HomeMy Public PortalAbout10-31-1958 54 OFFICE CF THE BOARD OF PUBLIC WORKS AND SAFETY, RICHMOND , INDIANA FRIDAY , OCTOBER 31 , 1958 • THE BOARD OF PUBLIC WORKS & SAFETY MET IN REGULAR SESSION IN CITY HALL WITH CITY CONTROLLER WILSON PRESIDING . CITY ATTORNEY CECERE ABSENT. THE READING OF THE MINUTES OF THE PREVIOUS MEETING WERE DISPENSED WITH. MR. SHERMAN RICHARDSON, OPERATOR OF 419 MAIN STREET ASKED FOR PERMISSION TO PLACE A RACK FOR BIKES IN FRONT OF THAT ADDRESS. THIS WAS REFERRED TO THE TRAFFIC DIVISION FOR STUDY AND RECOMMENDATION. MR. DON BLEAGER, GROVE CONSTRUCTION COMPANY ASKED PERMISSION TO MOVE HEAVY CONSTRUCTION MACHINERY OVER RESIDENTIAL STREETS. HE SAID HIS COMPANY WAS GOING TO BE WORKING ON U.S. 27 SOUTH OF RICHMOND . THE FOLLOWING ROUTE WAS APPROVED BY THE BOARD; FROM NATIONAL ROAD WEST, SOUTH ON SW 2ND ST. TO SW "G", THEN EAST TO SOUTH 5TH ST. AND U.S. 27. THIS PERMISSION GRANTED ON CONDITION THr THE GROVE CONSTRUCTION CO. ASSUME ALL RESPONSIBILITY- FOR ANY DAMAGE DONE TO CITE OR PRIVATE PROPERTY. CITY CONTROLLER WILSON READ A LETTER FROM THE RICHMOND RETAIL MERCHANTS THANKING THE CITY FOR THEIR COOPERATION IN MAKING "RICHMOND DAYS" A SUCCESS AND ALSO ASKED PERMISSION TO HAVE A HELECOPTER BRINGING SANTA TO RICHMOND, LAND ON THE SOUTH 12TH STREET PARKING LOT ON NOVEMBER 28, 1958. THIS WAS APPROVED BY THE BOARD PROVIDING THIS LANDING MEETS WITH CAA APPROVAL. MR. WALTER RAIZEN, SECRETARY OF THE RICHMOND RETAIL MERCHANTS , TOLD THE BOARD THAT THE MERCHANTS WERE PLANNING =SPECIAL CHRISTMAN FESTIVITIES AND_ THE BOARD WOULD BE KEPT ADVISED OF THESE PLANS. A REQUEST BY THE NOON OPTIMIST CLUB TO SELL - 1FRIEND OF THE BOY' BUTTONS ON MAIN STREET ON NOVEMBER 15TH IN CONNECTION WITH THE OPTIMIST YOUTH APPRE- CIATION WEEK, WAS APPROVED BY THE BOARD. FIRE CHIEF WILLIAMS ASKED THE BOARD TO APPROVE A TRANSFER OF FUNDS FROM THE FIRE FIGHTING FUND TO OFFICER TRAINING. BOARD APPROVED. THE BOARD APPROVED THE FOLLOWING MOVES . OF FIRE EQUIPMENT; AERIAL TRUCK TO #3 STATION 6N NORTH "A" ST. , AND THE TANK WAGON FROM #4 STATION TO THE I/ CITY BUILDING . THE BUILDING INSPECTOR WAS ASKED TO INSPECT THE BUILDING AT THE REAR OF 520MAIN STREET AND TO REPORT HIS FINDINGS TO THE BOARD. ASS' T. POLICE CHIEF CONYERS REPORTED THAT THE BLOCKING OF THE NORTH-SOUTH ALLEY LOCATED BETWEEN 7TH & 8TH STREET HAD BEEN ELIMINATED BY TALKING TO THE VIOLATORS. HE ALSO REPORTED THAT ADDITIONAL YELLOW CURB HAD BEEN PAINTED AT 126 S0. 10TH STREET TO ALLOW MORE ROOM FOR PULLING INTO THE DRIVE AT THIS ADDRESS. MRS. ETHEL GIBSON APPEARED AT THE REQUEST OF THE BOARD TO SHOW CAUSE WHY HER PROPERTY AT 408 NORTH 15TH ST. SHOULD NOT BE CONDEMNED AND TORN DOWN. AFTER A LENGTHLY DISCUSSION, RMS. GIBSON WAS INSTRUCTED TO CONTACT 2 OR 3 CONTRACTORS AND GET THEIR WRITTEN OPINION REGARDING THE SAFE ,. SANITARY , & LIVABLE CONDITION OF THE PROPERTY AND TO BRING THE REPORT TO THE NEXT BOARD MEETING. THE BOARD APPROVED THE PARKING OF A TRAILER AT 309 SO. IITH ST. ON ELECTION DAY FOR USE AS A VOTING PLACE FOR THE 14TH PRECINCT. • THE BOARD APPROVED THE INSTALLATION OF A PRIVATE WATER LINE INSTALLATION ON THE NORTH SIDE OF SOUTH "0" STREET FROM S0. 4TH STREET TO THE REAR OF LOT NO. 660. THIS INSTALLATION REQUESTED BY WM. SATTERFIELD. A REQUEST FOR A SEWER EXCAVATION FROM THE EAST SIDE OF SOUTH 9TH STREET, WEST IN "N" STREET TO THE SEWER IN THE ALLEY , WAS GIVEN BOARD APPROVAL. THE REQUEST OF THE Y MEN' S CLUB TO SELL XMAS TREES ALONG WHITEWATER BLVD. ' NORTH OF THE HIGH SCHOOL, WAS TAKEN UNDER ADVISEMENT UNTIL THE BOARD COULD TALK TO THE TRAFFIC DIVISION REGARDING THEIR RECOMMENDATIONS THE CLERK READ A REPORT FROM THE BUILDING INSPECTOR REGARDING HIS INSPEC— TIONS OF 1210, .1222 & 1224 SO. 14TH STREET. THE REPORT WAS AS FOLLOWS; 1210 S0. 14TH—FLOOR AREA 604 SQ, FT. ON REAR OF LOT ,. SNAITARY FACILITIES, WATER & LIGHTS. EXISTANCE SINCE 1948. i222 SO. 14TH - 1056 SQ. FT. ON REAR OF LOT . GARAGE IN VIOLATION OF ZONING SANITARY FACILITIES, LIGHTS & WATER. EXISTANCE SINCE 1951 . 1224 SO. 14TH ST — 400 SQ. FT., ON REAR OF LOT . SANITARY FACILITIES, LIGHTS & WATER, EXISTANCE ;FOR MANY YEARS. IT WAS SUGGESTED TO THE OWNERS OF THESE PROPERTIES THAT THEY _KEEP THEIR RESPECTIVE YARDS FREE OF DEBRIS AND JUMB. IT WAS ALSO NOTED THAT THE PRO44 ' PERTY AT 1226 SO. 14TH HAD TWO DWELLINGS ON THE LOT AND WAS EVIDENTLY IN L VIOLATION OF ZONING LAWS BY CONVERSION IN 1955.
