FRIDAY, OCTOBER 18, 1957 The Board of Public Works and Safety of the City of Richmond,Indiana, met in regular session in its office in City Hall in said City, Friday, October 18, 137. City Con- troller Wilson presiding. All members present. Minutes of previous meeting were dispensed with. The following business was had, to-wit; Mayor Cutter told the Board that complaints had started coming in about the smoke and soot from the Earlham College power plant. He' said this situation had, existed for ap proximately eight years and had caused hundreds of dollars of property damage. In view of the fact that Earlh4m officials hadlpromised to remedy the situation and it had not improved, the Mayor recommended the Board write a letter to Earlham and give them 30 days in which to come up with a workable solution to the smoke and soot problem. If a solution isn't found in 30 days, the City will discontinue police and fire protection to the College. City Attorney Cecere moved approve the recommendation of the Mayor, Seconded'by City Engineer Deuker. Unaminous, Bill Adler told the Board that the Duncan-Miller Meter Company was holding a parking meter servicemans school ht Louisville,Ky, on October 23rd and 24th, and he would like to attend. The Board gave unaminous approval to this request. The City Engineer presented Assesment Roll 1012-1956 to the Board and announced a hearing should be _set. (Sanitary Sewer in the east side of North 15th from North "G" St., north to the Whitewater River.) The Clerk was instructed to set a day for the hearing. The City Engineer said the City should tile the ditch on the west side of North nth St. , at Hawkins Road, to take care of excess water. The City Attorney so moved. Seconded by City Engineer Deuker. Police Chief Mitrione reported he and the Fire Chief were going to contact the Police and Fire Chiefs of several second class cities and find out what emergency sig'al.con- trols are in use and report back to the Board on October 25,1957. Sgt. Walter Stout wrote a letter to the Board thanking them for sending him to the Northwestern University Traffic Institute. Re out lined the topics covered in the school and advised the Board he had received a Certificate of Accomplishment at the conclusion of the institute. It was announced the Board of Works, Mayor Cutter, and Street Commissioner Darr,ztould go to Cincinnati on October 23, 1957, to observe methods and equipment used by that City'in cleaning their streets.
