at 7:35 P.M.
Members present: Mayor, Thomas Anderson; Councilmembers, Nancy Laurent, Sarah Lutz, William
Reiser, Thomas Crosby; Clerk -Treasurer, Donna Roehl; public Works Dir-
ector, Ron Duran; police Chief, Charles Hoover; Engineer, Lyle Swanson

1. MINUTES OF DECEMBER 18, 1979
Motion by Crosby, seconded by Laurent to approve the minutes of December 18, 1979, as
presented.

2. PUBLIC WORKS DEPARTMENT
Elsinore Circle Drainage Problem
Ron Duran explained Rev.. McManus) problem with backyard flooding, that he would like. -to
have corrected. He stated that at the time that power poles were installed Wright -Hennepin
Electric had set a pole into the drain tile but had repaired it. However; if the city could
locate a problem with the setting of a pole they would be willing to repair any broken tiles.
Council agreed that problem should be corrected when sewers are installed in the spring,
because repairing now would be an added cost and would dam-ge the McManus' back yard.
William Reiser and Ron Duran stated that they would contact Rev. McManus and explain the
situation.
Weed Applicator's Seminar
Motion by Reiser,.seconded by Crosby to authorize the attendance of Robert Dressel at a
weed spraying seminar , license fee to be $5.00.

Independence Beach Well and Lift Station Outage
Ron Duran reviewed his memo regarding events concerning outages at the Independence Beach
Lift Station.and the Independence Beach Well House. He stated that Aetna Insurance Company
is investigating the circumstances and will contact Northern States power Company regarding
its responsibility.
He asked that letter of appreciation be sent to Hamel Electric, Stevens Well and Tri-State
Drilling.
Motion by Reiser, seconded by Lutz to send letters as requested by Ron Duran.

Hamel Sewer Televising and Repair
Council reviewe plans , with Lyle Swanson, for televising and repairing several suspected
problem areas. Mr. Swanson explained that work would begin with area numbered uln and would
proceed until amount of money allocated was spent. He stated that work should be done in
April.
Donna Roeh1 stated that to reallocate $3600 a public Hearing would need to be held.
Motion by Laurent, seconded by Lutz to hold a public Hearing for reallocation of Community
Development Block Grant Funds on February 5, 1980 at 8:00 P.M.

3. POLICE DEPARTMENT
City of Loretto Contract
Motion by Crosby, seconded by Lutz to enter into a contract with the City of Loretto for
policing of their city for 1980. Loretto to pay $9830 or $819.00 per month, which is an
11 % increaspfrom 1979.

Animal Control Ordinance
police Chief Hoover asked that the ordinance be amended to include payment of boarding fees
by those picking up dogs from the Dog pound.
Motion by Laurent, seconded by Crosby to amend Ordinance No. 186 regarding payment of daily
boarding fees as shall be determined by contract with Animal Control Service. .

6, Animal Control Contract
Motion by Crosby, seconded by Laurent to enter into contract with Municipal and Private
Services Inc. for animal control services in Medina for 1980.

4. WATER AND SEWER RATE INCREASE
Lyle Swanson presented report of income and expenses of the Long Lake and Maple plain
systems, explaining differences between items billed by Medina, not being billed by
the other two communities.
Ron Duran explained various methods being tried in an attempt to improve the water quality
at Independence Beach; flushing hydrants more frequently and putting more chlorine into
the system.
Mr. Swanson stated that ammonia could be added to the water but the water would then take on
a medicine taste. Also he explained that polyphosphates could be added, as is being done
in Hamel.
Allen Elsenpeter had questions regarding the amount of sewage the Hennepin County Park Reserve
District was putting into the system.
Thomas Anderson suggested notifying customersof the Cities intent to increase rates pending
investigation into the park situation and Metro Waste Control charges.
Motion by Reiser, seconded by Crosby to increase Water rates from $1.10 per thousand to
$1.16 per thousand and sewer rates from $1.20 per thousand to $1.32 per thousand pending
outcome of study of Park Reserve situation and any other items.

5. CIGARETTE LICENSES
Motion by Laurent, seconded by Lutz to approve Cigarette licenses for 1980 for the following
business establishments: Don Mayer, Inc.; The Hill Liquor; Medina Rec. Inc.; Rolling Green
Country Club; K.O. Station; Tom's Superette.
Motion declared carried
6. 1980 APPOINTMENTS .
Motion by Lutz, seconded by Laurent to appoint the Crow River News as the official
newspaper.
Motion declared carried
Motion by Lutz, seconded by Reiser to appoint the Farmers State Bank of Hamel as the
official depository for city funds.
Motion declared carried
Motion by Crosby, seconded by Lutz to appoint William Reiser as acting Mayorin the absence
of Mayor Anderson.

7. D.M.E. PLAT
Lyle Swanson stated that he had not received the legal description of the utility easements
from Ilr. Erickson.
Matter was tabled until January 15th meeting
8. CANNON FALLS LETTER
Council asked that Clerk inform the City of cannon Falls that Medina understands the problems
regarding levy limitations andwould be glad to consider and respond to any specific prop-
osals Cannon Falls may prepare.
9. WAYZATA COMMUNITY EDUCATION REPRESENTATIVE
Several suggestions were made for two representatives to serve on the Wayzata Community
Education Committee.
'Mayor Anderson stated that he would .contact prospective members.
10. DEPARTMENT OF NATURAL RESOURCES LETTER
Discussion of the letter from -the DER regarding their disapproval of the ban of leg -hold
traps in Medina. •
Nancy Laurent asked that letter be written to the DER explaining the problems experienced
inMedina with domestic animals becoming entrapped, some in traps abandoned for some time.
11. BILLS
Motion by Crosby, seconded by Reiser to pay the bills; Order Checks # 8521-8573 in the
amount of $17,245.04 and payrol Checks # 5593-5616 in the amount of $5913.82.

12. SALARIES
Motion by Crosby, seconded by Reiser to increase salaries of all but police Officers by
8.6% plus 2% longevity for those employed 5 years or longer, pending individual review
of any one posistion so as not to exceed an amount as set forth in the cities budget and
subject to retroactive review to January 1st at time police negotiations are concluded.

Regarding Robert Derus returning to Medina Thomas crosby stated that he had suggested a
Joint powers agreement with Corcoran and had asked that Derus present his proposal at the
January 15th meeting.
Regarding Building Inspector, Loren Kohnen's salary, Mr. Kohnen stated that he would like
to meet with any interested Councilmember before the January 15th meeting to discuss his
proposal for 1980.
Regarding salary of Police Officer Robert Anderson; Council agreed that salary must remain
as is until police negotiations are settled.
Regarding Richard Krotzer's contract; Ron Duran stated that Mr. Krotzer is working more
hours than the 66 included in his present contract.
Councilmembers did not think it was necessary to amend the contract at this time.
13. FIRE DEPARTMENT CONTRACTS
William Reiser and Thomas Crosby will meet with the Long Lake Fire Department officials
to discuss Medina'scontract.
Mayor Anderson asked that Medina meet with all Fire Departments to discuss contract arrange-
ments.
14. WATER SUPPLY COMPANY
Discussion of the request by the Water Supply Company to increase water rates at Medina-
Morningside from $1.65 to ;2.50 per thousand gallons.
Motion by Lutz, seconded by crosby to deny increase to the Water Supply Co. based on the
fact that a substantial increase was granted in August, 1979 and increasing to $2.50 per
thousand would be out of line as far as percentage increases are being handled. Mr. Haugen
would be welcome to attend the January 15th meeting to discuss further, if he so desires.

Mayor Anderson revived several items that he would like handled in the near future.
