THE. BOARD OF PUBLIC WORKS & SAFETY MET IN REGULAR SESSION IN CITY HALL WITH
CITY CONTROLLER WILSON PRESIDING . ALL MEMBERS PRESENT, READING OF ' THE MIN-
UTES OF THE PREVIOUS MEETING DISPENSED WITH, THE FOLLOWING BUSINESS WAS HAD,
TO-WIT;

REV. LEE OF THE NAZARINE CHURCH AT NORTH 5TH & "A" THANKED THE BOARD FOR PAV-
ING THE MUDDY AREA IN FRONT OF HIS CHURCH AND ASKED IF THERE WAS ANY OBJECTION
TO MEMBERS OF HIS CONGREGATION PARKING IN THE CITY OWNED PARKING LOT ON. N.
5TH ST. , WHILE ATTENDING SUNDAY CHURCH SERVICES. HE WAS TOLD THIS WAS A
PUBLIC LOT AND THEY COULD USE IT AS LONG AS THERE WERE SPACES AVAILABLE.

DOUG WARFIELD, WARFIELD OIL COMPANY, SAID HIS COMPANY WOULD SOON BE REQUIRED
TO MOVE AND HE OFFERED THE CITY ;$.6,000.00 FOR 7/10 OF' AN ACRE AT SOUTH 8TH
& "Nf° STREET FOR USE AS A SITE FOR A BULK OIL STORAGE PLANT , THE BOARD LOOKED
WITH FAVOR ON THIS PROPOSED SALE TO THE WARFIELD OIL CO. AND NOTED THAT THE
PARK COMMISSIONERS WERE ALSO IN FAVOR. THE BOARD RECOMMENDED THAT PROCEDURES
DE STARTED TO HAVE THIS AREA REZONED , APPRAISED. , ETC. IN THE EVENT OF
SALE, THE MONEY PAID FOR THIS PROPERTY TO BE USED FOR THE PURCHASE OF ADD-
ITIONAL PARK LAND AND/OR ADDITIONAL PARK EQUIPMENT , AS DETERMINED BY THE
PARK .COMMISSIONS. •
FIRE CHIEF WILLIAMS REPORTED THAT HIS MEN WERE GOING TO REMOVE SOME OF THE
TREES AND STUMPS FROM THE CITY OWNED PROPERTY ON SE PARKWAY , JUST EAST OF
HENLEY ROAD, AND THE STREET DEPT. WOULD LEVEL WITH THEIR BU I LDOZER.
WALKER MILLER, WHO IS REPAIRING PROPERTY AT 602 NORTH 12TH Si.ST04 APPEARED AT
THE REQUEST - OF THE BOARD AND EXPLAINED'HE WAS GOING TO USE THE BUILDING AS
STORAGE AND WOULD HAVE THE OUTSIDE FIXED UP IN 60 DAYS, OR BY THE TIME HIS
BUILDING PERMIT EXPIRES, ' WH I CI•I IS 5-31-58. HE WAS ADVISED BY THE BOARD OTHER
ACTION W)ULD BE CONSIDERED IF' T'H.'iS WAS NOT DONE•
THE BUILDING INSPECTOR WAS INSTRUCTED TO INITIATE PROCEDURES TO CONDEMN THE
TRIMBLE PROPERTY AT THE NW CORNER OF NORTH "D19 AND- FT.WAYNE AVE,
BILL ADLER REPORTED HE HAD FINISHED INSTALLING NEW METERS ON MAIN STREET
FROM 3RD TO 7TH AND THAT 101 ADDITIONAL " METERS WERE 'NEEDED TO REPLACE THE
REMAINING OLD`-METERS OM MAIN STREET, HE WAS AUTHORIZED TO HAVE PARKING
METER TIME PLATES MADE TO SHOW , THE FOLLOWING HOURS OF OPERATION; SATURDAY
AND MONDAY - 8AM TO 9 PM, AND TUESDA'Y , WEDNESDAY, THURSDAY & FRIDAY , 8 AM
TO 6 PM. THESE PLATES TO BE INSTALLED ON THE DOWNTOWN METERS.
THE BOARD AUTHORIZED THE STREET DEPARTMENT TO INSTALL A TRAFFIC ISLAND ON
NORTH "On STREET AT 5TH AS PER -RECOMMENDATIONS OF THE TRAFFIC DIVISION.
CITY CONTROLLER WILSON MOVED THE TRAFFIC DIVISION BE AUTHORIZED TO PURCHASE
12 "YIELD RIGHT OF WAY" SIGNS FOR TRIAL ON VARIOUS CITY STREETS.
THE BOARD APPROVED A PARADE FROM 12 STREET TO GLEN MILLER ON EASTER SUNDAY.
SAID PARADE TO FEATURE THE ARRIVAL OF THE EASTER RABBIR TO RICHMOND .
REFERRING TO THE PROPOSAL FOR EQUIPMENT FOR EMERGENCY AMBULANCE- SERVICE- TO
THE ENTIRE COUNTY AS SUGGESTED BY THE WAYNE COUNTY CIVIL DEFENSE , THE BOARD
OPPOSED THIS PLAN FOR THE FOLLOWING REASONS; THE CITY HAS EQUIPMENT AVAIL-
ABLE • FOR EMERGENCIES; EQUIPMENT FOR EXTRAXTING CRASH VICTIMS FROM WRECKS
AVAILABLE IN CITY; THE CITY TAZPAYER WOULD BE ASKED TO PAY 'f OR MORE OF. THE
COST FOR A SERVICE HE IS ALREADY GETTING; TO MAN AN EMERGENCY VEHICLE WOULD
TAKE TWO POLICEMEN FROM PATROL WORK , AND .PURCHASE OF SUCH EQUIPMENT BY PUB-
LIC SUBSCRIPTION OR DONATIONS WOULD NOT BE PRACTICAL.
THE BOARD APPROVED DECLARATORY RESOLUTION 4-1958 ACCEPTING AN EASEMENT11
GRANTED BY THE BOARD OF COMMISSIONERS -OF WAYNE - COUNTY FOR A RIGHT-OF-WAY
FOR WIDENING SOUTH "A" STREET BETWEEN-2N'D AND 3RD STREET. A COPY OF SAID
EASEMENT TO BE MADE A PART OF THIS RECORD,

AND BETWEEN THE BOARD OF-COUNTY COMMISSIONERS OF WAYNE COUNTY , INDIANA,
HEREINAFTER REFERRED TO AS THE FIRST PARTY, AND THE CITY OF RICHMOND, WAYNE
COUNTY, INDIANA, HEREINAFTER REFERRED TO AS SECOND PARTY.

GUTTERS, AND SIDEWALK THEREON; AND TO COMPLETE SAID IMPROVEMENT ON OR BE—
FORE DECEMBER 31 , 1959. •
IT IS FURTHER A PART OF THE CONSIDERATION FOR THE GRANTING OF THIS EASE—
MENT THAT SAID IMPROVEMENTS AS ABOVE SET FORTH SHALL BE DONE BY SAID .
SECOND PARTY WITHOUT ANY COST , BY ASSESSMENT OR OTHERWISE, TO FIRST PARTY
HEREIN.

CITY ENGINEER DEUKER SAID HE WOULD ARRANGE A MEETING WITH THE STATE HIGH—
WAY DEPARTMENT FOR DISCUSSION OF THE RIGHT—OF—WAY THROUGH LIGHT PLANT
PROPERTY AND THROUGH BEALLVIEW PARK. HE WOULD TRY TO HAVE THE MEETING ON
MARCH 31 , 1958, IF POSSIBLE.
THERE BEING NO FURTHER BUSINESS, THE MEETING ADJOURNED.
