HomeMy Public PortalAbout06-21-1957 60 OFFICE OF THE BOARD OF PUBLIC WORKS & SAFETY, RICHMOND,INDIANA FRIDAY, JUNE 21, 1957 The Board of Public Works and Safety met in regular session ih City Hall with City Controller Wilson presiding. All members present. The following business was had, to-wit; Minutes dispensed with. City Attorney Cecere moved Declaratory Resolution No. 9-1957 be adopted. DECLARATORY RESOLUTION NO. 9-1957 WHEREAS, The City Plan Commission made a survey and study to determine the need for off-street parking facilities in the City of Richmond,Indiana, and thereafter re- commended to the Board of Public Works and Safety and to the Common Council of said City that said City acquire the south half of Lot No.18 and all of Lot; No.13 in -- Jeremiah Cox's Addition for additional off-street parking facilities, the same being the real estate south and west of the City owned parking lot on North 5th St., and WHEREAS, the Board of Public works & Safety and Common Council of said City, by re- solutions duly adopted, approved the recommendations of said City Plan Commission, and WHEREAS, the said Board of Public Works and Safety have caused to be prepared by the City Engineer's office plats and descriptions of the land proposed to be acquired and gener 1 plans and drawings for the proposed project together with a general es- timate of the cost of acquisition, construction and installation of the project, and WHEREAS, the said Board has acquired options to purchase the said south half of Lot No.18 and all of Lot No.13 in Jeremiah Cox.'s Addition to the ‘'ity of Richmond,Indiana. NOW THEREFORE, BE IT RESOLVED by the Board of Public Works and Safety of the City of Richmond,Indiana, that the descriptions, plans and drawings heretofore prepared by the City Engineer and now on file with this Board, be and the same are hereby approved and adopted for said project, and said Board-declares that upon investigation it has found that said project is necessary for the proper protection of the public safety and welfare; that it will be of.public utility and benefit to the City and its ci- tizens to construct and maintain said off - street parking facilities as hereinabove mentioned and described; that the aforementioned real estate can be acquired by pur- chase; that the probable cost of acquiring and developing said real estate for said project is $37,600.00; that the cost for the acquiring and deveopment of said real estate be paid from the Off-Street Parking Fund. The Clerk was instructed to advertise this Re- solution on June 24-th and July 1st and to have hearing on July 12, 1957. City Engineer Deuker moved the following recommendations of Fire Chief Williams be approved; Deputy Chief, Harry Robinson; Assistant Chief, Roland Miller; Captain No.3, Ernest Fredricks, and Lt.No.3, Jesse Price. Seconded by City Attorney Cecere. Ass't. Police Chief Conyers recommended that Anthony Rastbichler be promoted to Ser- geant to replace Sgt. Walter Stout. Seconded by City Controller Wilson. Said promo. tion to be effective June 18,1.957. Mr. Bob Graham appeared before the Board and gave his ideas regarding the "Welcome to Richmond" signs. The Board refused a request for use of a public address system at the opening of a service station at West Main & 18th St. City Attorney Cecere moved that the street running from W.Main to Nat'l Road West thru Clear Creek Park be barricaded each evening from 6:00 PM to 1.1:00 PM and each Sunday from 12:00 Noon to 11:00 PM to safeguard the many small children playing in this park area. Seconded by City Engineer Deuker. City Engineer Deuker read a letter from George Young, State Highway Engineer, saying the State was interested in better traffic control devices at three intersections and that the State would furnish the plans and materials if the City would do the work. The work to be done as follows; Left turn arrow at South 5th & "G" for northbound traffic to move onto the South "G" St. bridge; Right turn arrow at Sit. 1st and National 61 Road West to allow Route 40 traffic to turn west at all times; and replace traffic lights at North 5th and "A". The Board concurred with these recommendations and told the City Engineer to advise Mr. Young of the decision ofthe Board. The City Engineer reported that the Stateiwas interested in overhead traffic lane markers at various intersections and he thought some might be installed in the near future.
