The Council of the City of Medina met in,regular session on Wednesday, January 2, 1985
at 7:30 P. M.
Present: Mayor, Thomas Anderson; Councilmembers, Thomas Crosby, Wilfred Scherer,
William Reiser, Anne Heideman, Robert Mitchell; Assistant Clerk, Sylvia
Rudolph; Planning and Zoning Administrator, JoEllen Hurr; Public Works
Director, James Dillman; Police Chief, Michael Sankey; Attorney, Richard
Schieffer; Engineer, Glenn Cook.
MINUTES OF DECEMBER 4, 1984
Motion by Heideman, seconded by Reiser to add approving Resolution 84-90, Conditional
use permit for Dickey Natural Systems.
Motion declared carried.
MINUTES OF DECEMBER 18, 1984
Motion by Heideman, seconded by Scherer to approve the minutes of December 18, 1985 as
presented.

MINUTES OF DECEMBER 27, 1984
Motion by Heideman, seconded by Scherer to approve the minutes of December 27, 1984 with
the following corrections as stated by Richard Schieffer: To strike the word "Economic"
in the first and fifth line of paragraph one and add "Municipal". To add the word
"Financing" to read Tax Increment "Financing" District in the first and fourth lines of
paragraph two, also to add the words "Financing" and "Municipal" in the third paragraph
to read Tax Increment "Financing" District and "Municipal" Development. The motion also
changed to read (To hold a Public Hearing on the proposed Municipal Development Districts
and on Tax Increment Financing Districts No. 1 and 2, on January 29, 1985 at 7:30 P. M.)

1. ADDITIONAL AGENDA ITEMS

2. ADMINISTRATION OF OATH OF OFFICE
Assistant Clerk, Sylvia Rudolph administered the Oath of Office to newly elected Mayor,
Thomas Anderson and Council Members, Wilfred Scherer and Robert Mitchell.
3. TAX INCREMENT FINANCING
Jean Fredrick from Ehlers presented a preliminary projection plan for the Tax Increment
Financing District. Discussion followed as to what will be required and also the possi-
bility of combining both districts into one. Glenn Cook presented a map showing the
development district. He stated he will meet with the Walter G. Anderson Company and
get an opinion as to whether the laying of the pipeline from the existing Hamel well to
the Walter G. Anderson property could be completed timely enough to get some savings on
their building construction. The Council will reveiw the tax increment plan at the
January 15, 1985 meeting.
4. LORETTO POLICE CONTRACT
Motion by Heideman, seconded by Scherer to table the Loretto Police Contract until the
January 15, 1985 Council meeting

5. PLANNING AND ZONING DEPARTMENT
Woodlake
JoEllen Hurr stated that new legislation from the State of Minnesota allows for
collection of up to .15 per cubic yard for garbage delivered to landfills. We are
now collecting .1N per cubic yard for administrative costs and .02(P for up keep of
roads. JoEllen Hurr will bring information to the January 15, 1985 meeting as to the
justification of collecting the additional .031 per cubic yard.
Reed Bales Sawmill
Council discussed the Reed Bales Sawmill operation and how to deal with the accumu-
lation of trees being delivered and the delay in cleaning up the area due to the fire.
Motion by Thomas Anderson, seconded by Heideman to have the attorney and JoEllen Hurr
meet with Mr. Bales to negotiate terms on how to reduce the amount of storage and amend
his Conditional Use Permit. Motion declared carried.
6. PUBLIC-0WORKS DEPARTMENT
Jim Dillman stated that he would like to use the surplus of the 1984 budget to have a
garage moved onto city hall property for storage.
7. HEALTH AND LIFE INSURANCE
Motion by Heideman, seconded by Scherer to table the Health and Life Insurance to the
January 15, 1985 Council meeting
Motion declared carried.
8. CIGARETTE LICENSES
Motion by Heideman, seconded by Scherer to grant 1985 Cigarette Licenses to Country-
side Cafe, Medina Pizza Factory and Big Woods Saloon, Inc., and to hold the license
for the Big Woods Saloon until the taxing information requested by the State of Mn.
is received.

9. ACTING MAYOR
Motion by Scherer, seconded by Heideman to appoint Bill Reiser as acting mayor for 1985.

Motion by Heideman, seconded by Scherer to appoint the Crow River News as Official News-
paper for 1985.

OFFICIAL DEPOSITORY
Motion by Heideman, seconded by Reiser to appoint the Farmers State Bank of Hamel as
Primary Offical Depository for 1985.

and Julius Dorweiler to draft a contract to be signed by Mayor Anderson and Clerk -
Treasurer, Donna Roehl.

Motion by Heideman, seconded by Anderson to table the appointment of Cable Communi-
