Council members present: Ebert, Jenness, Enneking, Schmillen. Absent: Frangione. Also, present: Zack Rassel, Elaine Rassel, Phil Dorr, Alyssa Herbold, Tim Holmes, Bob Leavitt, Jim Leavitt, Lonnie Benson, Cheri Benson, Doug Dreckman Pledge of Allegiance. 5:05 pm Mayor Bunt opened Public Hearing "Proposed Sale of Public Real Estate at Country View Subdivision—First Addition to Marcus, Iowa." Motion by Jenness, seconded by Schmillen. Roll call vote: Ebert, Jenness, Enneking, Schmillen. Nayes: none. Motion carried. There were no public or written comments. 5:06 pm Mayor Bunt Closed Public Hearing. Motion by Jenness, seconded by Schmillen. Roll call vote: Ebert, Jenness, Enneking, Schmillen. Nayes: none. Motion carried. Motion by Enneking, seconded by Ebert to approve Resolution #22-25, "Resolution Approving Proposed Sale of Public Real Estate at Country View Subdivision—First Addition to Marcus, Iowa." Ayes: Ebert, Jenness, Enneking, Schmillen. Nayes: none. Motion carried. 5:07 pm Mayor Bunt reopened Public Hearing "Proposed Purchase of the Marcus Golf Course", motion by Ebert, seconded by Enneking. Roll call vote: Ebert, Jenness, Enneking, Schmillen. Nayes: none. Motion carried. Tim Holmes representing the Golf Course reviewed the Lease proposed by the City. Rather than a ten year lease a one-year lease will be drafted. No other public or written comments. 5:15pm Mayor Bunt Closed Public Hearing. Motion by Ebert, seconded by Enneking. Roll call vote: Ebert, Jenness, Enneking, Schmillen. Nayes: none. Motion carried. Motion by Enneking, seconded by Schmillen to approve Resolution#22-22, "Resolution Approving Proposed Purchase of the Marcus Golf Course."Ayes: Jenness, Enneking, Schmillen. Nayes: None. Abstain: Ebert Lonnie Benson, Benson's Sanitation introduced himself to the Council. He has started a new business in Cherokee and would like to have the opportunity to bid on the Solid Waste contract. Motion by Ebert, seconded by Enneking to approve Consent Agenda: City Council Minutes, Bills, Casey's Cigarette Permit, Casey's Class E Liquor License, and Resolution #22-26 "Transfer of Funds", Lew's Fireworks Contract, Resolution #22-28, "Iowa DOT Federal-Aid Agreement for an Iowa's Transportation Alternatives Program (Iowa TAP) Project". Ayes: Ebert, Jenness, Enneking, Schmillen. Nayes: none. Motion carried. City Attorney Herbold reported to the Council that she received two nuisances for citation. The time in between the past notifications to comply and the issuance of the citations were too far apart to prosecute. She will instruct Code Enforcer Christensen to reinspect the property and give property notification to comply with a new deadline before citations are issues in a timely manner. Police Chief Flikeid reported on trainings attended and arrests made. Doug Dreckman reported for Public Works. Clay Leavitt's property has water pooling from the street run off. Public Works is working to eliminate the problem. Doug informed the Council of an inquiry from Carbon Solutions to tie into the City of Marcus's water and wastewater systems. The amount of water will exceed Marcus's DNR permit. A committee with Mayor Bunt, Clerk Harvey, Doug Dreckman, and Attorney Herbold will investigate further if this is a feasible request. Mayor Bunt reported that himself, Clerk Harvey and Public Works meet with DGR Engineering to discuss relining sewers and the options of paying for project. Currently, Marcus doesn't qualify for the CDBG. The Council discussed priority areas; East side of town and the area of West 2nd Ave. The City will continue to save funds to pay for priority areas. Motion by Jenness, seconded Ebert to approve Resolution Setting Salaries#22-27, "Resolution Setting Salaries". Ayes: Ebert, Jenness, Enneking, Schmillen. Nayes: none. Motion carried. Westel has expressed interest in having Smart Rural Community Signs placed on current City signs. This will show Marcus has fast, reliable, and sustainable connectivity. It can help promote the Community for persons interested in moving or doing business in Marcus. Motion by Schmillen, seconded by Ebert to approve the signs. Ayes: Ebert, Enneking, Schmillen. Nayes: none. Abstain: Jenness. Motion carried. Discussion on sidewalk replacement and inspection was held. Mayor Bunt will contact Mayor Jim Fischer of Moville to see if a shared Code Enforcement position is moving forward. No other action will take place at this time. Mayor Bunt reminded Council next Council Meeting has been moved to Tuesday, July 19th at 5 pm. Motion by Ebert, seconded by Enneking to adjourn at 6:22 pm. Ayes: Ebert, Jenness, Enneking, Schmillen.
