HomeMy Public PortalAbout2010-23 Authorizing the purchase of equipment and related services for Mobile Fire Inspection Program for the VKB Fire DeptRESOLUTION NO. 2010-23 A CAPITAL PROJECT AUTHORIZING RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, CONCERNING PURCHASE OF EQUIPMENT AND RELATED SERVICES FOR MOBILE FIRE INSPECTION PROGRAM FOR THE VILLAGE OF KEY BISCAYNE FIRE RESCUE DEPARTMENT; AUTHORIZING VILLAGE MANAGER TO COMPLETE PURCHASE OF EQUIPMENT AND SERVICES; PROVIDING FOR EFFECTIVE DATE. WHEREAS, pursuant to Section 3.07(b) of the Village Charter, the Village Council desires to authorize the expenditure of Village funds for the purchase of equipment and related services for the Mobile Fire Inspection Solution Mobile Eyes Program (the equipment and services are collectively referred to as the "Program Equipment") for the Village of Key Biscayne Fire Rescue Department; and WHEREAS, the Village Council desires to enter into a purchase transaction with TradeMaster, Inc. ("TradeMaster"), as to MobileEyes software, hardware and training, and with Insight Public Sector ("Insight"), as to necessary hardware and incidental software, all for the purchase of the Program Equipment, as further described in the attached TradeMaster Proposal and Insight Quotation; and WHEREAS, the Village Council finds, upon advice from the Village Attorney, that further competitive bidding may be waived by the Council since the fairness of the price offered has been confirmed via comparison to the City of Coral Gables and City of Hialeah Fire Departments' purchases (which use the MobileEyes program), and the circumstance that the need to move forward expeditiously with the purchase renders formal competitive bidding impractical pursuant to Village Code Section 2-85; and WHEREAS, the Village Council hereby waives formal competitive bidding for the purchase of the Program Equipment and finds that it is in the best interest of the Village to proceed as indicated in this Resolution. NOW, THEREFORE, IT IS HEREBY RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, AS FOLLOWS: Section 1. Recitals Adopted. That each of the recitals stated above is hereby adopted and confirmed. Section 2. Purchase Authorized, Specification of Funds. That the acquisition of the Program Equipment is hereby approved and authorized, subject to the restriction that the total cost of the purchase of the Program Equipment and related training for Fire Rescue Department personnel shall not exceed $31,500.00. The funding source shall be that which is indicated in the Village Manager's memorandum which accompanies this Resolution. Section 3. Implementation. That the Village Manager is hereby authorized to take any and all action necessary to implement the purposes of this Resolution, and is authorized to sign any necessary purchase agreements, subject to the approval of the Village Attorney as to form and legal sufficiency. Mendia Thomas Thornton TO: FROM: Village Manager Genaro "Chip" Iglesias R E : RECOMMENDATION Office of the Village Manager June 14, 2010 Honorable Mayor and Members of the Village Council Genaro "Chip" Iglesias, Village Manager 4147 ht Purchase of Mobile Fire Inspection Solution MobileEyes It is being recommended that the Village Council approve the attached Resolution for the purchase of the MobileEyes mobile fire inspection program. MobileEyes runs on tablet PC's and includes handwriting recognition capabilities that make note -taking as easy as writing on a yellow pad, the ability to easily access all required fire inspection and building codes and will enhance the Fire Departments plans and systems review process as well as the permitting process for all types of events. BACKGROUND In October of 2009, the Fire Rescue Department, due to budgetary constraints, reassigned personnel and functional responsibility from Staff personnel (40 hour work week) to Shift personnel (24 hour on duty work schedule). One of the areas impacted was the Office of Fire Prevention. This Office had the responsibility of co -coordinating life safety inspections in existing facilities as well as buildings under construction, plans review for new project as well as renovations to existing properties and life safety and fine code enforcement. The reassignment of personnel resulted in spreading out these responsibilities to the three on duty shifts. The mobile fire inspection solution that the Fire Department is requesting approval for will help the Department accomplish the following: • Increase the number, accuracy and timeliness of inspections. • Eliminate paper from the inspection process. • Get code violations corrected faster. • Enable Department personnel to deliver the inspection report to the responsible party immediately upon completion of the inspection. 88 West McIntyre Street • Suite 210 • Key Biscayne, Florida 33149 • (305) 365-5500 • Fax (305) 365-8936 MISSION STATEMENT. " Manage permits, business licenses and fees. " Attach pre -incident planning drawings to inspections records and view integrated pre - fire plans on MDT's/Laptops on responding emergency vehicles. The mobile fire inspection solution  MobileEyes- is currently being used locally by both the Hialeah and Coral Gables Fire Departments. Both municipalities purchased the program from an interlocal agreement with Miami Dade County and the Urban Area Security Initiative ( UASI) program. Funding for the City of Hialeah was not to exceed $44,617.00 and funding for the City of Coral Gables was not to exceed $77,539.00. Attached with this request are the vendors quote from MobileEyes for the software ($16,081.00) and the vendors quote from Insight Public Sector for the hardware ($7,631.75). Training for Departmental personnel is estimated to cost approximately $7,700.00. Request for funding MobileEyes is not to exceed $31,500.00 and is available from the Capital Improvement Projects- Fire Prevention Technology Updates- Fire Rescue Department.
