FRIDAY, OCTOBER 25. 1957 The Board of Public Works & Safety met in regular session in City Hall with City Con- troller Wilson° presiding. All members present. The minutes of the previous meeting dispensed with. The following business was had, to-wit; Mr. Bill Lingle and Mrs. Dorothy Sanders, complained to the Board that horses were being housed and boarded at 900 South 23rd St., and that unsanitary conditions were resulting from said horses. City Controller Wilson moved to have the Building Inspector notify the operator of said business that it was in violation of the Zoning Ordinance in that area was zoned for residential use. Seconded by City Attorney Cecere. A petition for street lights in the Harvey Place Addition was referred to the Light Plant for estimate. A request for a street light on South 21st St, South of "G" St. was referred to the Light Plant for estimate. The Clerk read a letter from Thomas E.Jones, President of Earlham College, stating that the College is leaving no stone unturned to find a solution to the smoke and soot pro- blem and that residents of the Earlham neighborhood are being individually notified of this. - The Mayor reported to the Board that the County Commissioners had approved a reserved parking space for the County School Attendance Officer and asked for additional'space for him on South 4th St., The Board advised the Mayor that they had alloted the City Commissioners all the spaces requested and it was up to them to provide the Attendance Officer one of those spaces. The Board received a. letter from the Richmond Retail Merchants Bureau,Inc. asking for help of the Richmond Fire kept. for erection and dismantling of the uptown Christmas lights. The Board granted this request on the same terms and conditions as last year. Sgt. Stout asked permission to block the 400 block of Southwest 1st Street the after- noon of October 25th. He said there was going to be a demonstration given for the ' Wayne County School bus drivers. The Board approved this street blocking. The Board approved the following curb cuts: South 6th & "E" St o Warfel Printing Co. 1815 West Main St On South 16th & 17th at the south edge of'the 1st Baptist Church property. The City b'ngineer and City Controller reported that complaints had been received about people filling their gutters with cement or black top material to allow them to drive over the curb. The Board decided these people should be contacted and that in the near future the Street Department would be instructed to remove all such materials. Mayor Cutter reported he had been to a meeting at Earlham regarding the smoke and soot. and that he felt the College would solve this problem, There being no further business, the meeting adjourned.
