I look forward to the continuation of
the entire council working together to ensure that Carteret
continues to be a great place to live, work, and raise a family. I

like to thank my family, my children, thank you all for coming
and sharing this day with us, have a happy and healthy New
Year. Thank you.
COUNCILMEMBER RANDY KRUM: As committee chairperson of
Fire and Domestic Preparedness he said Happy New Year and
Happy Holidays, Merry Christmas everybody, thanks for coming
tonight. Congratulations AJ, Jorge and Vinnie. It's great to be
working with you guys. Our 2016 commissions report, first of all I
would like to thank our career firefighters and our volunteers, our
EMT division and also our OEM division for the great jobs you do
and you make Carteret proud in what you do. This year we
responded to 3,590 calls for assistance during the 2016 year. Our
lockout assistant program helped 650 residents this year. We
educated grammar school children throughout the bureau with
the fire is program. We visited with Senior Groups to educate
them in fire safety in the home and while traveling. We continued
operation fire safety. Installed hundreds of smoke detectors and
carbon monoxide detectors for residential homes throughout the
bureau. Replaced 2 new ambulances serviced this year. The
ambulances were purchased with grant money with no cost to
borough taxpayers. We continue you our intensive training of all
personnel in advanced firefighting operations, incident command,
hazmat, and also safety. Under Chief Mark Hruska hopefully we
will have a continued good year in 2017 and move forward.

COUNCILMEMBER VINCENT BELLINO: As Committee Chairperson
of Parks and Recreation and Public Property I would like to
congratulate Jorge and AJ. For Jorge and myself it's the fifth term
which speaks for itself of the people that support us so thank you
so much and have faith in us to do our job. Again, now for
yearend report also, I want to ask my family who showed up in
force tonight thank you so much for coming. My wife, my sister,
my sons and my grandkids. Thant: you so much. Happy New Year
and Merry Christmas. So we had concerts in the park and
concerts by the bay on evenings were successful nights out for
entertainment. Dredging at the waterfront at veteran's pier is
complete and perimeter bulkheads are in place. Work is
suspended until July due to the wildlife spawning regulations. The
area will contain approx. 94 boat slips that will also accommodate
state police patrol boats. We received a $13.25 million dollar
settlement with Oxford Chemical Company which was awarded

last month to Carteret Which will be used to extend the wall, way
path and parking area to the east side pier while continuing the
phases of construction. We had the carnival and car show which
generated funds for the Mayors Charity Fund. Memorial Day
Parade, Independence Day Festival, Latin Festival, Fall Festival,
Holiday Christmas Festival, Movies in the Park, Vietnam Travelling
Wall Exhibit, which was absolutely mesmerizing. I want to thank
the Veterans Alliance. The Parks Department distributed 12
pianos in various parks that were painted by local residents and
students with varying themes. Also, 6 gazebos were installed to
accommodate the pianos. A second spray park, was added in
Chrome. Electrical boxes were updated at the baseball fields.
And Daniel's Garden was revitalized. The little Carteret League
baseball, softball, and soccer teams are still flourishing in Carteret
where our fields are still touted as one of the best in New Jersey.
In closing I would like to Thank Tequalla Lowman for her energetic
support and time that she has given to many of the programs
mentioned. I would also like to congratulate Bob Kately on his
retirement and welcome Ed Segata to the work force in a
supervisory position. I would also like to thank department heads
and employees for the continuing ad interdepartmental support
during weather events and local disasters. I would be remiss if I
didn't recognize the fire department, EMT division, the police
department, OEM and all our volunteer organizations that keep
Carteret safe and protected. Continued progress and God Bless
you all. Thank you.
COUNCILMEMBER NAPLES: As Committee Chairperson of Police
and Public Safety and Board of Education Liaison I would like to Rorarks:
extend my congratulations to Councilman Diaz and Councilman CcLmihmiber Naples
Bellino on what I believe to be your fifth term and to Councilman
All Johal on your first elected term along with Councilman Krum,
Councilman Dimascio, and Mayor Reiman I am certainly proud to
serve with each and every one of you. Thank you. Thank you and
best wished to Chief Pacheski for his many years of service to the
Carteret Police Department. He retired as of January 1' My best
wishes also to Deputy Chief Dennis Mcfadden as he assumes the
role of being in charge of the department. Wish you much luck.
Thank you to all the officers of the Carteret Police Department for
your continued dedication and professional service. I look
forward to working with you in 2017. 13 new police vehicles were
added to the fleet updating the computers and equipment. Three
full time police officers were hired and graduated Monmouth

County Police Academy in December and are going through
departmental training. Three special law enforcement officers (1)
were sent to Ocean County Police Academy for Special Law
Enforcement (11) training and are now patrolling our streets. Ten
Special Law Enforcement Officers were hired and completed
training in the Monmouth County Police Academy and are out
patrolling out streets. We have the addition of a K -9 unit with
Officer Antonio Dominguez and our borough dog Yukon.
Completed training with the Middlesex County Training Academy
in drug detection and patrolling our town actively. National Night
Out was once again a success with the residents of our
community and for the fourteenth consecutive year. Carteret
received and outstanding participation award in our category we
placed 12 out of 49 chosen winners. Only 4 were from New
Jersey. I would like to thank Susan in specific for her hard work
and dedication in this endeavor year after year. A program about
Domestic Violence was put in Carteret High School for the
students. Another program at the Carteret Library for students
and adults on what to do when stopped by the police. This was
given by Det. Lt. Robert Wargocki with the assistance of Officers
Stentella and Nyes. Det. Lt. Wargocki with the assistance of pet.
Freeman and Det. Cassens did a mock crime scene for students
and adults at the Library. Explaining what officers look for when
responding to a crime and a crime scene. Both Carteret Middle
School and Carteret High School students were recipients of the
NJDOE car grants for professional development. According to
Commissioner David Hespey he has called CAR Grants the vision
for teaching, leadi8ng and learning in New Jersey schools. CAR
has been endorsed by the partnership for collaborative learning.
CAR is a process of school improvement that brings coherence to
the work of educators by connecting standard student learning
assessment, professional learning, educator effectiveness, and
school climate culture to the work of professional learning
communities. To focus on educators can collaborate to assist
students to reach the highest level of achievement. Guided by a
common language CAR creates a coherent plan for a systematic
implementation of effective practice and make curriculum
development a priority. A shift from program to practice. We've
had increase professional development opportunities from the
New Jersey Stem grants through the New Jersey Department of
Education and Rutgers. Introduction of new programs to the
district include a gifted and talented program, new courses at the
high school, Pun Jabi, Mandarin, Chinese, Computer programming
and AP computer science principles. There is also an expansion of

our music and art offerings and clubs. Chamber music, we have
an acappella group. Students represent Carteret at functions
both in and out of the community. Aspire high mentoring and
college readiness program offered to the ESL students and
families in both Carteret High School and Carteret Middle School.
Carteret high School Students were given the opportunity to test
and receive the seal of bi- literacy. New student information
system real -time and standard space report cards for grades k -5
have been implemented. With an increased use of technology we
are having virtual field trips using Google cardboard, increased
numbers of chrome books for our students, increased number of
graphic calculators for students, an increased number interactive
white boards in our classrooms. Recognition of Carteret High
School as an advanced proficient school of honor continued to
increase the number of students typically under presented in
populations taking AP tests. Revision of the language arts, math
and science art curriculum. Recognition of the district park scores
182 out of 371 in New Jersey for language arts. For individual
students, Angelo Gollino won an $1800 dollar grant as heart of a
giant. Jayden Rivera won a $1000 dollar grant for read 180
system 44 a national literacy award. Jaylen Harris the News 12
NJEA scholar athlete. Farit Khan outstanding wrestler at the
Rahway wrestling tournaments and Amaya Morales was named
artist of the week through artistonia studies. I would also like to
acknowledge Joe Gasparro on the Board of Education. I was
reading and I saw you sitting there. Thank you for showing up and
for everyone else as well. Thant: you. Happy and healthy New

COUNCILMEMBER DENNIS DIMASCIO: As committee chairperson Ranarks:
of Public Works I would like to thank everyone for coming tonight. Coirr-ilnuTiber Dmagaio
I would like to congratulate Vinnie, Jorge, and AJ on your win.
Another big win. Street and roads department, recycling
department. In 2016 the streets and roads department continues
to maintain approximately 51 miles of borough road ways. This
includes patching pot holes and making necessary repairs. In
addition to our department also continue to collect all the
recycling for the borough. The streets and roads department also
provides the snow removal and bulk trash removal for residents.
The operation and maintenance of the boroughs facility is also the
responsibility of the street and roads department. In 2016 the
NJDEP commended the borough for an efficient and clean
recycling yard. The borough again invested in the recycling yard
by purchasing 6 new roll off containers for the use of our

unanimous affirmative vote of the full Council present, the elected Camil President
nominations for Council President were closed.
Mayor Reiman then asked for a motion to appoint
Councilmember Jorge Diaz as the 2017 Council President.
Upon MMS &C by Councilmembers Bellino and Naples and
unanimous affirmative vote of the full Council present, Jorge Diaz
was appointed Council President.
Mayor Daniel J. Reiman administered the Oath of Office for
Council President to Councilmember Jorge Diaz. Councilmember
Diaz respectfully took his place as Council President.
MAYOR DANIEL J. REIMAN: Mayor Reiman then recognized
former member of the Board of Education Hardyl Singh, Former R %Ycr

Council Joe Wutkowski, Judge Fiengold as former Council. Mayor
Reiman congratulated Councilmember Diaz on becoming Council
President, Councilmemeber Bellino and Johal on being elected to
Council and thanked everyone for being here. We have a lot of
work ahead of us this year. I was very fortunate to have these
members of council working with me for these many years as we
improve Carteret.

residents. The borough was just awarded a grant for $35000 from
NJDEP for recycling. Repaving began on the following roads
parkview, lowell st., longfellow st., south whittier, and the round
about on Terminal. Final paving for these streets will be
completed spring 2017. The Noe st. drainage project is underway.
This 7.8 million dollar project will provide significant drainage
improvements to the entire Noe St. area. The project is
approximately 20% complete. To date about 1750 of pipe has
been installed. New outlet along industrial road is 80% complete
and construction has begun on the pump station. New solar signs
have been installed around town in an effort to reduce speeds on
our local roads. We have installed flashing stop signs, speed limit
signs, and slow signs. This was all done as a boroughs effort to
calm traffic. The borough has already mailed out the
garbage /recycling schedules for 2017. Residents have received
them or will shortly. A new salt shed is designed and will be on
line in 2017. Sewer Department continues to maintain the
boroughs sanitary storm facilities. This includes regular
maintenance, inspections at each pump station, man whole inlet,
and along each section of pipe. The borough continues this very
aggressive program of sewer line cleaning and tubing over 300
catch basins. Over 300 catch basins we labeled and storm water
guards were installed as required by NJDEP. The department was
commended again this year by the NJDep inlet and pipe cleaning
program due on NJDEP's yearly inspection. The borough garage
added several new vehicles to the borough fleet in 2016. These
vehicles included an RPM 250 snow blower which can clear 1300
tons of snow and ice per hour and a john deer 534 front end
loader and 2 F -450 trucks have been ordered. In addition to bring
these vehicles online the borough garage also converted an old
inactive street sweeper into a dump truck with a salt spreader.
This truck will now become a part our fleet for snow removal
operations. The borough garage also has to perform all the
routine maintenance on the entire fleet. This work includes
supporting the snow removal operations by repairing vehicles as
required during snow storms. The borough will continue to
pretreat the roads before snow storms. This helps to melt the
snow on first contact and allows our crews to clear the roads to
black top quicker. I would like to thank all the guys at the
borough garage. I would like to thank John Riley and Mike
Carnivale for the great job they do down there too. I would like to
wish everybody a happy and healthy New Year. Thank you.
