That annexed hereto is a copy of said proposal. 3. That this action is approved as an award of a professional services contract pursuant to N.J.S.A. 40A:I 1- 5(i)(a) in accordance with the Borough's Fair and Open Process as authorized by lwv. The project includes the renovation of the existing first aid building at the intersection of Pershing Avenue and Sharot Street. It is our understanding that the project will include the renovation of the existing structure to be utilized as the Borough's OEM facility, along with minimal site improvements. With this being said, our proposed scope of work is as follows: A. Design Phase Services The work in this phase will involve the preparation of a site plan surrounding the existing structure and streetscape improvements along Pershing Avenue and Sharot Street. The site plan will be utilized to obtain the required outside agency permits for preliminary and final site plan approval, as well as approval from outside agencies. It is anticipated that the development will not exceed '/ acre of new impervious cover or disturb more than one acre of land and therefore is not considered to be a major development by the NJDEP. B. Permit Phase Services It is anticipated that the project will require the following permits as listed below: 1. Freehold Soil Conservation District Should the improvements result in the disturbance of more than 5,000 square feet of land, the filing of plans and reports as prepared above and an application for Soil Erosion and Sediment Control Plan certification must be made to the Freehold Soil Conservation District. Based on the conceptual plans and uses, it is not anticipated that NJDEP Treatment Works Approval or Bureau of Water Systems Engineer Approval will be required.
