HomeMy Public PortalAbout20110110ParkingNotes.pdf Prepared: 1/28/11 Page 1 of 2 CITY OF TYBEE PARKING COMMITTEE MINUTES: January 10, 2011 ATTENDEES: Council representatives: Wanda Doyle, Bill Garbett, Paul Wolff Staff representatives: Diane Schleicher, Jonathan Lynn, Chantel Morton, Pete Ryerson, Joe Wilson, Jennifer Wittendorf CALL TO ORDER: Bill called the meeting to order at 9:03am. APPROVAL OF MINUTES Paul made the motion to approve the October 26, 2010 meeting minutes. Wanda seconded the motion. The motion passed unanimously. NEW BUSINESS I. Highway 80 Challenge/ Wave Ecology Issues Bill reviewed the assignment Diane sent out regarding the need to identify solutions for lack of parking spaces during special events. MPO has investigated and classified factors regarding this issue. The follow up meeting will be January 31. The committee reviewed the issues listed on a matrix developed by MPO which are similar to those identified during past internal meetings. Bus Service / Shuttle Service Plus remote parking / Private parking: Wanda expressed that shuttle services benefit travel on island during special events. Jonathan suggested that the special event application note a shuttle be required if an event is using a parking lot. Diane agreed that a shuttle helps with parking, but there may be some push back. Paul suggested that the organizer increase admission fee to cover shuttle costs if necessary. Paul recommended that the discussions continue with CAT for providing service during special events. Diane confirmed that the proposal from CAT would need to be agreed upon between CAT and the special event organizer. The proposal is negotiable. Chantel confirmed that Coastal Regional Commission is still working on their Coaches traveling from / to Savannah and Tybee. Discussion ensued regarding the 2010 Sand Arts Festival event and their plans to alleviate the issues with parking that occurred last year. Chantel confirmed the organizer is working with his communications department to ensure parking is smoother for their 2011 event. Pete and Jen confirmed they were directing people about parking during the 2010 Sand Arts Festival. They did not have enough staff though. Paul confirmed the organization should have volunteers assisting. He suggested an on island rotating shuttle with sufficient signage and marketing during the events to alleviate the parking issues. Joe suggested Jonathan use the GIS information to guide organizers where large lots are for available parking. Wanda and Bill reviewed the opportunity for owners of parking lots to obtain a private parking lot license. Bill offered to contact Cullen at the Lighthouse as one option. Wanda offered to talk to George at the American Legion. Better Signage: Diane presented an idea for improved parking signage. When the signs were first installed they used more universal symbols. As the signs need to be replaced, new parking signs with more detailed instructions will be installed. The heights of the signs were discussed. Diane will have Pete recommend the areas to start phasing in the new signs, such as Tybrisa, sections of Butler Prepared: 1/28/11 Page 2 of 2 and beachside. Paul inquired about a discount for signs through the State or County. Diane will have Mary check into this option. Diane reiterated that Pay & Display works well in comparison to other cities that mark spots, because they can use the printed ticket throughout the island. Bike / Pedestrian: Bike and Pedestrian parking was discussed. Bill confirmed that events are currently bike friendly. Joe confirmed that there are sufficient bike racks throughout the island. Increase of Parking Spaces: Diane and Pete confirmed spots have been added in a variety of areas on the island even though some have been removed by DOT with changes that have taken place with construction. Private parking lot licenses are also available for property owners. Diane requested Pete and staff to look at adding spaces behind MacElwee’s on Lovell. Pete will also look at 3rd behind 211 Butler. The City Right of Way topic will be discussed in February. Package Ideas: Wanda confirmed with Diane that the lodging establishments can purchase parking pass packages for their guests. The criteria set is that the packages are only for those that pay hotel/motel tax. Pete confirmed they do not see them being used that often. Paul confirmed there are approximately 2200 parking spaces. Wanda asked for clarification about meters going all the way down Hwy 80. Diane explained that there is a mixed message with being a Pay to Park community with some free parking. Diane asked for a confirmation about the demand for machines. Pete confirmed that meters near the curve would make money. The posts have been put in by Sundae Café. Diane clarified that demand will grow near Sundance Square by adding the crosswalk at McKenzie and when the chapel opens. The cost benefits analysis makes having meters more reasonable. It will help merchants by having turnover in the spaces versus people parking all day. The meeting was adjourned at 9:55am.
