FRIDAY, JANUARY 24, 1958 The Board of Public Works & Safety met in regular session in City Hall with City Controller Wilson presiding. All members present. The minutes of the previous meeting dispensed with. The following business was had, to-wit; The Clerk presented proofs of publication setting this date to receive bids on three cars and three motorcycles for the Police Dept. The bids were ordered accepted and filed. the following bids were opened; One Station Wagon for Police Chief(no trade in) ; II Kurdys-Chevrolet $2461.00 III ~RaperSales-Ply. 2785.45 Dea Meadows-Ford 2575.00 Rhoads-Plymouth 2549.00 Two Station Wagons for crusiers( 2 trade ins) ; Kurdsy-Chevrolet 3800.00 Dea Meadows-ford 3100.00 Rhoads-Plymouth 4149.00 Three Motorcycles (3 trade ins) ; Moore Motor Sales-Muncie,Ind. 4184.00 City Attorney Cecere moved to award the bid for two station wagons for Police crusiers to Dea Meadows Ford for bid price of 83100.00 and the bid for three motorcycles to Moore Motor Sales of Muncie,Indiana, for bid price of t4149.00 and that the bids for one station wagon for Police Chief be taken under advisement.Seconded by City Controller Wilson.Unaminous. Police Chief Mitrione advised the Board that the one year probationary period for Collins Dickerson would be up on January 30,1958 and recom- mended he be promoted to Patrolman as of that date.City Attorney Cecere so moved.Seconded by City Engineer Deuker.Unaminous. The Board unaminously approved the following locations for bench sites for placement of benches by Bench ad of Indian,Inc. : NE corner of East Main & Henley Road; SW corner of West 1st & Main : SW corner of Nat'l Road & SW 5th, and SW corner of Richmond, & NW 1st Street. Due to the recent injury to Milo Brann,Police Technician,City Attorney Cecere moved to authorize his replacement, for such time as he may be off duty, by transfer of a Patrolman to that Job.Said replacement to be paid salary of Detective and tolt effective January 28,1958.Seconded by City Controller Wilson.Unaminous. The Board gave unaminous approval to Street Commissioner Dabr to sell for junk various items of old, worn out equipment in his possession. Lt. Walter Stout recommended to the Board; that STOP signs be placed at NW 7th & Richmond Ave. , making Richmond Ave the thru street, and that curbs be painted yellow and proper signs installed at this location; that STOP signs be placed at North 4th & "A", making "A" St. the thru- street; that parking be removed for 40' on the south side of North "D" St. , west of North 9th & "D" St. City Attorney Cecere so moved.Seconded by City Controller. Wilson.Unaminous. City Attorney Cecere moved to have the MEL&PP estimate the cost for the following; changing all amber lenses in stop lights to red lenses and, in the business district only, adjust stop lights to show red, or stop, all four ways during emergency vehicle rins.Seconded by city engr.Deuker. Fire Chief Williams announced he was installing a gong signal on No.1 Fire House to warn pedestrians when there was a fire truck emerging from said station. • The Board unaminously approved a curb cut requested by the Central Methodist Church on South 15th St at the rear of church. Mayor Cutter recommended that as of 1-1-59, the City stop all fire runs outside of the corporate limits of the City of Richmond unless some eq- uitable contract arrangement is mde between the City of Richmond and the • Township for the payment by the Township of a reasonable annual fee for adequate protection of the area outside of the corporation limit. 92 The Mayor further suggested that his study indicated that a minitum fee should be at least $.50 per 8100.00 of assessed evaluation of the pro- perty outside of the corporate limits of the City ofRichmond to be served under a contract arrangement. _ The Board of Works unaminously concurred with the recommendation of- the Mayor and moved a copy of his recommendations and the concurrance of the Board be forwarded to the Common Council for further action. The traffic division was asked to make an investigation of the blocking of South 9th St on Monday nights by trucks unloading at Hooks Drugs. Attest: GZ/4v-r-el� a Clerk
