HomeMy Public PortalAbout2014.046 (03-18-14)RESOLUTION NO. 2014.046 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AUTHORIZING THE SUBMISSION OF AN APPLICATION TO THE CALIFORNIA HOUSING AND COMMUNITY DEVELOPMENT DEPARTMENT (HCD) FOR A, TARGETED EMPLOYMENT AREA (TEA) AS PART OF THE SOUTH GATE / LYNWOOD ENTERPRISE ZONE WHEREAS, the California Housing and Community Development Department' (HCD) oversees the Enterprise Zone Tax Incentive Program, whose goal is to stimulate growth in economically distressed areas of the State; and WHEREAS, the Enterprise Zone Tax Incentive Program provides for a Targeted Employment Area (TEA) within an Enterprise Zone; and WHEREAS, the Targeted Employment Area Code is defined as an area within a city that is composed solely of those census tracts that have at least 51 percent of its residents at low or moderate income levels; and WHEREAS, section 7072(1)(4) of the Government code requires that each Enterprise Zone update its TEA within 180 days of new census data becoming available and HCD has determined that such census data is available and has provided the City of Lynwood with a list of qualified census tracts that will comprise the Lynwood TEA. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS: Section 1. That the City Council hereby adopts the new TEA boundaries; TEA Census Tracts 5400, 5401.01, 5401.02, 5402.01, 5402.02, 5402.03, 5403, 5405.01, 5405.02, 5417, 5418.01, 5418.02; and TEA addresses for the proposed Targeted Employment Area for the South Gate /Lynwood Enterprise Zone as described in Exhibits A and B. Section 2. That the City Council hereby directs the submittal of the required documentation to the California Housing and Community Development Department for review and approval of the proposed Targeted Employment Area for the South Gate /Lynwood Enterprise Zone. j Section 3. That the City Clerk of the City of Lynwood shall certify adoption of this Resolution and shall cause a certified copy of this Resolution to be forwarded to the State of California Department of Housing and Community Development. Section 4. That the Mayor shall sign and the City Clerk shall attest to the adoption of this Resolution. Section 5. This Resolution becomes effective immediately upon adoption.
