HomeMy Public PortalAbout02-05-1959 1U OFFICE OF THE BOARD OF PUBLIC WORKS • AND SAFETY , RICHMOND, INDIANA THURSDAY , FEBRUARY 5, 1959 City Controller Wilson presided at the Board of Public Works & Safety which met in regular session in City Hall . All members present. The reading, of the minutes of the previous meeting was dispensed with. Proofs of publication were presented showing that this . date has • been set to receive bids for 4 , 1959 station wagons for cruiser- ambulances for the Police Department. The proofs were ordered 1received and filed. The following bids were received: Kurdys Chevrolet $5,695.00 Raper Sales (Plymouth) $7 ,165.g0 The bids were taken under advisement . • Councilman Smithmeyer asked for a study of the possible removal of parking on the north side of South "F" between 7th and 8th Street between 3 : 30 and 5: 30 P.M. Referred to the Traffic Divis- ion for study and recommendation . . Fire Chief Williams reported he contacted the Indiana Rating Bureau regarding the relocation of the fire station at South 9th and " E" Street and that several locations were under consideration. • • Lt. Stout reported that his study showed that 24 " City Limit" signs would be needed ' to adequately sign all streets . City Controller Wilson moved these signs be ordered. Seconded by City .Atty . Cecere . Mayor Cutter reported that he had received complaints of cars parking over the curb at 414-416 North West 1st and damaging the area between the curb and sidewalk . This was ordered, checked by the Police Department and repaired by the Street Department. • Mr . Walter Raizen and a group of the Retail Merchants Association appeared in protest to restricted parking on Main Street. Mr. Raizen presented a petition he said represented 121 business places on Main Street and the petitioners are in 100a agreement that they desire to work out a parking agreement that is satisfactory to all concerned . and they all agree that a 24 hour parking ban should not be initiated. Lt. Stout reported that his survey showed that on last Friday, Saturday and Monday, there were parking places available on all Municipal parking Lots . Mr. Simpson , J. C. Penny Co . , told of his experiences in Springfield, Mass . , relative to removal. of parking to aid traffic . He said when parking was removed , rates on downtown parking lots increased to 700 per hour and that in one year 55 Main street stores were empty. He further stated that 1% of the property as represented on Main Street, paid 25% of the property tax and that some property owners were at, the point of letting the City take their property for tax. Mayor Cutter explained that his recommendations and the work of the Board of Works in the past 3 years had created some 200 off- street parking spaces and that meters had been retimed to allow 4 hour parking on North and South "A" Streets and 15 minute parking on each corner for quick stops and pick ups along Main Street. He also said that all City Departments had worked in cleaning. up Main Street and. tried to help and cooperate with the downtown merchants. He suggested that the Retail Merchants Association should appoint a committee to study some of the problems and work with the Board of Works to correct and develop these problems and to help in the development and improvement of the down-town area, one of the biggest shopping centers in Eastern Indiana. The Mayor also said that the • Board of Works had done more to .help and protect the down-town area than the merchants themselves had done . 18I City Controller Wilson 'moved that this matter be taken under advisement - : and attempts be made to hold further meetings iliAtth the committee. of ,. .._ the Retail Merchants and to try and reach mutual agreements on parking and other matters . Seconded by City Attorney Cecere . City Engineer Deuker recommended that the Light Plant be instructed to proceed with the installation of the traffic lights at North 10th and " J" Street. City Controller so moved . Seconded by. City Attorney Cecere . Complaints from Councilmen Walterman and Marino regarding the con- dition of some alleys and the general condition of the sidewalks was referred to the Engineering and Street Departments . City Attorney Cecere moved that all City owned automobiles be marked as soon as possible in accordance with existing relulations. Seconded by City Controller Wilson. The following letter from the Commissioner of Buildings was ordered made a part of the minutes of this meeting. Bureau of Buildings Feb . 4 , 1959 To : The Board of Public Works and Safety From: The Commissioner of Buildings Subject: 1st quarterly meeting . Board of Plumbing Examiners. The Board met in this office at 7 : 00 P.M. , Feb. 3rd; all members being present. Two applicants for Contractors license present were : 1 . George Moore- approved by re-instatement 2 . J.M. Brennan , failed the test with a score of 4 .75% Ordinance #1700, Section 3 and 6 were reviewed and discussed. Copies- of Ordinance #1700 were distributed to all members . Chairman Sligar was requested to advise the Board of Public Works and Safety of two provisions of the new code #1700 as it affects the various city departments engaging in construction. 1 . Designated qualified maintenance employees may make mechanical repairs on city property without license . • 2 . All new work, building and mechanical , on city property must comply with Ordinance #1700 and A.B. C. of Indiana Rules and Regulations in their entirety. The meeting was adjourned at 9 : 30 P.M. D.
